About this file
This is an Appendix A functional and non-functional requirements document for the City of Dallas's Animal Shelter Software/Application solicitation, a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement. The document establishes comprehensive requirements that proposers must address for each specification, with failure to provide complete responses potentially resulting in proposal disqualification. The system must be accessible on both Android and iOS platforms and support multiple user roles including Manager/Administrator, Supervisor, and Department of Animal Services (DAS) staff with segregated duties and authorization levels. Key functional capabilities include inventory management across supply items, fixed assets, medications, and narcotics; pet intake and outcome tracking with customizable fields; adoption application processing in English and Spanish; appointment queuing with real-time display capabilities; electronic signature functionality; and integration with existing City systems including the AMS System and Salesforce. The system must operate offline when necessary, support geofencing, process payments via CyberSource through Bank of America Merchant Services, and maintain comprehensive audit trails recording all data changes with timestamps and user identification.
The requirements document specifies extensive control and security features, including Active Directory integration, OKTA two-factor authentication, biometric vendor access controls, and mandatory periodic password changes. The system must generate numerous on-demand reports including inventory counts, audit reports by staff member, transaction activities, expired item tracking, and financial reporting. Proposers must demonstrate compliance with preventive maintenance scheduling, critical inventory level alerts, two-signature approval workflows for receiving and narcotic activities above specified thresholds, and the ability to distinguish between part numbers, SKU numbers, and serial numbers for improved tracking. The document requires vendors to provide initial employee training and ongoing support to DAS personnel and specifies that the system maintain cloud-based storage for adoption applications and contracts while protecting user and application information confidentiality.
