STATEMENT OF WORK
Falcon Dam Power Plant
480 Volts Metal Clad Switchgear Upgrade
OVERVIEW
The Falcon Dam Power Plant is located in the city of Falcon Heights Texas and its part of the Falcon Dam
Reservoir. To access the facility, any vendor must cross through the United States Port of Entry and must comply with furnishing proof of residence and/or a United States (US) passport to US Customs and Border
Protection officials.
SITE VISIT
The contractor may visit the facility prior to submission of their quote for the work that is required under this Statement of Work (SOW). The site visit is to ensure prospective Offerors understand the work requirements. A site visit may be scheduled by contacting Alberto Hinojosa at 956-844-9296 or alberto.hinojosa@ibwc.gov . No site visits will be conducted after 20 June 2016.
SCOPE OF WORK
The Contractor shall review the blue prints and schematics of the location were the new requirements are to be installed and review the current 480 Volts Metal Clad Switchgear.
The work that is required at the U.S. Facility is to provide, remove and upgrade existing 480 Volts Metal
Clad Switchgear. The work shall include but not limited to removal and upgrade of Metal Clad Switchgear with 480V protection breakers that protect station service located on the high voltage gallery area. The
Contractor shall be responsible to provide specifications of the New Metal Clad Switchgear for review and final approval prior to submit the final cost of the project, removing the Old Metal Clad Switchgear, and then installing the new Metal Clad Switchgear. The Power plant should continue to operate without disturbing of the daily operations.
The Contractor shall replace current Metal Clad Switchgear with New 480 Volts Metal Clad Switchgear already programmed with new parameters for each protection breaker. In addition, the Contractor shall relocate all feeders from Old Metal Switchgear to the New Metal Clad Switchgear location. Also, the
Contractor shall provide, install and terminate connections for 200 ft. of secondary runs (480 Volts) from
Transformers K1D & K1E to New Metal Clad Switchgear location.
A complete 480 Volts Metal Clad Switchgear package includes (2) 800 Amps Main Breakers, (1) 800 Amps
Tie Breaker, (2) 600 Amps Distribution Feeder Breakers, (5) 250 Amps Distribution Feeder Breakers, (15)
225` Amps Distribution Feeder Breakers, PLC Automatic Throw Over/ Breaker Control System, 5 KVA
Control Power Transformer (480V/120V), (8) Single Pole Signal Breakers ideally suited for utility and industrial applications. It combines the communications, built-in security, and Ethernet Cat 5 connection with external communication modules that provide high-speed. Each complete system shall have better mailto:alberto.hinojosa@ibwc.gov respond time as those of the ones they will be replaced, beside the current system is already obsolete and have been in service for more than 60 years. The New Metal Clad Switchgear shall be built in interface compose shall include a software package to connect with operator’s computer. This software package shall include a settings interface, event analysis tool, and remote user interface.
Once the New 480 Volts Metal Clad Switchgear is already installed, the Contractor shall then move forward to test main breakers, tie breaker, and every single distribution breaker according to the new parameters already programed. Then, test communication works properly between the metal clad and operators’ control room. Once the test is completed, the Contractor shall begin to start removing the Old
Metal Clad Switchgear
In addition, when the equipment is already tested and working properly, the Contractor shall remove the old electrical equipment and dispose properly outside of government facility.
The Contractor shall provide training and written troubleshooting guidelines (3 hard copies) for all equipment installed to all power plant personnel present when completing and releasing the work to the government.
The Contractor shall provide all labor, supplies, and tools required for the installation of New Electrical
Equipment.
The Contractor shall identify old electrical cables as asbestos and if found, the contractor shall disposed of any contaminated material properly. Any electrical wires that are embedded into concrete shall be abandon in place.
The Contractor shall provide drawings and schematics for new system with detail specification for the
IBWC records. This shall be in the form of hard copy paper (3 hard copies) and electronically (PDF).
The Contractor shall comply to all Agency safety guidelines, National Electric Codes (NEC), OSHA, IEEE, NFPA 70e, and others electrical guidelines, standards, and codes associated with this work.
PERIOD OF PERFORMANCE
The Contractor shall complete all work under this SOW within 140 calendar days of contract award.
PAYMENT AND INVOICES
All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) on a monthly basis by email to invoices@ibwc.gov. A copy shall be furnished to the CO and the COR.
The Contractor shall provide a payment schedule within ten (10) calendar days of the award. The payment schedule shall correlate with the completed work.
Payment shall be made in accordance with contract clause 52.212-4.

SALARIES AND BENEFITS
The Contractor and all subcontractors shall be responsible for complying with all Department of Labor requirements and labor wage determinations.
INSPECTION AND ACCEPTANCE
Inspection and Acceptance will occur at USIBWC Falcon Dam Power Plant. The technical point of contact will require 3 days to inspect the installation. The Final inspection and acceptance shall occur after completion of all work by the Contractor. Both the technical point of contact and contractor are require to perform a joint final inspection and quality assurance.
NON-DISCLOSURE
All aspects of this work are considered property of the Government. No release of any information or opinion related to this work is permitted without written authorization of the USIBWC.

The technical point of contact for this work is Edi Delgado at 956-848-5265 or edi.delgado@ibwc.gov The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.
The Contract Specialist shall be contacted for any other information related to this Contract. Prior to and during the progress of work, the Contractor shall confer with the Contract Specialist of any problems that may significantly affect the delivery schedule or performance of work, in an effort to assure the satisfactory completion of work.
