About this file

This is an Addendum to a Request for Proposals issued by the State of Utah Division of State Parks for concession operations at Jordanelle State Park. The RFP (AS27-12) seeks a single concessionaire to provide comprehensive services at the facility, including general concession operations and indoor dry storage services. The contract term is 10 years with two optional 10-year renewal periods, and the successful vendor must guarantee its concession fee percentage for the entire contract duration.

The addendum discloses historical financial performance data for the period 2021-2025, showing consolidated gross receipts of approximately $13.3 million across five years, with annual revenues ranging from $2.08 million in 2022 to $3.6 million in 2025. The state notes that prior concession agreements reported revenues as aggregate monthly receipts without itemization by operational line (fuel, store, watercraft rentals, repair shop), and that the consolidated operations structure under AS27-12 establishes a single concession royalty fee structure with a minimum requirement of 12.0%. The state explicitly disclaims that historical revenue records constitute a guarantee of future operational income or sales volume and advises prospective bidders to conduct independent financial analysis.

REQUEST FOR PROPOSALS - SUMMER 2026

RFP Addendum #1 — Historical Concession Revenue & Payment Records (2021–2025)

1. Purpose of Addendum This Addendum #1 discloses historical gross revenue receipts and payment records in the possession of the Division of State Parks for Jordanelle State Park concession and indoor dry storage operations, answering pre-proposal inquiries regarding historical financial performance.

2. Scope & Revenue Structure Disclosure

· Itemized Breakdown Notice: Under prior concession agreements, gross revenues were reported to the Division as aggregate monthly receipts and were not categorized by individual operational lines (e.g., fuel, store, watercraft rentals, repair shop). The Division does not maintain itemized accounting breakdowns for private vendor operations.
