1.3 Nature and Sequence of Construction Activity
Describe the general scope of the work for the project, major phases of construction, etc:
The National Park Service (NPS), in cooperation with the Eastern Federal Lands Highway Division Office of the Federal Highway Administration (FHWA), proposes to repair and replace two damaged sites in the Ozark National Scenic Riverways. At the Big Spring Bridge (Carter County), existing glued laminated structure would be removed and replaced by a new concrete beam bridge, designed to match native environmental qualities. Access to the bridge will be closed to the public during construction. All surrounding attractions will remain accessible.
At the Alley Spring Bridge (Shannon County), the proposed work will replace damaged sections of the bridge. The existing bridge features compromised deck planks and runners and fascia log, and a small blemish on one concrete pier, which will be repaired or replaced where appropriate.
This will not have significant impacts on travel patterns.
Sequence of Construction: See Erosion Control Narrative
What is the function of the construction activity?
Residential Commercial Industrial Road Construction Linear Utility Other (please specify):
Estimated Project Start Date: 05/08/2017 Estimated Project Completion Date: 04/12/2018
1.4 Soils, Slopes, Vegetation, and Current Drainage Patterns
Soil type(s):
Big Spring:
Alred-Rueter complex, 15 to 35 percent slopes, very stony Wideman fine sandy loam, 0 to 3 percent slopes, occasionally flooded Gladden silt loam, 0 to 3 percent slopes, occasionally flooded Water
Alley Spring:
Relfe gravelly sandy loam, 1 to 3 percent slopes, rarely flooded
Slopes (describe current slopes and note any changes due to grading or fill activities):
See Soil types for current slopes.
Since the replacement of Big Spring Bridge will include removing the existing asphalt pavement wearing surface and glue laminated deck, and the removal of existing piles and bent caps and insertion of new concrete structures, the slopes would experience minor changes.
Drainage Patterns (describe current drainage patterns and note any changes dues to grading or fill activities):
With the replacement of Big Spring Bridge, drainage patterns would experience minor drainage pattern changes as old abutments will be removed and the new ones will be outside of the water.
Vegetation:
Clearing would be required to remove old bridge at Big Spring. Some surrounding areas would experience slight disturbances due to equipment associated with removal and construction.
Disturbed and obliterated areas would be re-vegetated.
Other:
No ground disturbing activities will be taking place at Alley Spring Bridge. The repairs will not have any effect on the slopes, drainage patterns or vegetation at the site.
1.5 Construction Site Estimates
The following are estimates of the construction site.
Total project area: 1.4 acres Construction site area to be disturbed: 1.4 acres Percentage impervious area before construction: N/A since project includes bridges only
Runoff coefficient before construction: 0.3 for Big Spring Bridge N/A for Alley Spring Bridge
Percentage impervious area after construction: N/A since project includes bridges only
Runoff coefficient after construction: 0.3 for Big Spring Bridge N/A for Alley Spring Bridge
1.6 Receiving Waters
Description of receiving waters: Big Spring, Current River, Jack Fork River and Jack Fork Alley’s Spring Description of storm sewer systems: Not Applicable Description of impaired waters or waters subject to TMDLs: Not applicable Other: Not applicable
1.7 Site Features and Sensitive Areas to be Protected
The project is located within the Ozark National Scenic River ways, a National Park. Care must be taken to minimize erosion and sedimentation throughout construction.
Instructions:
― List the waterbody(s) that would receive stormwater from your site, including streams, rivers, lakes, coastal waters, and wetlands. Describe each as clearly as possible, such as Mill Creek, a tributary to the Potomac River, and so on.
― Indicate the location of all waters, including wetlands, on the site map.
― Note any stream crossings, if applicable.
― List the storm sewer system or drainage system that stormwater from your site could discharge to and the waterbody(s) that it ultimately discharges to.
― If any of the waterbodies above are impaired and/or subject to Total Maximum Daily Loads (TMDLs), please list the pollutants causing the impairment and any specific requirements in the TMDL(s) that are applicable to construction sites. Your SWPPP should specifically include measures to prevent the discharge of these pollutants.
― For more information, see SWPPP Guide, Chapter 3.A and 3.B.
― Also, for more information and a list of TMDL contacts and links by state, visit www.epa.gov/npdes/stormwater/tmdl.

Ground disturbance will be limited to the areas shown within the Limits of Disturbance (LOD) line on the project plans. See Appendix B for Project plans.
2.2 Phase Construction Activity
• Phase I Establish Perimeter Controls - Prior to any clearing, grubbing, or excavation, construct perimeter controls to ensure that disturbed sediment does not leave the project site. Perimeter controls include silt fence, turbidity curtains and other specified measures.
• Phase II Intermediate Controls - Install silt fence in areas as shown on the plans.
Apply temporary turf establishment in disturbed areas that will remain exposed for over 14 calendar days within 7 days. Apply permanent turf establishment to the finished slopes according to Special Contract Requirements (SCRs) Sections 624 and 625.
At the end of each day’s grading operations, shape earthwork to minimize and control erosion from storm runoff.
Provide silt fence around all stockpiled excavated roadway material. Apply temporary turf establishment to stockpiles remaining in place longer than 14 days within 7 days of stockpiling.
• Phase III Final Construction / Stabilization After completion of roadway construction, do the following as directed by the CO:
Finish grading and apply permanent turf establishment to any remaining disturbed areas.
Where necessary, replace eroded topsoil and re-apply permanent turf establishment to disturbed areas where vegetation has not established.
Remove all devices used for dewatering.
Remove silt fence only after all upslope areas are stabilized and vegetation is well established.
Remove all other perimeter controls when directed by the CO.
2.3 Control Stormwater Flowing onto and through the Project
