QUESTIONS AND RESPONSES

Q1. Can you provide a FAR clause, number, or statement that the bidding contractors can view or lookup in reference to the Buy American Act or requirements for this?

A1. See Section I, FAR 52.225‐9 BUY AMERICAN ‐ CONSTRUCTION MATERIALS (NOV 2021).

Q2. Is there a roofing contractor that would carry or be responsible for the roof warranty for the hospital?

A2. There is no roof warranty above where we are conducting this work.

Q3. Can the maximum small business revenue limit increase to $39.5M?

A3. The NAICS for this procurement is 238220 Plumbing, Heating, and Air‐Conditioning Contractors. Per the Small

Business Administration (SBA), the size limit for this NAICS is set at $16.5M. IHS is unable to change the size limit set by the SBA.

Q4. The drawings and specifications are a little vague or don’t necessarily call out to drain and refill the system with 30% propylene glycol. Please clarify.

A4. Page 7 of the RFP and Attachment J02: Appendix A clearly defines what is required for this part of the project.

The intent and requirement is that the existing heating water system will be completed drained down as a part of the project and the system shall be refilled with a 30% propylene glycol / 70% clean water mix with proper inhibitors and water treatment according to the specification 232113 and 232500 which is part of the final required specifications for the project. Close coordination and scheduling with the hospital leadership staff will be required for this part of the project and the contractor shall plan to work at night and/or on weekends to carry out this part of the project.

Q5. After further site investigation for routing of the 3rd boiler combustion gas flue, it was determined that there was not room in the existing flue gas chase to add a 3rd boiler flue as depicted in the final design drawings. Please clarify.

A5. It was determined that the best solution to this problem may be to route the 3rd boiler 12‐inch combustion gas flue to the existing 12‐inch flue that connected the existing domestic water heaters. It is recommended that the bidding contractors plan to not demolish the existing 12‐inch combustion gas flue that is connected to the domestic water heaters and re‐route and connect it to the newly planned 3rd boiler inside the boiler room.

Q6. Will an alternative boiler manufacturer be accepted?

A6. A specific boiler manufacturer was not specified in the solicitation. Any manufacturer that meets the design requirements and specifications may be accepted. At minimum, the proposed manufacturer and make/model of the boiler should be indicated in Factor 3: Technical Approach, Schedule, and Organization of the offeror’s

Technical Proposal. A boiler that does not meet the requirements of the specifications will not be accepted and the offeror’s technical proposal will be considered ‘Unacceptable’. Offerors shall indicate estimated manufacture and delivery lead time for proposed boiler. Final approval of boiler manufacturer will be provided after award through the material submittal process.
