Amendment A00003 – SF 30, Block 14 (Cont’d)

1. The following questions received in response to this solicitation have been answered:

NO. QUESTION ANSWER

12 Washington L&I considers any piping work connected to a pressured piping system to be classified as Pipefitter; therefore, the gravity drainfield is connected to a pressure piping system foC15:D22r supply and requires a pipefitter for the drainfield work.

Please let us know if this federal project on tribal lands would have a different determination than of

WA L&I.

This project does not include a gravity drainfield.

Further, the project’s process piping would not fall under a pipefitting classification. The U.S. Department of Labor Wage Determination, Attachment J07 applies to any resulting contract award.

13 The only apparent location CSTC is shown on the plans is below the Control Building which requires approximately 5 tons of CSTC. How was the estimated bid qty of 100 ton developed?

There are several areas within specifications that include Crushed Stone Top Course (CSTC). For example, specification 31 05 15 3.01, CSTC is to be spread to provide an access road to the controls enclosure (approx. 42 tons). Also Per 31 23 15 a minimum of 6-inches of structural fill is to be placed underneath foundations, footings, tanks, and slabs.

14 Is there a clause for variation in estimated quantities in the contract?

Section I is revised to include FAR 52.211-18 Variation in Estimated Quantity. Note, B.4. states "The quantities are provided in the price schedule are estimates for evaluation purposes only. The Government is not obligated to order the estimated amounts specified in the schedule. The estimates provided do not establish any minimum purchase limit for which the Government is obligated”. Further, Attachment J02 General

Requirements, states at Section 01 22 00, paragraph

1.02B. "The contractor shall be paid for actual quantities installed based on the quantities measured in the field. The actual amounts of work completed and materials furnished may differ from estimated quantities. The contractor shall make no claim for damages, anticipated profits, or otherwise, on account of differences between the estimated amounts and the actual amount of work performed and materials furnished."

15 Sheet CU-06 Note B, this grading work associated with the native material for windrows and drainfield subgrade prep is substantial. What bid item should this work be incorporated into as site grading (Item 8) appears to be grading for surface drainage only?

Include grading for the drip field in CLIN 0008. See modified Specification Section 01 22 00 – 2.02 –

Paragraph 8 (below). A conformed copy of the specification will be provided up on award.

16 Please confirm a specialty plumber’s license per

40 23 10-1.04.A is not required for general contractors licensed in the state of WA.

Per line 39 of the table labeled "MATERIAL

SUBMITTAL REVIEW FORM - CONSTRUCTION"

in Section J, Attachment J02, a Plumber's License is a required submittal.

17 Due to the tank lead time of up to 4 months with the caveat that this is contingent on COVID-19 restrictions, are there any inclement weather clauses in the contract should the work be performed in winter?

FAR Clause 52.249-10 Default (Fixed-Price

Construction) is included and accounts for delays caused by unusually severe weather. If found necessary, IHS may extend the Period of Performance.

75H70120R00026-A00003 Page 3 of 4

18 Items 13 and 15 both include excavation, but it appears the structural and rock excavation CLINs quantities include the excavation for these structures. Please clarify the excavation costs and associated CLINs.

Excavation costs for the equalization tank and filtration unit should be included in CLINs 6 and 7. They were referenced in error under CLINs 13 and 15 in Section

01 22 00 Unit Prices. See modified Specification

Section 01 22 00 – 2.02 – Paragraphs 13 and 15

(below). A conformed copy of the specification will be provided up on award.

19 I am unable to reach the Yakama Nation TERO

Office. How can I find out the TERO requirements for this project?

The Yakama Nation TERO office is closed due to being deemed non-essential during this time. They have provided an alternate contact for bidders. Please reach out to George_lee@yakama.com and he can provide the TERO requirements.

20 Can another site visit be held for those who were unable to attend the original site visit date?

No, another site visit will not be scheduled. Please send any and all questions regarding the site to toby.hayden@ihs.gov.

21 We have been advised by one of the principle product suppliers for the project that there will be long lead time requirements, impacting the commencement of work on the project. Please be advised that as described in Paragraph B.8 of

Section B, the Notice to Proceed for the project will likely require adjustment pending the delivery of the needed componentry.

Once award is made, the IHS will communicate with the awardee regarding submittals and lead times prior to issuance of the Notice to Proceed (NTP) which initiates the 120 day period of performance. If there are issues with lead times due to delays and closures during the pandemic, that will be taken into account and an extension will be considered.
