About this file
This is an appendix outlining IT Service Management Standards and Project Management Methodology requirements for the City of Dallas's Animal Shelter Software/Application contract. The City of Dallas is seeking proposals from qualified firms to establish a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement for animal shelter software and application services. Proposers must demonstrate compliance with the City's ITIL V3 processes, including Incident Management, Change Management, and Release and Deployment Management frameworks (versions 1.0+). The Project Management Methodology (PMM) 2024, based on the Project Management Institute's PMBOK framework, serves as the mandatory guiding framework for all IT project delivery.
The City requires proposers to deliver high-level project plans with payment-associated milestones in MS Project or Excel format, subject to city approval with minimum two-week advance notice. Solutions must include comprehensive documentation covering project charter, change requests, and high-level software architecture for integration with the City's network environment. Proposers must adhere to all City security requirements, including OKTA SSO integration and PCI compliance with detailed network and data flow diagrams, along with vulnerability scan response capabilities. Additional mandatory deliverables include training plans for application administrators and end users, incident management protocols aligned with ITIL V4 with clearly defined Service Level Agreements, common project status reporting formats, and mechanisms to engage the ITS Assistant Director and Project Management Office throughout the project lifecycle.

Project Management Methodology (PMM)
PMM is a formal methodology for the management and delivery of Information Technology projects performed by the City’s Information Technology Services department. PMM 2024 utilizes a Project Management Institute (PMI®) Project Management Body of Knowledge (PMBOK) as its guiding framework. Developed internally by a team of ITS subject matter experts, this specific methodology is approved by ITS executive management.
Design of PMM 2024 includes the following objectives:
1. High-level Project plan/schedule with payment-associated milestones in either MS Project or
MS Excel format. Before payment could be made the milestone(s) must be reviewed and approved by the city’s decision-makers of the project stakeholders. The notice for review and approval must be in advance of least 2-week or more.
2. High-level architecture of the software solution connecting to the city’s network or residing within the city’s computing environment.
3. Includes comprehensive documentation (project charter, project change request – due to scope, timeline, budget and quality), to assist in the user’s understanding and effective use of the methodology. No references to a vendor’s web pages which may be changed after the contract is signed.
4. Agile and flexible based on the characteristics of each project based on the city priorities and resources.
5. Adhere to all the city’s security requirements (i.e. using OKTA integration for SSO-Single Sign On); and PCI requirements (detailed network and data flow diagrams of the software solution connecting to the city’s network or residing within the city’s computing environment); ready to respond and address the results of vulnerability scan as required.
6. Provide a training plan for the application administrator(s) and the city end users of the software solution.
7. Includes a mechanism to assist and engage the ITS Assistant Director(s) responsible for IT project delivery to confirm / enforce its adoption and use.
8. Includes a mechanism to assist, collaborate and engage the ITS Project Management Office in its performance of active project management oversight of all ITS projects throughout the life cycle of each project.
9. Provides a common format for all project status reporting regardless of the intended audience of the report for awareness and staying informed of project progress, issues and/or needed changes.
10. Incident Management (using ITIL V4) for post Go Live support of the software system with clearly defined Service Level Agreement (SLA) from the software manufacturer/vendor.
• Easy to understand and easy to use.
• Includes comprehensive documentation to assist in the user’s understanding and effective use of the methodology.
• Agile and flexible based on the characteristics of each project.
• Includes a mechanism to assist and engage the ITS Assistant Director(s) responsible for IT project delivery to confirm / enforce its adoption and use.
• Includes a mechanism to assist and engage the ITS Project Management Office in its performance of active project management oversight of all ITS projects throughout the life cycle of each project.
• Provides a common format for all project status reporting regardless of the intended audience of the report.
