A mandatory meeting is scheduled for Wednesday, August 26, 2026, at 1:00 PM at the Taylorsville State Office Building with virtual attendance options available; attendance is required for all applicants. Request for Statement of Qualifications Open-Ended Prequalification of Code Inspectors and Plan Reviewers for Public School Construction Projects
August 6, 2026
Amended August 25, 2026: Review updates highlighted in green on page 6
U3P Reference #JJ27002
DFCM Code Inspector and Plan Reviewer Prequalification for Public School Construction Projects, 7.15.2026 2
Solicitation Overview During the 2026 General Session, the State of Utah Division of Facilities Construction and Management (DFCM) was designated as the sole state authority for the oversight of public school construction projects, replacing the State Board of Education, effective July 1, 2026 for all construction beginning January 1, 2027. Utah Code 63A-5b Part 12: Public School Construction Oversight.
This Request for Statement of Qualifications solicitation is issued in compliance with Utah Code 63A-5b Part 12. The Division of Facility Construction and Management (DFCM) public school construction oversight authority includes a requirement for DFCM to establish (“prequalify”) and maintain a roster of qualified code inspectors and plan reviewers to perform work for public school construction projects. The prequalification requirement pertains to all individuals performing code inspection and plan review services for school district construction projects, whether the individual is directly employed by the school district or LEA, or if they are a third-party provider.
The prequalification of code inspectors and plan reviewers does not replace or eliminate the competitive procurement requirement under the Utah Procurement Code - Title 63G, Chapter 6a, in the event the code inspector or plan reviewer is a third-party provider not directly employed by the school district or Local Education Authority (LEA).
This solicitation will result in a DFCM maintained list of prequalified code inspectors and plan reviewers approved to perform code inspections and plan reviews for public school construction projects effective January 1, 2027. This prequalification of code inspectors and plan reviewers is based on the minimum qualification standards provided in the Selection Criteria section of this solicitation, of which the minimum qualification standards are specific to each application type.
Prequalified code inspectors and plan reviewers are limited to performing work under the terms of their prequalification.
For example, a Prequalified Code Inspector is not eligible to perform plan review services unless they are also a Prequalified Plan Reviewer. They are only eligible to perform code inspection services.
