1.0 GOVERNING STANDARD
Safety Standard for Explosives, Propellants and Pyrotechnics, NASA-STD-8719.12, is the document that is used for all NASA installations involved in explosive storage, handling, or processing, and complies with the cardinal principle for explosive safety. It also is the document upon which this Explosive Site Plan, ESP, was developed.
2.0 SCOPE
This ESP defines the process of performing and documenting an analysis of Building F-10, and storage involving energetic material with regard to explosive storage process. Building F-10 is located on the western end of Wallops Flight Facility (WFF) utilized for testing, evaluation, and integration of space flight components, with a restricted area specifically designated and set aside from other portions of the building. The process includes evaluations of blast, fragment, protective construction; grounding, bonding, and lightning protection systems; and electrical installations and local requirements.
This ESP provides information on the facility configuration. All receipts and movements of energetic materials shall comply with the storage requirements and limits of this ESP. Waivers to the requirements of this ESP shall be approved by the Goddard Space Flight Center (GSFC) Explosive Safety Officer (ESO), who is located in the WFF Safety Office, 30 days in advance for special projects. With the exception of Quantity Distances (QD) and explosive storage capacities, associated database inventory information and monthly reporting requirement will consistently change due to material receipts and movement.
3.0 SITE DESCRIPTION
Building F-10 is located on the western side of WFF main base. The facility consists of a multipurpose building used for administrative offices, machine shop, laboratory functions, Testing and Evaluation (T&E), and integration into systems.

4.0 SITE PLANNING
Building F-10 constitutes an explosive site used for storage of explosive articles and pyrotechnics for WFF projects. The facility is used for short-term explosives storage, testing and evaluation, and integration into systems of hazard class 1.4.
4.1 Methodology
Decisions regarding the siting of Building F-10 were made in the early 2014. The applicable documents that were utilized are listed in the Reference Documentation section of this document.
4.2 Assumptions
4.2.1 Net Explosive Weight
The maximum Net Explosive Weight (NEW) cumulative allowed in Building F-10 is 100 lbs. of hazard class 1.4. No external hazard area applies to this building.
Storage and use of explosive articles and systems is limited to the following rooms: N119 (Vacuum Lab Area and Storage), N121 (Spin/Deployment Area), W-100, N101, & N103 (Integration Areas), and N125 (T&E High Bay Area).
4.2.2 Facility Boundaries
The facility boundaries are identified in Figure 2, Building F-10 Site Location Map.
4.2.3 Public Transportation Routes
Public Transportation Route (PTR) distances do not apply to Building F-10.
4.2.4 Electrical
Building F-10 is fed by three separate service transformers: 12,470V is stepped down to 480/277V by a 1500KVA transformer. 12,470V is stepped down to 208/120V by a 500KVA dry transformer. 12,470V is stepped down to 480/277V by a 500KVA dry transformer.

5.0 EXPLOSIVE SITING DISTANCES
Limited amounts of hazard class 1.4 materials are stored in an approved magazine, located in room N-119 (Figure 3: Building F-10 Layout), grounded to facility grounding points. All items within the approved magazine shall be in approved storage/shipping containers.

6.0 SITING REQUIREMENTS
The QD are the acceptable minimum separation distances for storing and handling explosives. Siting was based on Hazard Division 1.4 Quantity-Distance; Table XXIV of the NASA-STD-8719.12, Safety Standard for Explosives, Propellants, and Pyrotechnics.
7.0 GLASS BREAKAGE ASSESSMENT
Assessment of glass breakage is not applicable to Building F-10.
8.0 ELECTROMAGNETIC RADIATION RESTRICTIONS and RF CONTROLS
Currently there are no EMR or RF controls applicable to Building F-10.
9.0 ENGINEERING CONTROLS
There are no engineering controls applicable to building F-10.
10.0 ADDITIONAL CONSIDERATIONS
All personnel within the hazard area shall complete NASA Wallops Flight Facility approved F-10 safety orientation.
Procedures and processes developed and certified shall include minimizing risk for all personnel within the hazard area.
Secondary Hazards exist within the applicable rooms, including electrical static discharge. Boundary tape, with appropriate signage, shows requirements and limitations.
11.0 SUMMARY OF CONSTRAINTS
Currently, there are no waivers or constraints applicable to Building F-10.
12.0 FENCING AND PLACARD RESTRICTED AREAS
Access to the storage locker is limited to those personnel essential for operations.
Visitors are denied access to the greatest extent possible. If visitor access is required they shall be escorted. Safety brief by qualified ordnance personnel are provided to transients. Explosive operations are suspended when transients are present, unless the transients are authorized for the operation. The building is placarded indicating these restrictions including explosive limits.

The explosive storage locker has two locks. Access to the locker is provided by authorized F-10 ordnance handlers. Access list is posted on the exterior of the locker.
13.0 LIGHTNING PROTECTION
Building F-10 is an aboveground facility; lightning protection is required in the vicinity of the building. Certified ordnance grounds are provided throughout the building as shown in Figure 4: Building F-10 Ordnance Ground Safety Points.
14.0 PERSONNEL LIMITS
Personnel limits do not apply to this multi-use structure, limited to hazard class 1.4.
