EPACT also requires advanced metering of utilities with meters that automatically transmit daily usage to a centralized data base. Outside design condition shall be based on ASHRAE’s 1% DB and corresponding WB temperature for cooling and 99% DB temperature for heating, or documented local historic condition, whichever is more stringent.
DHS and Components (like the Coast Guard) are required to include ENERGY STAR or FEMP labeled/approved products. When labeled/approved products are not available, the Representative in writing, who will need to obtain approval from DHS that said products meet the exemptions at FAR 23.204.

Answer: See enclosed utility rates.
2. Section 1800-1.12.13 states the telecom rooms shall be conditioned to 70-75 degrees F, and maintain 30-50% relative humidity. The minimum 30% humidity would indicate that humidification is required. Please verify if humidification is required for the telecom rooms.
Answer: See Amendment No. 0007, Question 1.
3. Section 1.12.1.8 indicates that Boat Maintenance Bay shall be heated to maintain 65F. Section
1.12.1.7 Provide ventilation for the Boat Bay in accordance with ASHRAE 62.1 and IMC.
Please indicated if there is a temperature differential similar to mechanical and electrical rooms that the room is allow to be at in relation to the outdoor dry bulb temperature.
Answer: There is no temperature differential requirement for the Boat Bay. RFP Sections 01800-1.12.1.7 and 01800-1.12.1.8 remain unchanged.
4. 1.12.1.10 indicates Welding and battery charging systems shall be interlocked with the exhaust systems such that the equipment cannot be energized until air flow is proven.
Please indicate if there will be any battery storage in the building and if any exhaust will be required for the storage area. Please indicate the type of batteries utilized.
Answer: The requirement for battery charging stations does not exist at Station Vallejo.
See amended Specification Section 01800, Paragraph 1.12.1.10 above.
5. Section 1.12.1.3 states that the telecom room requires a dedicated system to handle the internal equipment loads If the room internal equipment loads do no warrant a dedicated system then the telecommunication room shall be conditioned by positive air flow from an air-conditioned space at a minimum of 10 air changes per hour. Please indicate loads.
Answer: Refer to section 01800-1.16.8 for estimated telecom equipment loads.

The site plans provided indicate that the west fence is less than 20’ from the building. This would not be adequate room for a condensing unit, chiller, cooling tower, or packaged unit with required clearances. Please verify where equipment can be placed with adequate clearances.
Answer: The Coast Guard has provided the mechanical requirements and a preliminary site layout. It is the responsibility of the Design/Build contractor to determine mechanical systems, types of equipment, etc. and suggest a suitable location within the available site area. The Coast Guard will work with the Designer of Record during the design stage to explore alternatives for equipment locations when systems are selected and site areas are further defined.

The rooms are a distance away from the other climate controlled areas, and would require a separate system. If conditioning is required, can rooms be located close to main building to minimize separate mechanical systems.
Answer: The Boatswain Workstation, Flam Storage, and Boatswain Storage cannot be relocated to the opposite side of the Boat Bay and do require conditioning. The Design/Build Contractor is responsible for providing a mechanical solution that meets RFP requirements.
9. Section 1.1.3 states several codes and standards the construction should comply with including California Title 24. Title 24 has conflicts with several of the requirement listed such. Please indicate which code or standard takes precedent. Please confirm if the building is to meet Title 24 standards.

Answer: The following roofing is acceptable in addition to galvanized steel roofing:
"Aluminum-zinc alloy-coated steel sheet complying with ASTM A 792/A 792M, Class AZ50 (Class AZM150) coating designation; structural quality. Prepainted by the coil-coating process to comply with ASTM A 755/A 755M. Thickness must be 22 gauge (.034 inch) or thicker." See amended Specification Section 01800, Paragraph 1.7.2.2.1 above.
12. Is enhanced commissioning required for this project?
Answer: As listed in RFP Section 1800-1.3.2.5, enhanced commissioning is highly desirable but not required.
13. On sheets A-1 & A-2, construction note #9 referring to a recessed metal grid floor cannot be located on either sheet identifying the location of this flooring. Please confirm if this is to be an access flooring system and provide specifications.
Answer: See RFP Section 1800-1.7.3.4.1(f) for walk-off grating (metal grid floor) requirements. This provides the sizes and locations that note #9 on sheets A1 and A2 reference.

All windows, with the exception of clerestories and round windows, must be operable. See amended Specification Section 01800, Paragraph 1.7.4.4.2 above.
19. 1.11.9.1 indicates to accommodate the number of drops required but does not state how many compressed air reels or drops will be required in the building. Please verify the quantity of compressed air reels required.
Answer: See drawing A4, which shows air reel drops in 125 Boat Bay (2x) and 127 Boatswain Storage.
20. The geotechnical report recommends drilled piers & caps due to the young bay mud in the soils. Can driven pilings be substituted in lieu of the recommended piers?
Answer: The Geotech report in Appendix D is for reference only, largely to provide preliminary information for bidding purposes. Section 1800-1.5 requires the successful contractor to conduct their own geotechnical investigation (See Section 1800, paragraph 1.5.1) and determine the appropriate foundation type based upon their findings (See Section 1800, paragraph 1.5.2)

On plan page A-2 there is one sidelite in the training room on the second floor. Will demountable frames be used in the interior? What is the height of the sidelite? Is there any areas needing fire-treated glass?
Answer: Sidelites shall be full height of the door they are adjacent to. Demountable frames are not a requirement for this project. Determination of fire treated glass is the responsibility of the Design/Build Contractor and shall comply with section 1800 1.10 and applicable codes and criteria.
23. Does the Government have any reason to believe California Environmental Quality Act (CEQA) review is to not be required for this project?
