Power:

Ozark Border Electric Cooperation has a 3‐phase 7200V service that crosses Big Spring under the west side of the bridge that runs between two conductor boxes labeled in the utility basemap as K2A59 located behind the southeast wingwall and K2A58 located east of the forward northwest wingwall. The power feeds numerous rural houses on a line of approximately 300 poles, heat tracer wires on the bridge and the Ozark National Park with 480

V service. Due to the quantity of rural residences connected to the power service, it should not be de‐energized during construction. Therefore, temporary or permanent routing around the bridge should be installed prior to bridge removal. Constructing the bridge in phases, such that an existing side of the bridge would support utilities while half of the bridge was replaced and then support the permanent transferred utilities, was considered but determined impractical due to construction schedule and cost.

A permanent relocation of the power service by horizontal directional drilling (HDD) would be the preferred option. This alternative would allow the routing to be installed prior to the bridge removal and the service switched as an independent activity of the bridge construction. The method of routing by HDD is plausible given the subsurface conditions, however due to the granular nature of the underlying soils the operation may involve the use of chemicals listed in Appendix C. Therefore, this operation will have to be vetted with the environmental constraints of allowable activities surrounding the protected waterway of the Big Spring. The estimated construction cost is included in Appendix B and an alignment for this option is included in the Utility Relocation

Plan in Appendix A. If disturbance to a natural wilderness area is a concern, the utility can be moved to the east side of the bridge in similar alignment to the jack and bore method also presented in Appendix A.

Permanent aerial relocation of the power service over Big Spring using utility poles is not an option to the Park

Service, however using temporary supports during construction and then installing the service onto the newly constructed bridge is an alternative. The National Park Service has a 480 V line that feeds the bathrooms on the north side of the bridge will be replaced inside the power conduits shown below. The power will be fed from the meter south of the bridge and two pull boxes will be located on each side of the bridge to facilitate pulling installation of the wiring through the bridge conduit.

IDIQC DTFH71‐12‐D‐00001 Page 4

Water:

There is a 6” water line owned by the National Park Service (NPS) that passes over Big Spring on the west side of the bridge in an adjacent bay to the power service. The water service source is a well that is south of the bridge and supplies water to the restrooms, camp facilities, fire hydrants and a water tower north of the bridge. A short disruption of water service could be achieved during off season times, which ideally would occur for transitioning from the existing service to a newly installed waterline that would be installed underground by HDD on an independent alignment from the bridge as depicted in Appendix A. If an underground alignment is an impractical method of installation due to environmental constraints or parkland disturbance, a temporary service alignment will need to be constructed while the bridge is being constructed. For either option, the new waterline size should be coordinated with upcoming improvements, however at this stage it is recommended to maintain a 6” diameter water main. The cost for each alternative is included in Appendix B.

Sanitary:

Similar to the water line, there is a 4” sanitary line owned by the NPS that is attached to the east underside of the bridge. The pump station for the sanitary force main is located south of the bridge and receives gravity flow from a small maintenance facility and the concessions area. From the pump station the sanitary service crosses the bridge and flows into a manhole north of the bridge and then gravity flows into another lift station which eventually enters a treatment facility inside the park. If the bridge is constructed during off season months, the sanitary facilities south of the bridge can be closed so that providing temporary service during construction would not be necessary. Therefore, the most effective option would be to shut down the line during construction and install a new line on the outside of the box beam on the east side of the bridge. If construction will occur during in‐season use of the park by‐pass pumping will be required for each option. An underground alignment, due to the additional head and friction losses will require the existing pumps to be upgraded from a 23’ to a 35’ head capacity and maintain flow of 80 gal/min. The existing information on the pumps indicate that they are at or near their design life of 40 years and the replacement pumps should more than likely be in similar size to the existing so that the existing lift station will not require significant modifications.

Telecommunications:

There is a telecommunication line that is owned by Century Link that crosses over Big Spring on the underside of the east side of the bridge. The communication line can be temporarily supported with wood poles spanning over the spring during construction and re‐routed to the west side of the bridge for permanent location inside the sidewalk as shown in the transverse section above.

USGS Stream Gauge:

The stream gauge that is operational is located on the north east bank of Big Spring mounted on a wood pole. The transducer is located on the middle pier, in the same location of the abandoned original housing unit, and is connected to the gauge by a communication line that runs under the west side of the bridge. The transducer and communication cable will be removed from the existing bridge prior to construction and reinstall by USGS personnel. Coordination of the project schedule shall be conducted with Shane Barks of USGS (ph: 573‐308‐3674) so that removal and reinstallation can occur with minimal to no disruption of construction activities.
