REQUESTS FOR INFORMATION

February 5, 2024

1. It is my understanding that the specified York unit is obsolete. Please update the unit selection model no. Is an economizer required for this installation.

o Contractor to provide an alterna�ve unit that meets or exceeds the minimum requirements as listed in the SOW. Approval of the alternate equipment will be handled during the project submital process. An economizer is not required for this installa�on.

2. What is the existing electrical at the site, ie panel size and location feeding the AC units, the wire and conduit routing. Please provide photos.

o Please see added photos on SAM.gov for this project.

3. Please provide more information on the changing of the control system and what is to be included. Are the items mentioned, damper, UHs etc to be connected? Are new dampers and hoods a part of this project.

o Please refer to the manual on the new OAS controller which should be available on SAM.gov. Damper, UHs not to be connected to new controller. Exis�ng dampers will not be connected to new units.

4. How many of each type of lite fixture is to be replaced.

o Please refer to the atached reflected ceiling plan. Please keep in mind that this drawing is for reference only. Any addi�onal light fixtures that are not shown on the drawing are to be replaced by the contractor.

5. What is the sq footage of ceiling to be replaced, type of ceiling tiles? Photos of the ceiling would be helpful.

o See reflected ceiling plan drawing. Lay-in ceiling �les.

6. Please provide photos of the scope of work, this will mitigate upside pricing of the proposal.

o Please refer to the photos on SAM.gov for this project.

7. Is the extent of the ductwork being replaced just limited to the exterior ductwork from the RTU’s to properly adapt to the existing ductwork?

o Yes, the ductwork being replaced is the transi�on from new units to exis�ng exterior ductwork.

8. Are we insulating & installing the Venture Clad sheeting to all exterior ductwork?

o Yes, any new exterior ductwork needs to be fully sheathed in the insula�on due to weather condi�ons at the facility. Venture Clad shee�ng needs to be applied to all of the exterior ductwork at all of the seams for the aluminum jacke�ng.

9. In regards to the Temporary Cooling/Heating, are the (2) existing units redundant? If so, could we just replace (1) Unit at a time?

o The two units are redundant. However, temporary HVAC is necessary to ensure the facility is opera�onal 24/7. Temporary cooling will be required while cleaning the interior ductwork, so the ductwork cannot be u�lized while cleaning.

10. Just to confirm, do all interior ductwork & registers maintain the same layout?

o Yes. Keep the current layout for interior ductwork. Current Scope of Work does not include replacing any of the interior ductwork – only cleaning.

11. The solicitation states that performance shall begin within 5 days & be completed within 45 calendar days. Right now, RTU lead times are running longer than 45 days unless the factory happens to have stock units at the time of award of contract.

o The government is aware of extended lead �mes for HVAC equipment and will work with the contractor where applicable.

12. The solicitation states that this is a negotiated bid in box 2. Please clarify.

o The Government will issue a firm-fixed priced contract to the contractor that submits the lowest-priced, technically acceptable bid. The Government may exercise the requirement to enter nego�a�ons/discussions on an as needed basis.

13. Is there an SDVOSB set aside on this contract?

o This contract is set-aside for ALL small business en��es.

14. What is the size of the existing ceiling tile to be replaced? Is the grid to be replaced?

o 2-foot by 2-foot lay-in �les. Please see reflected ceiling plan.

o The lay-in ceiling �les should be replaced. Keep the original grid.

15. Are the existing diffusers to be reused or new to be provided?

o Exis�ng diffusers are to be reused.

16. Is any site investigation required for the location of the counterpoise? Please indicate the location.

o There is no site inves�ga�on required. The counterpoise connec�ons are fully exposed.

Please see the atached photos for informa�on on counterpoise connec�on loca�ons.

17. How many fluorescent lites are to be replaced? Is a reflective ceiling plan available?

o Please refer to the atached reflected ceiling plan. Please keep in mind that this drawing is for reference only. Any addi�onal light fixtures that are not shown on the drawing are to be replaced by the contractor.

18. The SOW states the existing duct has internal insulation and the new duct is to be externally insulated, please confirm.

o Externally insulated ductwork in accordance with the SOW.

19. What are the interferences to be expected as stated in the SOW?

o The FAA does not foresee any interferences.

20. The FAA is providing a new GFE Controller. Please provide the installation manual and what is to be included. The REFERENCE drawings show an existing DDC Control System. Who is the manufacturer and control vendor that supports the system, Contact Name and Phone Number would be helpful?

o OAS controller to be provided by the FAA.

o Please see atached document for images regarding exis�ng controller.

21. Are new disconnects to be located in the same place? What is the supporting material for the disconnects? Is galvanized Unistrut acceptable?

o Yes, disconnects are to be located in the same place.

o Galvanized Unistrut is acceptable.

22. Is the concrete pad adequate for the new units? Are they to be modified?

o The concrete pads are in acceptable condi�on and will work for similarly sized units.

o If a contractor selected unit has a larger footprint than the current units resul�ng in a need to modify concrete pads, that shall be addressed during the submital process.

23. What is the specific requirement for the temporary A/C Unit? How and where is it to be installed?

o The temporary unit should be able to (at minimum) match the output of the current units being installed.

o Risk management procedures leading up to construc�on will handle the how/where temporary unit is to be installed.

24. How much of the existing duct is to be reused?

o The FAA only an�cipates the ductwork needing to be replaced between the new unit and exis�ng exterior ductwork.

25. Is water and 120 v power available at the site for construction? Is the contractor to provide portable sanitary unit?

o Water should be provided by the contractor. 120V power is available at loca�on. The contractor is to provide portable sanitary unit.

26. Provide what material the building is constructed of so that we can determine how to patch openings?

o Building is constructed with CMU blocks. Small openings shall be patched with caulking that is rated for weather condi�ons at the site.

27. Provide FAA C 1217H and 019F. Is all the new ductwork to be bonded with jumpers?

o FAA C 1217H and 019F should be listed on SAM.gov.

o Ductwork is to be bonded with jumpers.

28. The York units specified are no longer manufactured. Please provide a current model selection to comply with the new DOE Requirements.

o Contractor to provide an alterna�ve unit that meets or exceeds the minimum requirements as listed in the SOW. Approval of the alternate equipment will be handled during the project submital process.

29. Please provide a photo of the existing units name plate and the ductwork run to the building and ice shield that is to be modified.

o Please refer to the atached document with images to answer this ques�on.

30. What is the height of the required new curb or stand for the new units?

o New units are not required to be on stands.

31. Interior photos would be helpful to determine how to access the attic space for new ductwork so as to not interfere with equipment.

o Replacing interior ductwork is not part of the SOW.

32. Is the road to the facility suitable for an 18-wheel semi for delivering materials/equipment? Is the location suitable for using a crane to remove and install the units, or is a forklift required?

Pictures of the facility access would assist.

o Please see atached document for images concerning accessibility to the units.

Coordinates to loca�on are found in SOW for review by contractor to determine method of unit replacement.

33. Please clarify that Drawing M001 (1) rev. and the SOW rev. is the basis of Proposal and subsequent Contract and the other plans are informational (reference only) per SOW and issued as reference only. There are numerous contradictions between the existing drawings dated in the 1990's and SOW.

o Yes, the SOW and drawing M001 (I) supersedes any other documents. All other drawings/documents/etc. are for reference only.

34. Please provide Make, Model, Serial number, and photo of existing A/C name tag.

o Please refer to the atached document regarding current A/C model.

35. Is the concrete pad suitable sized and in good repair for new unit installation without modification? What is the size of the pads?

o Concrete pad is suitable for replacement HVAC unit and is in good repair. Size of the concrete pad is approximated. It is on the contractor to verify this informa�on on site. Any informa�on given is for reference.

36. Is the ductwork connected to the units and run as shown in the drawing?

o Drawings provided for ductwork are approximate and to be used for reference only.

However, current ductwork should be close to what is shown on the drawings.

37. What is the construction of the building and how is the ductwork, conduit etc which penetrates the building to be sealed?

o The building is constructed with CMU blocks. Ductwork, conduit, etc. that will penetrate the building should be sealed off with caulking that is rated for the weather condi�ons/temperature of the site.

38. Is there available space to install ductwork through the back of the unit if it is not available in a configuration with supply and return on same side of unit? If so, will concrete piers be acceptable for mounting framing for additional ductwork structure?

o The FAA an�cipates that the current configura�on would not support ductwork to the rear of the new units.

39. Please provide a copy of the 19f version and 1217h version applicable to this projects requirements.

o The following ques�ons result from the varying versions of these standards:

A. Is all the grounding/bonding system exposed that is to be connected to, or is it below grade? Is any UG utility investigation needed?

• The counterpoise used for grounding/bonding has exposed connec�ons and is in good repair. The FAA does not an�cipate the need for a UG u�lity inves�ga�on.

B. Please provide bonding jumper detail for ductwork joints? Is every joint in the duct to be provided with a jumper, new and/or reused?

• Please refer to FAA regula�on FAA-STD-019F regarding this topic. Every joint should be equipped with a jumper for grounding.

C. A new set of disconnects is shown in the drawings. Is the existing power source

(breaker), wire and conduit to be reused for new A/C Units? Please provide Electrical As-built drawings or photos of panels, breakers, disconnects, with name plates, etc.

• The contractor shall be responsible for determining whether the exis�ng power source (breaker), wire, and conduit is to be reused for the new A/C units. Please see atached document for pictures regarding this topic.

D. Is stainless steel hardwar, unistrut, anchors and clamps, etc.., to be used for mounting disconnects, conduits, etc for exterior installations?

• Stainless steel or galvanized steel is acceptable for use. Galvanized

Unistrut is also acceptable for this applica�on.

E. Is a SPD for the new units/disconnects required? If so, with strike counter? Nema 4x? In Parallel or Series?

• This is not part of the SOW.

F. Will bonding be reused or required as new to HVAC control panel?

• The HVAC control panel does not require bonding.

40. Is the existing ductwork to be reused, except for modifications to connections at new units?

Please advise either by drawing or % of the ductwork to be reused. Is the contractor responsible for design drawings? Is the ductwork to be resized for the new A/C Installation?

o Yes, the FAA does not foresee a need to replace interior ductwork. The only ductwork that is expected for replacement is ductwork between the new units and the exis�ng exterior ducts.

o The new contractor selected units will determine how much of the exis�ng ductwork needs to be replaced between the new units and the exis�ng exteriors ducts.

o Contractor is not responsible for design drawings.

o Ductwork is not to be resized for new A/C installa�on. If the contractor-selected A/C units have different sized ductwork, it is on the contractor to match A/C ductwork with exis�ng exterior ductwork.

41. Please provide photos of the existing units and ductwork. Please provide photos of existing attic space for accessibility of installing new duct work if required. Are there existing wiring trays, conduits, etc in the attic?

o Please see atached document for photos of exis�ng units and ductwork.

o The FAA does not foresee installa�on of new interior ductwork. Please refer to the SOW for more informa�on.

o There are no wiring trays in the a�c that the FAA an�cipates the contractor will need access to.

42. Please provide size and type of ceiling panels, 2 x 2, 2 x 4, etc.? Is an as-built Reflective ceiling plan available for reference showing Light fixture type and location to be replaced. Is the ceiling covered with batt or blown in insulation? If as-builts are not available, please provide the number of lights? The solicitation specifies to reuse/modify, if possible, the existing ceiling grid.

Does any of the ceiling grid require modification or replacement? If so, please provide photos or describe areas and scope of replacement.

o 2-foot by 2-foot T-Bar lay-in ceiling �les o Yes, please refer to the reflected ceiling plan that should be posted on SAM.gov. Please keep in mind that this drawing is for reference only. Any addi�onal light fixtures not shown on the reflected ceiling plan are the responsibility of the contractor to replace.

o Current insula�on is rolled ba�ng.

o Please refer to the reflected ceiling plan for number of each type of light fixture.

o The FAA does not foresee any of the ceiling grid needing to be replacement or modifica�on.

43. Please provide details and/or photos of Ice Shield for A/C Units.

o Photos of current shield have been added to the SAM.gov pos�ng for this project atached to this email.

44. Please clarify ductwork insulation. SOW indicates exterior insulation; existing drawings indicate insulation has interior acoustical insulation?

o The SOW supersedes all other documents. Exterior insula�on is specified in the SOW due to the ease of replacement/refurbishment.

45. Please clarify the controls for the project. SOW indicates a new GFE Control System to replace existing DDC? There is not an attachment for the OAS 2.5 in the SOW per list of attachments.

What is to be controlled by the new system? What is the present Control System Make, Model and who is the present Vendor? Are Generator room Dampers and UH and intrusion alarm to be connected to new GFE Controller. Drawings indicate OAS panel for installation. Is this the OAS

2.5 panel? Please provide the owner and installation manuals for the version of the GFE to be used. Will the GFE controls panel be relocated from current panel location?

o A new OAS controller will be provided by the FAA.

o Please refer to SAM.gov for the OAS controller manual.

o Both HVAC units are to be controlled by the new OAS controller.

o Please see atached photos for informa�on regarding the present control system.

o Generator room dampers and UH and intrusion alarm are not to be connected to the new

OAS controller.

o Yes. The OAS 2.5 panel is to be installed.

o Please refer to SAM.gov for the owner/installa�on manuals.

o M001 (I) shows where the FAA requires the new OAS controller to be installed.

46. Have any walls or doors been added or moved, or any remodeling of the interior space since the

1990's drawings were updated? Any as-builts? The more photos of the existing facility and the mechanical/electrical systems will be helpful to provide the best pricing for the HVAC Replacement.

o There has not been any remodeling of the interior space since the 1990’s drawings.

o Please refer to the atached document for any photos that might be helpful.

47. There is no phasing plans for temporary HVAC. Is one considered as part of this solicitation? Is it acceptable to provide 1 temporary unit and keep second existing unit in service during replacement of the first?

o SOW requires a 24-hour run-in test for temporary units.

o It is acceptable to provide one temporary A/C unit whilst keeping the second exis�ng unit in service during replacement.

48. Is a 3-day burn-in period required for each of the temporary and (2) new units. The solicitation appears to only require a 24-hour run-in period for the new units only.

o A 24-hour burn-in period is required for both the temporary and permanent new units.

49. A materials staging area is mentioned in the SOW, is this in a secured flat area of the facility or does space dictate storage outside the confines of the facility fencing?

o There is limited space within the confines of the fence line that is suitable for equipment staging. Contractor will need to work with FAA on allowable loca�ons for storage.

50. Note 9 on M001 notes " Relocate Interferences as required" without identification of what the interferences are. Please describe and provide pictures of the "interferences" to be relocated?

o The FAA does not an�cipate any interference with this project. That is standard protocol for contractor awareness in case there is an unexpected interference.

51. SOW mentions factory curb or stand. What is the desired height of stand/curb?

o A factory curb/stand is not required for this applica�on.

52. Motorized dampers are located in the spaces served by the new units in the building. Some are noted on the provided plans as relief dampers, how are the dampers to be operated in conjunction with the GFE OAS 2.5? The T&B in SOW requires to confirm proper operation, but the drawings and SOW does not provide a method to accomplish ANY operation.

o The motorized dampers shall not be hooked up to the FAA provided OAS controller.

o The HVAC dampers are not motorized and are not in need of replacement or connec�on to the OAS controller.

o The test and balance for this project only needs to assure opera�on of the HVAC dampers.

53. The updated SOW on January 26, 2024 eliminates the MAP View diagnostic tool, please verify this was intentional.

o This removal was not inten�onal. The MAP view diagnos�c tool has been added back to the SOW.

54. The updated SOW on January 26, 2024 had a paragraph removed regarding the LED lighting, please verify this was intentional.

o This removal was not inten�onal. This paragraph has been added back to the SOW – see RevB of the SOW.

55. The warranties section of SOW references to provide documentation of warranties, but no required time frame. Is the Government standard 1 year warranty intended for this project?

o Yes, for the contractor a 1-year warranty is required.

56. What are the breaker sizes servicing the disconnects to the existing units?

o The breaker sizes are 100A. Please see atached document for addi�onal informa�on regarding this topic.
