The project encompasses milling and overlaying of pavement, reconstruction of ADA-compliant curbs and sidewalks, and drainage improvements across multiple roadway sections within the township. Sealed bids were accepted electronically through PennBid until 10:00 AM on April 29, 2026, with results posted thereafter. The contract includes a detailed schedule of work with 49 line items spanning base bid and nine alternate bids covering milling operations (ranging from 325 to 72,310 square yards depending on the alternative selected), bituminous wearing and base courses, inlet repairs of four types, ADA ramp improvements, trail construction, and pavement markings. The successful contractor must complete all work within 60 calendar days of the Notice to Proceed (with liquidated damages of $1,000 per calendar day assessed for delays beyond 90 days unless extended by the owner due to state-mandated construction limitations). A preconstruction meeting with the township is required prior to commencing work. Site visits are mandatory for all bidders to familiarize themselves with existing conditions and site constraints.
Bid security in the amount of 10 percent of the total bid is required, submitted as either a certified check or bid bond payable to Lower Makefield Township. The successful bidder must furnish performance bonds (100 percent of contract value), labor and materials bonds (100 percent of contract value), and a maintenance bond equal to 25 percent of the contract price up to $200,000, plus 10 percent above $200,000, all continuing for specified periods post-completion. The contractor must be PennDOT prequalified as a Prime Contractor and comply with Pennsylvania Department of Labor and Industry Prevailing Wage Determinations, with wage rates detailed for both building and heavy/highway classifications. Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability ($1,000,000 per occurrence), automobile liability ($1,000,000), and an umbrella policy of $5,000,000. The township and Pennoni Associates must be named as additional insureds. Payment terms include 10 percent retainage on contracts $50,000 or less (and 10 percent until 50 percent completion, then 5 percent on contracts exceeding $50,000), with final payment made within 30 days of substantial completion. The contractor is responsible for all utility location coordination under Pennsylvania Act 287, traffic control in accordance with PennDOT Publication 213, protection of existing utilities and property, and restoration of all disturbed areas. Work hours are restricted to 7:00 AM to 7:00 PM, Monday through Saturday, with no work permitted on Sundays or holidays unless written township permission is obtained.
