About this file

This is a Justification Statement and Prequalification List issued by the State of Utah's Division of Facilities Construction and Management (DFCM) documenting the results of a Request for Statement of Qualifications (SOQ) solicitation for code inspectors and plan reviewers to perform work on public school construction projects statewide. The document, dated September 28, 2026 and effective January 1, 2027, identifies qualified inspectors and plan reviewers from school districts and third-party firms who have met minimum certification and experience requirements. A mandatory bidders' meeting was held on August 26, 2026, with attendance required either in person or virtually. The prequalification process reviewed proposing inspectors' and plan reviewers' qualifications, experience, and required documentation submitted under U3P event #JJ27002. Inspectors and plan reviewers not selected will receive notification explaining the reason for non-qualification and instructions for resubmission.

The qualified inspectors list includes school district employees and third-party inspectors certified as ICC Commercial Combination Inspectors or ICC Commercial Building, Electrical, Mechanical, and Plumbing Inspectors from Alpine, Canyons, Davis, Emery, Granite, Jordan, and Washington school districts, as well as individual third-party inspectors from firms including ABC Consulting Services, Intermountain Code, Earthtec Engineering, BGT Partners, West Coast Code Consultants, and Cache County Corp. The qualified plan reviewers list identifies individuals approved for non-structural plan review with B3 Building Plans Examiner certification and those approved for structural plan review. Tentative approvals require further conversation with DFCM Building Officials before final qualification. All approved inspectors and plan reviewers must maintain current licenses and certifications; those with lapsed credentials will be removed from the list. DFCM Prequalified Code Inspection Firms including AOKA Engineering, Building Code Solutions, Certerra Southwest, GEM Engineering, Shums Coda Associates, Staheli and Associates, and Sunrise Engineering are automatically included with all ICC-certified combination and DOPL-licensed inspectors employed by these firms.
