Attachment D Technical Criteria - Amended 9.14.26 Summary

This is a technical proposal evaluation framework document for concession operations at Jordanelle State Park, issued by the State of Utah Division of State Parks. The RFP seeks a single concessionaire to provide comprehensive marina and recreation facility operations including vessel rentals, fuel services, dry storage, public launching, and retail operations. Offerors must have attended a mandatory site visit at Jordanelle State Park and verified their attendance on the official state sign-in sheet to have their proposals considered. The contract is structured for an initial 10-year term with two optional 10-year renewal periods, during which vendors must guarantee their proposed concession fee percentage.

Responsive proposals must achieve a minimum technical score of 595 points (70%) out of 850 total possible points and satisfy six mandatory minimum requirements including five years of experience in high-volume marina operations, demonstration of financial viability and bonding capacity ($20,000 performance bond), capability to obtain required insurance coverage, clean operational history free of public contract defaults or terminations within the past ten years, and acknowledgment of state contract terms and conditions. The technical evaluation comprises four scored categories: Required Concession Services Plan (250 points), Business Development Plan (250 points), Company Qualifications (175 points), and Financial Plan (175 points). All concession fee proposals must be submitted separately via Attachment E as a sealed document in compliance with Utah Code 63G-6a-707, with fees excluded from the technical proposal submission.
