Construction Safety and Phasing Plan Summary

This is a Construction Safety and Phasing Plan (CSPP) document prepared by AECOM for the Suwannee County Board of County Commissioners in Live Oak, Florida for Bid No. 2026-15, FDOT FPID No. 441835-1. The project involves the construction of a new T-hangar building at Suwannee County Airport (FAA ID 24J), a general aviation facility currently operating with a 4,005-foot by 75-foot runway, parallel taxiway, and existing hangar infrastructure. Work includes site preparation, clearing and grubbing, full-depth pavement removal, slab foundation installation, metal building construction, taxilane and driveway pavement extension, concrete sidewalk construction, drainage modifications, grading, and installation of new water and electrical utilities. The project is divided into three phases: Phase 1 (Mobilization/Procurement) lasting 100 calendar days for planning, material approvals, and flagmen training; Phase 2 (Construction) lasting 100 calendar days for all T-hangar building work; and Phase 3 (Punch List) lasting 30 calendar days for completion and demobilization. Total construction time is estimated at 230 calendar days, with construction anticipated to begin in fall 2025. The project is funded by the Florida Department of Transportation (FDOT) under Public Transportation Grant Agreement (PTGA) Financial Project No. 441853-1.

The CSPP establishes comprehensive safety and operational requirements to maintain airport functionality during construction. Key provisions include mandatory use of low-profile lighted barricades to prevent unauthorized aircraft access to construction areas, daily mechanical sweeping to eliminate foreign object debris (FOD) from active apron and taxiway pavement, hand-digging only within three feet of underground utility cables, and protection of all navigation aids (NAVAIDs) including runway/taxiway lighting systems. The contractor must designate a Contractor Safety Officer and conduct pre-construction and bi-weekly coordination meetings with the Engineer, Owner, and airport staff. No work may occur in active taxiway or taxilane areas without prior authorization, and aircraft must maintain right-of-way at all times. Additional requirements include notification procedures via NOTAMs to pilots, daily safety inspections, hazardous materials restrictions limited to designated fueling areas, wildlife management protocols, and strict control of construction vehicle access through designated haul routes and staging areas. The contractor is fully responsible for all safety compliance and faces penalties including revocation of site access privileges for non-compliance with airport rules and regulations.

A. Introduction

Suwannee County Airport (FAA ID 24J) is a general aviation airport located in the city of Live Oak in the north part of Suwannee County in the northern part of the State of Florida. The airport is owned and operated by the Suwannee County Board of County Commissioners.

Currently, the airport consists of Runway 7-25, a 4,005 ft long by 75 ft wide B-II asphalt runway and Taxiway A, a full-length parallel taxiway. To the north of the taxiway is an aircraft parking ramp which has approximately 15 tie-down positions, a 2,000 sq-ft FBO general aviation terminal building and three T-hangars, a maintenance hangar and two corporate hangars. Self-service Avgas fueling is available adjacent to the apron area and Jet-A is available via a ramp service truck. There are currently 51 based aircraft.

Runway 7-25 and the parallel taxiway are both lighted. The airport has a rotating beacon, Precision Approach Path Indicators (PAPI), Runway End Identifier Lights (REILs), Automated Weather Observation System (AWOS) and a lighted wind cone. Lighted guidance signs provide directional information.

B. Project Description

The proposed project consists of installing a new T-Hangar building north of the existing T- Hangar building. T-Hangar building construction work includes, but is not limited to: erosion and sediment control, clearing and grubbing, pavement removal, installation of slab foundation and metal building, extension of asphalt taxilanes and connecting driveway pavement, concrete sidewalk construction, joint sealing, drainage modifications, grading, and installation of new water and electrical utilities.

The proposed project is anticipated to begin construction in the fall of 2025.
