About this file

This is a Q&A document dated November 26, 2024 for the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) RFP. The document contains questions 100-114 with government responses addressing various aspects of proposal preparation.

Key clarifications include: formatting requirements for DRD submissions must follow Section L.18 instructions; understanding of requirements and risks is not limited to improvements proposed in DRD-COSMOS-0004; the Total Compensation Plan pricing information should be provided in both the Mission Suitability Volume and Cost/Price Template (Attachment L-5A); minor subcontractors are not required to provide OSHA citations and safety records; and consent letters are only required from major subcontractors/teaming partners identified in the proposal. The document also clarifies that reference JSC 52.219-90 is the correct clause for small business subcontracting goals, updating JSC 52.519-90 through Amendment 3.

Category Section Page Number

Type Question/Comment Response

100 Section L Proposal Instructions

Section L L-13-16 Clarity Is it fair to assume none of the normal up-front elements (e.g.

cover page, table of contents, acronyms, applicable documents, references, etc.) of a DRD are required as part of the mission suitability submission file?

Offerors are required to meet proposal formatting instructions in Section L.18 for each section of the proposal. Offerors shall refer to each DRD for required information and formatting.

101 Section L

Proposal Instructions

Section L.19.2 L-28 Clarity The second paragraph of TA.2 states "The offerors are required to demonstrate their understanding of the requirements, and risks needed to successfully perform the requirements of this contract."

Since this requirement is part of TA.2 which requires the offer to deliver DRD-COSMOS-0004 Efficiencies and Innovative Techniques, can the Government confirm the demonstrated understanding of requirements and risks is related to the improvements and innovations included in DRD-COSMOS- 0004?

The demonstrated understanding of requirements and risks is not limited to the improvements and innovations proposed in DRD-

COSMOS-0004.

102 Section L Proposal

L.19.2 TA.3 L-29 Clarity The first scenario in TA.3 requires a surge of "20,000 additional

Technical area is to be determined by the Offeror.

Instructions labor hours in a particular technical area for up to 1 year."

As well, MA.2 requires a "10% budget cut that is needed in a technical area..." Can the Government clarify what is meant by "technical area" as it relates to these Section L requirements? Is this referring to the primary mission systems (MCCS, MTC, SVMF), specific skillset categories (system engineer, software engineer, cybersecurity) or something else?

Offerors may refer to the primary mission systems and/or specific skillset categories.

103 Section L Proposal Instructions

L.19.1 and L.19.2

Multiple Pages

Clarity Within L.19.1 and L.19.2, each DRD that is required to submitted with the proposal includes "requested sections per DRD instructions." Request the Government clarify what is meant by "requested sections." Please confirm that the DRDs cover required information in the "scope" and "contents" sections of DRD instructions?

Offerors shall refer to each requested DRD and ensure they are submitting the requested sections for initial proposal. For example, DRD-COSMOS-0001 requires for Offerors to submit the WBS tree only with proposal. Yes, Offerors shall refer to the scope and contents section to understand the required information per DRD, but shall ensure all required information due with proposal is included by reviewing the Initial Submission section of each DRD.

104 Section L

Instructions

L.19.1, Table L.19-2

L-25 Clarity Table L.19-2 Prime Incumbent Senior Level by Years of Experience provides "years of experience." Can the Government clarify whether the "years of experience" relates to total years of experience or years of experience supporting the MSOC and predecessor contracts?

106 Section L Proposal Instructions

L..19.2, TA.3 L-28,29 Clarity TA.3 Scenario 2 requires a strategy and example of replacement and obsolescence planning/cycle on both a "developmental and operational system as appropriate to COSMOS SOW." Could the Government clarify if "developmental and operational system" are referring to the SOW development (e.g., MSDE, SPE) and operational environments (e.g. MCE, MSE, TS Ops)?

The Government also states: "In the event of a conflict between the narrative and the relevance matrix, the narrative will take precedence as the offeror’s intended response." Though the L-6 contains "examples" of other roles (Minor Subcontractors, Joint Ventures, etc.), please confirm that if an Offeror's Past Performance Narrative include the Prime Past Performance, Major Subcontractor Past Performance, and Key Personnel Resume, that the L-6 should correspondingly include the Prime Past Performance, Major Subcontractor Past Performance, and Key Personnel Resume.

The narrative and L-6 Past Performance Relevancy Matrix shall reflect the Offerors teaming arrangement. If an offeror covers all of the SOW sections between the Prime and Major Subcontractors then it should be addressed accordingly in the narrative.
