1.0 PROJECT DESCRIPTION
BASE BID
The scope of this project is to provide and commission two new chillers with associated chilled water and condenser water pumps for B518 located at SUBASE New London, Groton, CT. The chilled water plant was originally designed for three chillers and three roof mounted cooling towers. The current system uses two chillers and two roof mounted cooling towers.
The base bid for this project must replace one of the existing chillers, associated pumps, and provide a new third chiller with associated pumps; resulting in three chillers total for the facility. Replacement of the other

The existing cooling towers were installed in 2019. See Part 6 – Attachments for detailed information regarding original system configuration and equipment information. Reuse existing equipment pads to the greatest extent possible.
New equipment must be selected based on efficiency, capacity and features (not manufacturer). A cooling load analysis is not required; however, a sequence of operation detailing the staging of the chillers must be provided. New equipment must meet or exceed the energy efficiency ratings of ASHRAE 90.1-2013 as specified in UFC 1-200-02.
New equipment must be fully integrated into the buildings DDC system. Equipment and controls must be commissioned by a first-tier commissioning subcontractor. The list of equipment for the Base Bid is detailed in Table 1 below. B518 is a secure facility. Project will require escorts (Government provided) for work inside the building. Utility outages must be performed during non-business hours (weekends, holidays, etc.)
to avoid training disruptions. Coordination and support for utility outages with the SUBASE HVAC service contractor, including drain/refill of hydronic systems, is the contractor’s responsibility. Refer to Part 6 – Attachments for record drawings, system diagrams and sequences of operation.

Option #2: Provide temporary chiller(s) to maintain chilled water service to the building for a duration of three months. Total capacity of temporary chiller(s) must not exceed 300 tons.
2.0 PROJECT OBJECTIVES
Provide new chillers and pumps for B518.
Provide new energy efficient equipment in accordance with applicable UFC criteria.
Integration with existing building level DDC.
Comply with sustainability criteria and environmental regulations.
2.1 APPLICABLE CODES AND STANDARDS
In addition to the codes and standards listed in Part 4, the construction must be in accordance with the latest revision/edition of the following referenced codes and standards. The term "Latest Revision/Edition" is defined as the version as of the project award date.
1. State Standard: Connecticut Dept. of Energy & Environmental Protection – General Permit for Miscellaneous Discharges of Sewer Compatible (MISC) Wastewater.
Coordinate with NAVFAC Public Works Environmental department prior to any wastewater discharge.
i. Drain-down of any water piping, including fire sprinkler systems and chilled water systems, to sanitary drains requires compliance with this permit.

2.2 SUSTAINABLE DESIGN
Select equipment and construct project per sustainability requirements identified in Section 01 33 29.05 20, Sustainability Reporting for Design-Build. Additional specific sustainability requirements are found in this document.
2.3 STORMWATER MANAGMENT - LOW IMPACT DEVELOPMENT
(LID)
Not used.
2.4 CYBERSECURITY
All control systems (including systems separate from an energy management control system) must be designed, acquired, and executed in accordance with DoD Instruction 8500.01, DoD Instruction 8510.01, and as required by individual Facilities Engineering Command (FEC) or installation implementation policy.
Current DDC systems comply with the instruction listed above. Alterations to the existing systems required to integrate new equipment must comply with current DoD cybersecurity instructions.

Provide working space around all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. Install all equipment in accordance with the criteria in PTS Section D30 and the manufacturer's recommendations. Where the word "should" is used in manufacturer’s instructions, substitute the word "must”.
The mechanical installation must comply with criteria specified in UFC 3-400-01, Mechanical Engineering, and its referenced documents. Refer to Attachments for detailed system information.
HVAC System Requirements
Comply with ASHRAE Standard 90.1-2013 for minimum equipment efficiency ratings.
Provide protective coatings on casings and coils which come in contact with outside air.

D303001 CHILLED WATER SYSTEMS
Provide connection to the existing central chilled water system for service to the building HVAC equipment. The existing chilled water system provides chilled water at 45 degrees F.
Provide oil-free, magnetic bearing, semi-hermetic centrifugal compressors with heat recovery capability. Provide chillers with integral electronic compressor speed control for matching dynamic load conditions. Existing cooling towers were installed in 2019.
Chiller(s) must operate in temperatures down to 40 degrees F.
Provide insulation and vapor barrier on all chilled water equipment.
Provide chiller controls with BACnet communication protocol.
Provide complete start-up and operational testing of chiller equipment.
D3040 DISTRIBUTION SYSTEMS

Provide complete, operable connections to existing chilled water system that serves the HVAC equipment throughout the facility.
Provide complete Testing and Balancing (TAB) and commissioning of all new equipment.

HVAC Controls
Provide integration of the new equipment to the existing DDC system, operator workstation and operator workstation software. Display the points shown in Table D-1 of UFC 3-410-01. Units must be placed in a lead-lag sequence of operation that allows auto-switching of the lead/lag equipment after a specified duration (programmable) via the DDC. Existing system relies on manual

Provide complete Testing and Balancing (TAB) of all new HVAC equipment.

Install all equipment in accordance with the criteria of PTS Section D50 and the manufacturer’s recommendations. Where the word "should" is used in the manufacturer’s recommendations, substitute the word "must".
The electrical installation must comply with the criteria specified in UFC 3-501-01, Electrical Engineering, and its referenced documents. Provide all electrical connections for a complete and usable system.

Provide an insulated equipment grounding conductor in all raceways for systems operating at greater than 50 volts.

Provide variable speed drives for motor controls as required by mechanical equipment. Provide all circuits and connections for motor(s).

Remove existing HVAC equipment as required to facilitate the installation of new equipment and/or piping. All waste materials will become the property of the Contractor. Transport, dispose of and recycle all waste materials in accordance with local, state and federal regulations. Abandoning in place is prohibited.
