Occupational Safety and Health Manual

Volume I: Mission Support Part 1000: Protective Services Chapter 1006: Occupational Safety and Health Directive 10061: Occupational Safety and Health Program Directive Manual: Occupational Safety and Health Program Manual Citation: SD.I.10061-M-1 Proponent: Special Operations Division, Operations Department Effective Date: January 25, 2011

1. Purpose. The purpose of this manual is to serve as supplemental guidance to the Occupational Safety and Health Program Directive of the United States Section, International Boundary and Water Commission (USIBWC). It expands on, explains, and provides more specific information regarding the directive’s provisions.

2. Authority. The USIBWC Commissioner, as the head of the agency, is required to develop, implement, and evaluate an occupational safety and health program. The requirement is stated in the Occupational Safety and Health Act of 1970, Executive Order 12196 and 29 CFR 1960.

3. Policy. It is the policy of USIBWC to operate an occupational safety and health program in accordance with Executive Order 12196, the Occupational Safety and Health Act of 1970, and 29 CFR 1960.

4. Supersession. This manual and supplemental guidance supersedes the following United States Section Directives:

5. Specific USIBWC Safety Requirements and Programs

A. Attached as Appendices are individual occupational safety and health program requirements and guidance addressing specific program elements.

B. These specific appendices hold the same regulatory authority, however, the Commissioner has delegated approval authority to the Principle Engineer, Operations Department. Routing/approval procedures remain unaffected by this delegation.
