16. The following questions were received, and responses are hereby provided as follows:

Question 1: The Solicitation states: Twelve (12) awards will be reserved for small businesses in various socio economic categories. The question is how does the government anticipate awarding the task orders? Will task orders be sent to all 12 firms at same time or will projects be set aside for specific types of small businesses? How many firms does the government anticipate will be bidding on the individual task orders?

Answer 1: The award of the task orders will be done in accordance with procedures stated in

Section H: Task Order Procedures and Section H: Fair Opportunity. According to Section H: Fair

Opportunity, fair opportunity will be provided to each awardee to be considered for a task order exceeding $3,500 unless an exception applies listed in the section. The expectation is for all capable firms to propose for task orders.

Question 2: We have several design build project that are in and around the $500K mark in total project value. Will NASA consider accepting projects that are within a few percentage points of

$500K as relevant projects?

Answer 2: Past Performance will only be assessed on recent and relevant projects exceeding

$500,000.00. Any projects with a value under $500,000 will not be considered relevant.

Question 3: Volume III Paragraph i on page 71/82 of the solicitation states that the contractor is to turn in a Construction Safety and Health Plan. Are these plans to be general in nature or site specific for each of the proposed SEED projects?

Answer 3: These are general safety and health plans and not intended to be specific to either of the seed projects.

Question 4: As a Minority Women Owned Small Business, XXX is very interested in responding to the 80AFRC-18-R-007 Solicitation and have some projects, including a heavy civil contract which was performed at the NASA Armstrong Flight Research Center that are very relevant, but were completed more than 3 years ago. Will the government consider expanding the recent project time period limit to 5 years? As a 3 year maximum would significantly decrease the Small

Business pool of contractors.

Answer 4: We have considered your request, and have elected to remain with the current 3 year requirement. Past performance is limited to projects that are either completed or started within the last three years from the date of the issuance of this solicitation.

Question 5: I see that NAICS code #236220 is specific to construction companies. Is this solicitation geared toward contractors, rather than architects?

Answer 5: This solicitation is for general construction with design-build capabilities.

Question 6: Can you tell us which of the 14 projects are not set aside for small businesses?

Answer 6: There are currently only two seed projects identified.

Question 7: Please consider extending the past performance projects relevancy to five years instead of three.

Answer 7: Refer to response to Question 4.

Question 8: Can you please explain the selection process again? Is there a target number for each award category (WOSB, Hubzone, etc.)? Or is there a potential that WOSB entities could fulfill the twelve small business slots? The RFP states that once the team identifies a sufficient amount of Technically Acceptable, Very High Level of Confidence proposals, the past performance rating of all remaining offerors in the WOSB category will not be evaluated. How many is a sufficient amount?

Answer 8: Please refer to Section M for details on the selection process. There is no target number for each award category, the solicitation specifies a sufficient amount, which is defined as two or more. It is not our intent to fill all 12 small business awards with WOSB entities.

Question 9: AFRC-Page E9, note 3 says to refer to mechanical plans for the exact location of

HVAC equipment and additional wiring requirements. Mechanical drawings were not included with the provided set of plans. Is there HVAC equipment or duct detectors to install on this project?

Answer 9: No, there are no HVAC equipment or duct detectors to install on this project.

Question 10: AFRC-T2 general notes 4.10 and 4.13 says that the contractors bid shall include fire alarm services from both Siemens and Simplex Grinnell. Is there fire alarm work in this project?

Question 11: AFRC-The specs have a different title page than the plans?

Answer 11: Yes, the specs have a different title page than the plans.

Question 12: AFRC-T2 under CONTRACTORS RESPONSIBILITIES 2.2 says “Contractor shall verify all conditions and dimensions at the job site prior to bidding and starting construction.” Will all the conduit that is labeled as “existing” on the plans already be installed?

Answer 12: Yes, conduit shown on plans will already be installed.

Question 13: AFRC-Can we get the panel submittals for the existing panels CD1B and CD2B. Also the TVSS in panel CD1B?

Answer 13: No, panel submittals will not be provided. However, the following is the manufacturer information pertaining to the panels:

CD1B is a Square D QED-2 switchboard

CD2B. Shouldn’t these conduits be going into panel CD2A?

Answer 15: Yes, conduits should be going into CD2A.

Question 16: AFRC-Page E4 has a note on a “PROTECTIVE DEVICE STUDY”. This note says that electrical studies have been performed as part of the project design based on specific manufactures equipment shown on these drawings and the contractor is responsible for updating the drawings. Can NASA provide these existing drawings pre-bid for the contractors?

Answer 16: Drawings will not be provided pre-bid, as they are not required to bid. NASA will provide the study to the successful bidder.

Question 17: AFRC-On sheet E2 600v feeder schedule 800-D is it one set per 4” conduit or 2 sets in one 4” conduit?

Answer 17: One set per 4” conduit.

Question 18: AFRC-Wire lengths can vary widely depending on installation paths of conduit runs. In order to accurately determine wire lengths, Can the government provide conduit lengths for each of the new conduits runs that will be installed by others?

Answer 18: Yes, the approximate conduit lengths for the existing conduit runs are shown on the single line diagrams.

Question 19: AFRC-Will the contractor be responsible for moving any fire sprinkler lines or sprinklers away from new equipment locations?

Answer 19: Yes, the contractor will be required to move sprinkler lines.

Question 20: Section B – Supplies and/or services to be provided for both task orders state that

“task orders subsequent to this task order shall be developed and submitted using 4Clicks

Premier Project Estimator software.” Would it be acceptable for contractors to use a different software for future task orders?

Answer 20: No, 4Clicks Premier Project Estimator software is required for the development and submission of proposals for task orders subsequent to seed project task orders.

Question 21: AFRC-Are all the junction boxes identified on the drawings? If not, can the

Government provide accurate locations of any additional junction boxes so contractor can determine accessibility?

Answer 21: Yes, the junction boxes are identified as accurately as possible on the drawings. The contractor shall field verify for any additional junction boxes.

Question 22: In the solicitation document it is required to submit the Complete Section K (see pdf page 71). This section is 10 pages long. However the page requirements limit it to six pages.

Would you like only the submission of FAR 52.204-8 and FAR 52.209-7 to remain in the six page limit? Or can the page limit be increased to 10?

Answer 22: The page limit will be increased to 10 pages to include 52.203-2, 52.204-8, 52.209-7, and 52.209-12 from Section K in this amendment.

Question 23: AFRC-Can the QC Manager, SSHO and Superintendent be one person?

Answer 23: The QC manager and SSHO can be the same person, but the Superintendent shall be a separate person.

Question 24: RFP Section L, page 66 of 82, item (a)(1) states that the Offeror is to provide projects that were performed as a prime contractor. Page 67 of 82, item (b)(1) states that teaming partner’s “projects shall be provided as described above.” Design firms typically perform as Lead Design Firms on design-build projects. Please confirm that Design teaming partners can provide projects on which they performed as the Lead Design Firm, not necessarily as the prime contractor.

Answer 24: Yes, see Section M for evaluation factors and their relative importance.

Question 25: RFP Section L, pages 67-69 of 82. Item (a)(2) states “The Summary for each project shall include the following information for each referenced contract or project.” Item (a)(2)(x) states: “x. Synopsis of the scope of work and why it is considered recent and relevant to the solicitation. (i.e. General Construction, Design-Build, LEED, BIM, See paragraphs c – e below.)”.

However, Offerors are also instructed to follow the Proposal Submission Checklist which organizes Items (a)-(e) as separate items. Please confirm that items (c), (d), and (e) are to be addressed within the same Past Performance Information Summary document used for items

(a) and (b). This would mean that a single project summary document would be provided for each project to address items (a) and (c) - (e), as well as item (b) if teaming.

Answer 25: The summary is a listing of all projects for the last three years including a synopsis of the scope. Of those projects listed in the summary, a maximum of six of the most recent and relevant projects must be selected to give the additional information required in (b)-(e) separately.

Question 26: Due to the limit of six contracts total to address page 66-67 paragraphs (a) and (b), please confirm that one Project Performance Summary document can be used to demonstrate the experience of both the Offeror and the Teaming Partner if the project was jointly performed.

Answer 26: Yes, if the project was jointly performed.

Question 27: Page 66 paragraph (a)(1). To provide an entire listing of projects for the past 3 years will greatly reduce the number of pages available to adequately address NASA’s submission requirements for each project, such as the past performance information summary, design-build PP supplement, LEED PP supplement, and BIM PP supplement. Combined with the font and margin requirements, it would be 5-6 pages. Will the Government consider excluding the listing of construction projects or allowing the use of a smaller font?

Answer 27: No, the listing of construction projects and font size requirements remain the same.

Question 28: Page 67 paragraph (b)(a). Regarding the Teaming Partners Project Listing, if the

Teaming Partner is a Design Firm, please confirm that the “entire listing of construction projects either completed or started within the last 3 years” is NOT required.

Answer 28: The entire listing of construction projects either completed or started within the last

3 years IS required.

Question 29: Page 67 paragraph (b)(a). Regarding the Teaming Partners Project Listing, Teaming

Partners may include Design Firms that work on hundreds of projects a year. If an entire listing of projects is required, combined with the font and margin requirements, it would be 5-6 pages per teaming partner. Will the Government consider excluding the listing of design projects or allowing the use of a smaller font?

Answer 29: Offerors are required to submit construction projects, not design projects. Use of smaller font will not be allowed.

Question 30: The Proposal Submission Checklist allows 6 pages for Section K (FAR 52.204-8 and

FAR 52.209-7). However, Section K starts on page 46 and ends on page 55, for a total of 10 pages. It also includes clauses such as 52.203-2 and 52.209-12 that require fill-in response.

Please confirm that the page limitation for Section K should be 10 pages.

Answer 30: Refer to response to Question 22.

Question 31: Volume III contains pricing information. Should the proposal volumes be packaged as three individual PDFs and submitted as separate attachments?

Answer 31: Yes, the proposal volumes should be packaged as three individual PDFs and submitted as separate attachments.

Answer 32: Offers are to be submitted only through NASA’s Large File Transfer (LFT).

Question 33: Page 64. “The submission shall be organized as detailed in the Proposal Submission

Checklist. Each section shall be separately identified (Except for the SF 1442 and all amendments).” The Proposal Submission Checklist shows the SF1442 as Item 1 and the

Acknowledgement of Amendments as Item 5. Is it the Government’s intent for the SF1442 and

Acknowledgment of Amendments to be included under the same Tab 1?

Answer 33: No, the complete SF1442 shall be Item 1 and the Acknowledgement of Amendments should be Item 5.

Question 34: Page 64. “The submission shall be organized as detailed in the Proposal Submission

Checklist…. Proposal Volumes shall be consistent with the following structure [emphasis added], labeled accordingly….” The “following structure” provided on Page 65 for Volume III does not match the checklist. On page 65, “Offerors price for all CLINS (page 3-4)” is required followed by “Other Required Documentation (See Proposal Submission Checklist)”. The checklist lists the SF1442 first, followed by Section B, Attachment A, Attachment B, etc. Please confirm the Offerors should following the organization shown on the checklist.

Answer 34: Please follow the checklist in Section L for organization of documents.

Question 35: The SF 1442 requires a bid bond for CLINS 0002 and 0003. Page 71 requires a bid bond for ALL CLINS. CLIN 0001 is for the MACC. Please confirm that the bid bond should be for

CLINS 0002 and 0003.

Answer 35: The bid bond should be for CLINS 0002 and 0003.

Question 36: Tables and other graphics will appear extremely cumbersome with Times New

Roman 12-point font. For readability, professional organizations in the industry typically use 6-point to 9-point for graphics. For example, the IEEE recommends 8-point and ASME recommends no less than 6-point. Will the Government consider allowing tables and other graphics to use a font size that is less than 12-point but no less than 6-point?

Answer 36: No, the font size will remain unchanged.

Question 37: Please confirm that a teaming partner’s past performance project can be used as one of the 6 relevant past performance reference projects and count towards the Prime’s experience provided the proper teaming arrangements are in place.

Answer 37: Yes, a teaming partner’s past performance project can be used as one of the 6 relevant past performance reference projects and count towards the Prime’s experience provided the proper teaming arrangements are in place.

Question 38: Does the government have a specific format for teaming arrangements for this

RFP? Does a copy of the teaming agreement need to be included in the RFP response or will a simple signed letter suffice?

Answer 38: No, but contractors who have Teaming Agreements must provide a signed copy of their Teaming Agreement conveying who the controlling entity will be for this contract.

Question 100: LEED certification can take a long time to complete, often taking 2 or 3 years after construction completion. Solicitation, pages 68-69, several of the questions ask for information that pertains solely to completed and certified LEED projects (e.g., “certification ranking and final outcome received, i.e., LEED scorecard”). Please confirm that Offerors won’t receive a lower evaluation for not providing information which is only available to projects which are complete and have achieved full USGBC LEED certification.

Answer 100: Refer to response to Question 65.

Question 101: Many federal projects, including projects for NASA, are no longer using formal

USGBC LEED Certification. Considering NASA’s recent trends regarding LEED certification, might the Government consider adjusting the requirements for “Part (d) – USGBC LEED Past

Performance” (Solicitation, pages 68-69) to instead evaluate an Offeror’s ability to provide sustainable features in line with the Guiding Principles, LEED, or other third-party certification services?

Answer 101: No, the requirements will remain unchanged.

Question 102: Solicitation page 80 states, “The contracting officer separately will determine whether the total proposed prices are fair and reasonable using the price analysis techniques under FAR 15.404-1(b).” The techniques outlined in this section may not be sufficient to guard against unreasonably low pricing. For example, FAR 15.404-1(b)(2)(i) states that one of the preferred methods is to conduct a “comparison of proposed prices received in response to the solicitation.” For the evaluation method outlined on Solicitation pages 80-82, which places heavy emphasis on having the low price, it is likely that multiple offerors could have unreasonably low pricing. How will the Government guard against unreasonably low pricing to ensure that fair performance/price tradeoffs do occur?

Answer 102: The Government will guard against unreasonably low pricing by using the price analysis techniques under FAR 15.404-1(b) to determine whether the prices are both fair and reasonable.

Question 103: It is our understanding that the requirements for Parts (a) through (f) in Volume II should be submitted in separate tabs within Volume II. Please confirm: a. That our understanding regarding the use of tabs is correct; and b. That tabs which are provided solely for ease of organization will not be counted against the 50-page limit for Volume II, Parts (a) through (e).

Answer 103: Your understanding of the use of tabs is correct. Title pages, tables of contents and cover pages are excluded from the page counts; however, information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section's page limitation.

Question 104: It is unclear if team partner projects submitted under Part (b) should be included within the tab for part (b), or if they should be included alongside the Offeror’s projects in the tab for part (a). Please confirm that projects for team partners should be included in the tab for

Part (b).

Answer 104: The teaming partner projects should be submitted alongside the Offeror's projects in part (a). Part (b) should include only six (6) recent and relevant contracts/task orders for evaluation. Contractors using teaming agreements or joint ventures must decide whose past performance they want to submit.

Question 105: Solicitation page 68, under Part (b), item iii, states, “Are there discreet tasks to be performed by each of the teaming partners in the performance of this contract.” “Discreet” means careful, unobtrusive, or secretive. Could the Government have meant “discrete” (which means distinct or separated)? We ask not to be condescending, but because the interpretation of this requirement is affected by which word is used. For example: Discreet: Are there discreet tasks to be performed? The answer could be, “No, we will not perform secretive or unobtrusive tasks.” Discrete: Are there discrete tasks to be performed? The answer could be, “Yes, Company

A will perform trenching, while Company B will perform shoring.” Please clarify which meaning the Government is intending.

Answer 105: This is a typographical error which should read "discrete" and will be corrected in this amendment.

Question 106: Regarding the Solicitation, Part I, Section B – Supplies or Services and

Prices/Costs, page 4: Each CLIN includes a single line to insert one number for the total cost for each of the two Model Task Order projects. Please confirm that the number for Schedule, Section B – Supplies or Services and Prices/Costs (page 4 of the Solicitation) should include the additive/option bid items from Attachments A and B.

Answer 106: Yes, the number for Schedule, Section B – Supplies or Services and Prices/Costs

(page 4 of the Solicitation) should include the base and all additive/option bid items from

Attachments A and B.

Question 107: Regarding the Solicitation, Proposal Submission Checklist, page 73 of 82: There is a 6-page limit for the Section K Representations and Certifications. Section K as provided in the
