Question 147: Ames-The Project Requirements notes on drawing sheet M025-1800-G003 for the AMES Research Center task order indicated that the contractor shall be responsible for Final
Design and Final Permit Submission to NASA for review and approval. Upon reviewing the drawings and specifications it would appear that this task order is already 100% designed and approved for construction by the Moffett Field Permit Board. Please confirm that this project does not require design services of the contractor, except for any incidental engineering required for shop drawings or deferred design submittals? If the intent of the solicitation is to have the contractor be responsible for another designers 100% design documents as a design-build solicitation, this imposes a significant amount of risk to the contractor and contradicts any industry standard practices for Design-Build project delivery.
Answer 147: This project is considered as minimal design-build with areas in need to have the design submitted for final construction permits. The drawings to be provided are at the conceptual stage. As an example, even though the drawings show substantial completion for the seismic retrofits, the design would still need professional licensed engineer stamped calculations and drawings to verify the conceptual design and complete the details. For some portions of the work where only performance requirements are specified, the successful offeror is expected to provide actual design with design submittals to be permitted prior to construction.
Question 148: Ames-Drawing M025-1800-G101 Legend states, Option Priority item number relates to specific option bid item, and to reference drawing number M025-1800- G001 for priority list number. The preceding will be reflected in an amendment.
Question 149: Ames- During the site walk the building was dark, we utilized our cell phone lights to observe the existing conditions. There were no lights in the building. We request another site walk to further assess the scope of work. Please consider scheduling another site visit.
Answer 149: No further site visit will be provided.
Question 150: Ames- Loads allowed on floor for high work. RFP states that ceiling work is to be completed in the auditorium area with high ceilings. We request that the government provide the allowable loads that can be placed on the flooring for use of equipment.
Answer 150: It is the Contractors' responsibility to determine the allowable load for equipment use during construction, with contractor to make determination through field verification.
Question 151: Ames-Attachment B, Additional Information/Item No. 2 - Identifies design to be stamped by a professional engineer in State of California. Please provide a list of items that are to be designed and stamped.
Answer 151: The solicitation package is a bridging document as an acceptable concept. The contractor is required to complete the design with drawings, specifications and calculations with sufficient details as a submittal for a construction permit from the Government in accordance with the California Building Code.
Question 152: Ames- We do not see specifications for design requirements, yet Plan Sheet G-
003 calls out for design submissions at 30%, 60%, 90% and 100%. Please clarify if this seed project is DBB or DB. If the project DBB, please provide complete structural design.
