M. EVALUATION FACTORS FOR AWARD
M.1. 52.217-5 -- Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
M.2. Basis for Award
Award will be made to the responsible offeror whose proposal is determined to provide the best value to the Government. Trade-off analysis of price or technical factors will be used in the award determination.
The Government intends to evaluate the proposal and award a contract without discussions with the offeror, except for clarifications, as described in FAR 15.306(a). Therefore, the initial proposal should contain your best terms from a Technical and Price standpoint. However, the Government reserves the right to conduct discussions if determined necessary.
M.3 Evaluation Factors
The following evaluation factors will be used to evaluate each proposal. Award will be made to the offerors whose proposal is most advantageous to the government based upon an integrated assessment of the evaluation factors and subfactors described below:
Factor 1: Technical Proposal:
This factor is further divided into the following subfactors:
Subfactor 1: Management Plan Subfactor 2: Experience Subfactor 3: Past Performance
Evaluation of the offeror’s proposal shall address each subfactor as it applies to the Performance Work Statement. A detail explanation of the criteria for the evaluation is set forth below. During evaluations of each proposal, the government will assign each subfactor and adjectival rating and write a narrative evaluation reflecting the identified findings.
ADJECTIVAL RATING CHART
RATING DESCRIPTION
Exceptional Proposal meets requirements and indicates an extensive detailed approach and understanding of the requirements. The proposal contains multiple strengths, no significant weaknesses or any deficiencies. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is extremely low.
Very Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. The proposal contains strengths, no significant weaknesses or any deficiencies.
Strengths outweigh any weaknesses. Risk of unsuccessful performance is very low.
Satisfactory/ Neutral
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal has some strengths or weaknesses with no deficiencies. Any weaknesses are offset by strengths or will have little or no impact on contract performance.
Risk of unsuccessful performance is low.
Neutral Rating means proposal that cannot be evaluated favorably or unfavorably because offeror has no record of relevant past performance or information on its past performance is not available. This adjectival rating applies only to the Past Performance Factor
Marginal Proposal does not meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is moderate.
Unacceptable Proposal does not meet requirements and numerous weaknesses and deficiencies exist. The proposal shows a clear lack of understanding of the requirement. Risk of unsuccessful performance is high. Proposal is unawardable.
Management Plan is more important than Experience which is more important than Past Performance .
Factor 2: Price:
The resulting award will be a Firm Fixed Price contract. Price reasonableness will be utilized in the valuation of the Firm-Fixed Price effort.
All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
M.4. Evaluation Approach
M.4.1 The overarching evaluation approach for all factors and subfactors is as follows:
M.4.1.1 Adequacy of Response. The proposal will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the solicitation.
M.4.1.2 Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques.
The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
M.4.1.3 Marginal ratings of any factor or subfactor could indicate a lack of understanding concerning requirements of the solicitation and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range.
M.4.2 Efficient Competition . Non-price factors, when combined, are significantly more important than price. However, offerors are advised that the Government may not evaluate the technical proposals of all offerors under this RFP. The government will first review the total evaluated price of all proposals received.
The technical proposals of those offerors whose pricing is determined by the Contracting Officer to be most competitive may be reviewed prior to, or instead of, other technical proposals received. Based on the initial review of these technical proposals, the government may not evaluate the technical proposals of other offerors, whose total evaluated pricing was higher than that of one already evaluated and already assigned the highest possible technical rating. This would occur when the Contracting Officer determines that any possible technical superiority of an unevaluated (and higher priced) technical proposal, over (a lower priced) one that was already evaluated and assigned the highest possible technical rating, would not warrant any additional price premium.
M.4.3 Factor 1 – Technical Proposal
M.4.3.1 Subfactor 1 Management Plan: This subfactor evaluates the offeror’s proposed Management Plan for the basic contract period and all option years. The evaluation will focus on the offerors’:
● Managerial Approach: The offeror will be evaluated on the areas and requirements identified for submission Section L. The narrative will be evaluated for understanding and ability to complete the requirements of the solicitation.
● Quality Control Plan: The offeror will be evaluated on the areas and requirements identified for submission Section L. The narrative will be evaluated for understanding and ability to complete the requirements of the solicitation.
● Management Plan Worksheet will be evaluated on how well the offeror demonstrates a clear understanding of the service requirements, proposed labor and labor mix, and ability to identify, mitigate, manage, and control risks for successful performance and customer satisfaction. If the offeror deviates from the manpower identified in government’s baseline and submits a Worksheet Narrative, the narrative will be evaluated on the ability to meet the requirements of the solicitation with the proposed manpower.
M.4.3.2 E xperience.
This subfactor evaluates the offeror’s proposed Experience for the basic contract period and all option years. The evaluation will focus on the offerors experience with projects that are similar in scope and magnitude of this requirement. The offeror will be evaluated on the areas and requirements identified for submission Section L.
A minimum of two projects submitted in Section L must cumulatively demonstrate the experience defined in Section L.5.2. At the discretion of the government, additional consideration may be given to projects submitted in excess of the minimum two projects based on similarity to the elements in Section L.5.2.
M.4.3.3 Past Performance.
The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. The offeror’s past performance will be evaluated on the services performed to the services required under this solicitation, the record of conforming to contract requirements and standards of good workmanship, and the commitment to customer satisfaction.
The Past Performance evaluation will take into account any past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that performed major or critical aspects of the requirement when such information is relevant. For joint ventures, past performance records of both firms will be considered.
If an offeror is found to have extensive Past Performance in any government database such as CPARS, the government will limit the evaluation to the 5 most recent reports. For offerors of Joint Ventures, Partnership and other teaming arrangement, the 5 most recent reports for each member may be evaluated.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.
M.4.4 Price Evaluation
The Government may use various price analysis techniques and procedures to evaluate price.
Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror. For purposes of the determining total price evaluation, the price for an extension of services authorized by FAR 52.217-8 will be evaluated as part of the Option IV price; however, if the option to extend services is exercised pursuant to FAR 52.217-8, the rates will be the same as the immediately preceding contract period (i.e. after the initial contract period, Option I, Option II, Option III, Option IV).
Prices for Additional Services and pre-priced tasks will not be included in the total evaluated price.
However, the prices will be reviewed for price realism and may be subject to discussion. Prices for Additional Services and pre-priced tasks, when reviewed in conjunction with the total evaluated price, should be consistent. Offerors with low total evaluated price and high prices for Additional Services and pre-priced task may be considered unbalanced pricing and may result in the offer being rejected.
NOTE: The price may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. A price adjustment for supplies, materials, equipment and labor other than prevailing labor rate revisions will not be considered.
M.5 Miscellaneous Documents
This is not an evaluation factor. However, failure to submit completed, required documents may result in the offeror being considered non-responsive and eliminated from further consideration.
