Volume #1 – Phase I Proposal requirements state “Phase I Proposals are limited to no more than 18 pages.” Please confirm the one page of photographs does not count against the two-page limit per EIF, AS WELL AS does not count against the 18 page volume limitation.

RESPONSE: The one page of photographs does not count against the two-page limit per EIF or against the 18 page volume limitation. See L.5 (ii) which states “Past Performance Questionnaires/CCASS/CPARS forms, photogaphs, and JV Agreement are excluded from the page limitation.

4. Section and Paragraph reference: M.3 Evaluation Process for Phase I Proposals, Technical Evaluation Factor 1 – Corporate Experience: Construction Team; M.3 Evaluation Process for Phase I Proposals, Technical Evaluation Factor 2 – Corporate Experience: Design Team; and Attachment J.2 – Experience Information Form. This section lists out 16 submission items that are to be addressed for each experience example. The instruction state “Offerors may provide additional descriptive information beyond what is required in the above list so long as the information does not exceed the 2 page limit per project.” Attachment J.2 – Experience Information Form provided within the RFP has additional information beyond the 16 items listed in Section M.3. These items within Form J.2 but not included in Section M.3 list include:

Describe any problems encountered with this project and corrective action taken.

List the design disciplines required for the project. List the firm performing the design as well as a brief description of the major design components.

List the construction trades involved in the project as well as the firm that provided that trade.

A description of the designer’s involvement during the construction phase of the job.”

5. Section and Paragraph reference: Attachment J.2 – Experience Information Form Is Form J.2 provided for reference and example only? Or shall experience for Factors 1 and 2 be submitted on this exact form?

The Offeror’s Name Project Title Contract Number Contract Completion Date Contract Amount Contract Duration Description of the Project’s Scope and Magnitude– Including permitting, sustainable design concepts Project Location Customer Information to include:

6. Will table of contents and proposal cover page be excluded from the 18 page proposal limitation?

Response: Yes, one (1) cover page, and one (1) table of contents page will be excluded from the 18 page proposal limitation.

7. Attachment J.3 – Past Performance Questionnaire states “This PPQ must be completed by the person most familiar with the contractor’s performance on a present or previously completed contract and then submitted directly to the U.S. Coast Guard by the person completing the PPQ.” Since offerors may submit similar PPQs and CPARS, should all past performance records submitted be submitted with the proposal in Factor 4, rather than directly to the Coast Guard?

Response: The offeror’s client who is filling out the Past Performance Questionnaire will submit the PPQ to the Coast Guard Contract Specialist on or before May 30, 2019. See Attachment J.3 – Past Performance Questionnaire (PPQ), paragraph I. Instructions.

8. Factor 4 – Past Performance Factor instructions states “If there is not a completed CPARS evaluation, a client completed Past Performance questionnaire in the prescribed format in Appendix J or substantially similar needs to be submitted”. Please confirm all PPQs and CPARS shall be submitted with the proposal rather than directly to the U.S. Coast Guard.

Response: The offeror’s client who is filling out the Past Performance Questionnaire will submit the PPQ to the Coast Guard Contract Specialist on or before May 30, 2019. See Attachment J.3 – Past Performance Questionnaire (PPQ), paragraph I. Instructions.

As the CPARS are system generated, these forms may be submitted with the proposal.

9. Please confirm the JVA (Joint Venture Agreement) and JV paperwork are excluded from the proposal 18 page limitation.

Response: See L.5 (ii) which states “Past Performance Questionnaires/CCASS/CPARS forms, photogaphs, and JV Agreement are excluded from the page limitation.
