Questions Answers

1 In the project special provisions, Section 401 requires the asphalt a minimum of one percent Type 3 (lime) in the asphalt concrete mixture. Lime treatment is not required by our local state DOT in the proximity of the project. Can the requirement for antistrip additive type be opened to allow all types of antistrip additive types as designated according Subsection 702.05 with the dosage rate to be determined such that the minimum Tensile Strength

Ratio of 0.8 is met?

No, we will not change the spec as written.

2 The bid schedule of the project special provisions requires the development of the asphalt concrete for the pavement by gyratory mix design method; however, the modifications to Section 401 in the project special provisions requires the Hveem stabilometer to be verified with a Hveem stabilometer value on page E-41. Can the Hveem requirement in the modifications of Section 401 within the special provisions be removed since Hveem stabilometer is not used in the development of an asphalt concrete mixture by gyratory mix design?

No, we will not change the spec as written.

3 When a current state DOT JMF is submitted which has been developed with different aggregate and volumetric criteria for acceptance than that of the project special provisions, is the state

DOT asphalt mixture tested according to the requirements of the state DOT or that of the project special provisions?

JMF will be evaluated per Subsection 401.03(e). Material submitted in accordance with SCR 401.03(e)(7), will be used to determine the AASHTO

T 308 correction factor for the Government’s furnace. Asphalt will be accepted per Subsection 401.17

1 I have a question regarding “A750 62510-2000 SEEDING

HYDRAULIC METHOD”. Section 713.04 has provided 2 different seed mixes for this project. Can the department please provide quantities for the Wetlands Mitigation seeding? Thanks!

The wetland seed mix quantity is 0.03 acres and will be applied to locations at the direction of the CO and in accordance with the 404/401 permits.

2 Is construction water available from the streams onsite or South

Lake?

The contractor is responsible for procuring water for the project.

3 In the project special provisions, pay item 15401-0000 Contractor testing bidders must provide a price for contractor testing using a contractor-furnished field laboratory. Can the laboratory be located in Bishop, CA approximately 20 miles from the project? If not, where will the permanent location for the laboratory facility need to be located?

The requirements for contractor sampling and testing are found in Section

154. Subsection 154.04B does not require a mobile laboratory, but does allow for the use of a mobile laboratory. It also does not specify a location for the laboratory. The laboratory equipment, calibration and standardization requirements are located in this Subsection. The time frame within which test results must be reported are included in the

Sampling, Testing, and Acceptance Requirements tables located at the end of each Contract Section. The proposed laboratory is required to meet all contract requirements.

1 The soils report shows bed rock, which will require blasting. Per state regulations drill holes for blasting cannot be loaded without traffic being a minimum of 50 feet away. Can the road be closed for these operations and for how long can the road closure be in effect?

Table 7 of the geotechnical report summarizes the slope type at each of the proposed cut slopes. The slope type consists of boulders and cobbles.

Boulders can reasonably be expected, as indicated in the geotechnical report (Refer to section 4.5 among other sections), however, we do not anticipate encountering intact bedrock. If the contractor elects to remove boulders with blasting, a request for blasting and road closures, along with a blasting plan (according to section 205 of the FP-14) would need to be submitted for consideration.
