About this file

Summary

This is an RFP evaluation scoresheet for Solicitation RM27-2 HVAC Air Filters issued by the State of Utah Division of Purchasing. The procurement seeks to establish a contract with one or more vendors to supply HVAC air filters, with the contract term set for five years. Vendors must submit fully completed technical responses and cost sheets, along with independent MERV test results per ASHRAE Standard 52.2 (2007, 2012, or 2017) for all MERV ratings and media types being quoted, including MERV8, MERV11, and MERV13 filters in various media sizes. The evaluation process employs a competitive methodology based on technical merit and cost factors to determine award recipients.

The evaluation framework allocates 70 percent of total points to technical criteria across four weighted categories: Experience (35.71%), Customer Service (28.57%), Billing (21.43%), and Risk Mitigation (14.29%), with a maximum of 700 technical points and a minimum required threshold of 420 points (60 percent) to advance to cost evaluation. Cost evaluation comprises 30 percent of total points (maximum 300 points) and is calculated using a formula wherein the lowest-priced proposal receives 100 percent of cost points, with all other proposals receiving proportional points based on their price relative to the lowest bid. Vendors must guarantee pricing for 12 months and provide percentage discounts for the contract's five-year life. An administrative fee of 0.25 percent applies. The total evaluation is scored out of 1,000 points, with vendors meeting both the technical threshold and overall score threshold eligible for a State of Utah Cooperative Contract award.
