About this file

This document contains answers to technical questions regarding the federal contract opportunity for bridge repair work at the Sourdough Campground in Alaska. The opportunity is a full and open solicitation issued by the Department of Transportation Federal Highway Administration for bridge repairs and upgrades at the Sourdough Campground. Questions addressed include details on existing bridge conditions, utility lines, specifications differences from a previous solicitation, permitting requirements, project timelines and substantial completion criteria, diversion channel design considerations, and scheduling of excavation work. Clarification is provided on contract requirements for a temporary diversion channel, permitting needs, asphalt and concrete specifications, and substantial completion determination. Amendments will address leftover specification language from another project, diversion channel design approaches, and scheduling of excavation work.

Substantial Completion is November 30, 2023

(though completing the bridge (concrete, grout) after early October will be very difficult with the freezing, sub‐zero temperatures), and final is November 11, 2024. What constitutes substantial completion on this project, completion of the new bridge, or completion of the new bridge and removal of the temporary bridge?

Substantial completion is defined at the top of FP‐14 Page 10.

10 X

The typical cross sections shown for a diversion ditch are meant for a culvert replacement where a new ditch is cut outside the flowing water. In this case, the diversion is to be placed down the middle of the creek, there is maybe

13’ between riprap toes on the east and west side, and the riprap excavation is about 7’ deep.

It seems like it would be very difficult to come up with a solution that would satisfy all the specs and permits. In addition, there isn’t much room under the bridge to utilize for the diversion. If we need a diversion to handle 664

CFS and the hydraulic info says the current would be 4.7 feet/second, we would need something like a 4’ high, 35’ foot wide channel.

Seems there isn’t this kind of room there. Do you have any typical cross sections that are anything like what you are asking the

Contractor to come up with on this job? A sketch would be fine.

This will be addressed under Amendment

A002.

It will only take a day or so each side to excavate and place the lower extents of the riprap. Could the Contractor schedule this during normal water flows rather than building a diversion for a 2 year flood? A diversion for

Ordinary High Water conditions would be much less expensive and constructable than a diversion for a 2 year flood condition.

This will be addressed under Amendment

A002.
