About this file
This document is Addendum 2 to Invitation to Bid 2026-15 issued by the Suwannee County Board of County Commissioners for the Construction of T-Hangars at Suwannee County Airport in Live Oak, Florida. The addendum, dated August 27, 2026, modifies Item P-610 (Concrete for Miscellaneous Structures) in the specification book and revises Bid Item #6-5 in both the Bid Table and Sheet G-003 (Summary of Quantities). The project encompasses the procurement and construction of pre-manufactured aircraft T-hangar buildings including excavation, site development, utility and drainage work, hangar design and build with foundations, electrical systems, lighting, and aircraft sliding doors, along with taxilanes and connecting driveways. The Summary of Quantities sheet identifies two base bid schedules: Schedule 1 for an 8-unit T-hangar configuration and Schedule 2 for a 6-unit T-hangar configuration, each with associated additive alternates for either asphalt or concrete driveways. The bid includes 88 to 98 line items depending on the selected schedule, with quantities specified for earthwork, drainage, pavement, utilities, landscaping, and building construction.
The concrete specifications detailed in the addendum establish comprehensive requirements for all cast-in-place concrete work excluding airfield pavement. Concrete must achieve a compressive strength of 4,000 psi at 28 days with a minimum of 470 pounds of cementitious material per cubic yard, a water-cementitious ratio not exceeding 0.45, and air content of 5% plus or minus 1.2%. The specifications require Portland cement conforming to ASTM C-150 Type I or II, or ASTM C-595 Type IL, with provisions for fly ash and slag cement under specific alkali reactivity conditions. Quality control testing is the contractor's responsibility, with quality assurance testing initiated by the engineer and paid by the owner; failed tests must be retested at the contractor's expense. Coarse and fine aggregates must meet ASTM C33 standards with documented durability testing, and all materials including reinforcement, admixtures, and curing compounds must conform to specified ASTM standards. Concrete placement, curing, and finishing requirements follow American Concrete Institute guidelines for standard, cold weather, and hot weather conditions, with forms requiring RPR (Resident Project Representative) approval prior to concrete placement.
