About this file

This is a Technical Criteria Attachment document for Request for Proposal RM27-2 HVAC Air Filters issued by the State of Utah Division of Purchasing. The RFP seeks to establish a contract for the provision of HVAC air filters and may result in multiple awards. The contract term is five years, with vendors required to guarantee pricing for 12 months and maintain percentage discounts for the life of the contract. Eligible users include school districts, departments of correction, cities, counties, and other state entities requiring MERV-compliant filters meeting ASHRAE 52.2-2007-2017 standards.

The technical evaluation component is worth 700 total points, with a minimum threshold of 420 points required for vendors to advance to cost evaluation. Technical scoring is divided into four sections: Experience (250 points), Customer Service (200 points), Billing (150 points), and Risk Mitigation (100 points). Vendors must demonstrate relevant experience supplying filters to public entities, clarify their status as manufacturer, dealer, or reseller, provide independent test reports validating filter standards compliance, detail customer service protocols and dedicated support contacts, describe billing and discount distribution processes, and identify risk mitigation strategies for statewide cooperative contracting. An administrative fee of 0.25 percent will be assessed on all contract purchases. Vendors are instructed to provide clear and concise responses without promotional materials, pricing information, or unsolicited materials, with responses clearly labeled by question number and vendor name.

Technical Criteria Attachment D RM27-2 HVAC Air Filters

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.

Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 420

VENDOR INSTRUCTIONS:

1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.

2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.

3. Do not include any pricing information in any response to these questions.

4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
