About this file

This document contains an amendment to a solicitation for replacing the heating plant at Pine Ridge Hospital in Pine Ridge, South Dakota. The contractor shall furnish all labor, equipment, materials, and transportation necessary to perform Project 129162 to replace the existing heat plant, in accordance with the attached scope of work, technical provisions, and drawings. Key requirements include replacing the existing expansion tank with a new 515 gallon expansion tank, providing dual arm pumps or a 100% redundant pump assembly that fits in the existing space and meets maintenance requirements, and installing pump motors with shaft grounding rings. Questions from vendors are answered regarding pump specifications, motor speed and sensorless technology options, strainer requirements, and clarification that the expansion tank replaces rather than supplements the existing system. The response due date is extended to August 12, 2022.

Solicitation 75H70122R00036 Amendment 08 Project: Replace Heat Plant– Pine Ridge, SD

QUESTIONS AND RESPONSES

1. MUST THE PUMPS HAVE CERTIFIED FLOW TESTS?

RESPONSE: THIS WILL NOT BE REQUIRED.

2. DO THE PUMPS NEED TO HAVE SHAFT GROUNDING RINGS?

RESPONSE: YES. THE PUMP MOTORS MUST HAVE SHAFT GROUNDING RINGS WHETHER IN THE

SPEC. OR NOT.

3. DOES SPEC. SECTION 23 21 23, 2.1, D. APPLY TO THE SECONDARY PUMPS SINCE THEY ARE SPLIT‐

COUPLED?

RESPONSE: SPEC SECTION 23 21 23, 2.1, D DOES NOT APPLY TO SPLIT COUPLED PUMPS.

4. ARE DUAL ARM PUMPS THE ONLY ACCEPTABLE OPTION? WOULD A PUMP ASSEBLY BE

ACCEPTABLE?

RESPONSE: THE SECONDARY PUMPING SYSTEM SHALL BE 100% REDUNDANT OR N+1

REDUNDANCY. A PUMP ASSEMBLY THAT IS 100% REDUNDANT OR WITH N+1 REDUNDANCY

THAT MEETS THE PLANS AND SPECIFICATIONS WOULD BE ACCEPTABLE. HOWEVER, IT MUST FIT

IN THE EXISTING SPACE AND MEET ALL CODE CLEARANCE AND MAINTENANCE REQUIREMENTS.

THE CONTRACTOR IS RESPONSIBLE FOR ADDRESSING ANY DESIGN CHANGES OR PARAMETERS

SO THAT ALL EQUIPMENT AND SYSTEMS MEET THE ORIGINAL DESIGN AND FUNCTIONAL

INTENT.

5. ARE 1800 RPM MOTORS ACCEPTABLE?

RESPONSE: 1800 RPM SPEED PUMPS ARE NOT ACCEPTABLE. THE DESIGN RPM IS 3447 RPM.

6. ARE THE PUMPS BEING PROVIDED BY THE PUMP MANUFACTURE OR THE BUILDING CONTROLS

CONTRACTOR?

RESPONSE: THE GENERAL CONTRACTOR SHALL DETERMINE WHO PROVIDES AND INSTALLS

WHAT EQUIPMENT. THE PREFERRED APPROACH IS THAT THE VFD IS MOUNTED ON THE PUMP

AS SPECIFIED.

IT IS RECOMMENDED THAT THE VFDS COME FACTORY INSTALLED DUE TO THE LIMITED ROOM

AVAILABLE IN THE EXISTING HEATING PLANT SPACE. CONTRACTOR WILL BE REQUIRED TO

PROVE AND MAINTAIN ADEQUATE INSTALLATION, CLEARANCE, AND MAITENANCE SPACE

ACCORDING TO THE LATEST NEC REQUIREMENTS FOR ANY REMOTELY MOUNTED VFD OPTION.

7. WILL THE PUMPS BE SUPPLIED BY THE CONTROLS CONTRACTOR? IF SO, HOW WILL THEY HAVE

SENSORLESS TECHNOLOGY?

RESPONSE: THE GENERAL CONTRACTOR SHALL DETERMINE WHO PROVIDES AND INSTALLS

WHAT EQUIPMENT.

SENSORLESS TECHNOLOGY IS NOT RECOMMENDED FOR THE SECONDARY PUMP INSTALLATION.

THE EXISTING LOOP PUMP PRESSURE SENSORS ARE INSTALLED AND RECOMMENDED BE USED.

ANY NEW SENSORLESS TECHNOLOGY MUST BE ADEQUATELY PROGRAMMED AND SET UP AT

EACH NEW VFD AND THE GOVERNMENT WILL HOLD THE CONTRACTOR RESPONSIBLE FOR

CONDUCTING THIS STARTUP AND SETUP OPTION SO THAT THE SYSTEM WORKS 100% WITHOUT

HUNTING OR PRESSURE/FLOW PROBLEMS AFTER FINAL COMPLETION. AGAIN, ALTHOUGH

Solicitation 75H70122R00036 Amendment 08 Project: Replace Heat Plant– Pine Ridge, SD

POSSIBLE, THIS OPTION IS NOT RECOMMENDED BECAUSE OF THE CRITICALITY OF THE

PROGRAMMING AND STARTUP PROCEDURES REQUIRED FOR SENSORLESS TECHNOLOGY TO

WORK PROPERLY.

8. IS AN INTEGRAL STRAINER REQUIRED? THE SPEC CALLS FOR A MODEL THAT DOESN’T HAVE A

STRAINER.

RESPONSE: AN ADEQUATE PUMP STRAINER THAT PROTECTS THE PUMPS WILL BE REQUIRED.

EITHER INTEGRAL OR SEPARATE UP STREAM OF THE PUMP(S) IS ACCEPTABLE. EITHER OPTION

WILL REQUIRE A STARTUP STRAINER DURING CONSTRUCTION SO THE NEW PUMPS ARE

PROTECTED. THE STARTUP STRAINER SHALL BE REMOVED AND REPLACED WITH A NORMAL

OPERATIONAL STRAINER AFTER CONSTRUCTION IS 100% COMPLETED.

9. IS THE 515 GALLON EXPANSION TANK A BUFFER TANK OR AN EXPANSION TANK?

RESPONSE: THE DESIGN INTENT AND CONSTRUCTION REQUIREMENT IS TO REPLACE THE

EXISTING EXPANSION TANK WITH A NEW EXPANSION TANK AS SCHEDULED AND SPECIFIED

ACCORDING TO THE CONTRACT DOCUMENTS. A BUFFER TANK IS NOT REQUIRED DUE TO THE

SIZE OF THE EXISTING HEATING WATER SYSTEM AND WILL NOT BE ALLOWED FOR THIS PROJECT.
