Questions and Answers
Question: Can you tell me the name of the original manufacturer of the 480V Metal Clad
Switchgear?
Answer: The switchgear was installed back in the 1950's and the manufacturer was Roller-Smith from Bethlehem, PA.
Question: Drawing shows 3ea Alarm Light boxes with 4ea lights:
LOCAL LOAD GROUP
U.S. TIE GROUP
MONTERREY LINE GROUP
Do these exist? If so Where?
Don’t see them on panel photos.
Answer: The alarm & wiring exist, but I believe they're not in use at this moment please include them in the estimate cost.

3. Question: Can you please confirm that a switchboard UL -891 can be provided and is technically acceptable or a Switchgear UL 1558 must be provided?
Answer: UL-891 is acceptable
Question: As per the drawings and after the site visit it was noticed that drawout circuit breakers are currently in place, can you please confirm that all the switchgear or switchboard circuit breakers must be drawout.:
Answer: All breakers must be draw outs
5. Question: During the site visit it was mentioned that a Future standby Generator source is required in one bus of the Main-Tie-Main switchgear with the Automatic transfer scheme already in place, can you please confirm that we must provide everything that will be required for the future generator source including the Automatic Transfer when both main sources fail?
Answer: Yes, include automatic transfer switch in the final design for 480 volts metal clad switchgear
6. Question: Can you please clarify the statement “Contractor shall be responsible to provide specifications of the New Metal Clad Switchgear for review and final approval prior to submit the final cost of the project”, for the proposal are we supposed to provide a lump sum price for the switchgear, testing and installation or just a list of labor cost, like for example engineering, drafting services, electricians, etc.:
Answer: SOW modified to “Contractor shall be responsible to provide specifications of the New
Metal Clad Switchgear for review and final approval prior to release the design for construction"
7. Question: The statement of work is requesting for a completion time of 90 calendar days, considering that there must be a design phase (by contractor), approval and comments phase (By
Falcon), fabrication phase (by contractor), factory witness testing (by contractor and Falcon), onsite testing before removing old switchgear (by contractor and Falcon), installation and final startup and commissioning (by contractor and Falcon). It is not feasible to get everything done within 90 days, can you please allow each contractor to propose their execution schedule.
Answer: SOW changed to: “The Contractor shall complete all work under this SOW within
140 calendar days of contract award.”
8. Is the Switchgear to be installed indoor or outdoor design? What enclosure style should be provided – NEMA 1 or other?
Answer: The switchgear will be installed indoors so NEMA 1
9. Are the transformers on the primary side of gear existing? If so, do they need to bus connect to gear or cable connect to the gear?
Answer: Cable connected is OK
10. In reference to the drawing 480_V_Metal_Clad_&_Electrical_Panel.pdf, a section is highlighted in Yellow showing (2) 500KVA Transformers and what appears to be (2) panelboards? This section of gear does not seem to be mentioned in the SOW. Does contractor need to provide this equipment?
Answer: Disregard Transformers & Lighting Panels
11. Can you please clarify this sentence from the SOW page 2, first paragraph (confusing section underlined), “The New Metal Clad Switchgear shall be built in interface compose shall include a software package to connect with operator’s computer.”
Answer: The operator must have control of 2 Main Breakers & Tie Breakers and Feeders status from control room.
12. CLIN 002 is for 30 electrical motors. However, motors are not addressed in the SOW. Is contractor required to supply motors? If so, can the Government please clarify what is needed.
Answer: No motors are required
13. Does Government want to see a SWGR bill of material as part of the technical approach? If so, does it count towards page limitation?
Answer: Yes please provide bill of materials prior to construction.
14. What documentation is required to go through Customs for entry into your facility?
Answer: US Citizen Driver License and TWIC card should be enough No-US Citizen Resident
Alien Card or Working Visa
Note; our current metal clad is 15 FT and must be kept in that distance. Please include the emergency generator breaker as an option in the estimate cost. Also include as an option to replace open/close switches for Main breakers and Tie breaker located in the operator control room. Finally, install in the operator control room just Status Lights or display for the 20 feeders
