About this file
This document is a section detailing subcontractors for an Arizona Department of Transportation (ADOT) On-Call Diamond Grinding contract with solicitation number BPM006648. The primary contractor appears to be WSP, who has assembled a team of specialized subcontractors including McNeil Brothers, DSI, A-CORE, Paveco, Quail Construction, and Roadway Electric to support diamond grinding and related infrastructure maintenance projects.
The subcontractors are assigned percentage ranges for project work, with DSI potentially handling 20-35% of a project as the largest diamond grinding company in the United States, A-CORE managing less than 15%, McNeil Brothers covering 5-15% focused on concrete and spall repair, Paveco contributing roughly 5%, Quail Construction less than 10%, and Roadway Electric handling minimal electrical work at under 2% of project costs. The team emphasizes communication through daily toolbox talks, radios, and phones to ensure project efficiency, safety, and problem-solving, with each subcontractor bringing specialized expertise in concrete work, grinding, joint repair, traffic control, and electrical systems.

Solicitation Number BPM006648
SUBCONTRACTORS
Additionally, for each subcontractor listed provide a brief description of the services the subcontractor would provide and the percentage of work the subcontract will perform. Offeror shall include a detailed response how offeror will manage subcontractor relationships, ensure quality of work performed and explain how communication will take place among all parties.
Communication is the most critical role each partner plays on this team. Radios and phones are an excellent way to communicate but daily toolbox talks about work areas, safety, and ways to improve solve problems long before they happen.
McNeil Brothers – McNeil is the most experienced concrete contractor in the state. McNeil’s experience with spall repair is unmatched. McNeil can account for roughly 5-15% of the contract depending on the condition of the underlying PCCP. Matt/Greg and his team are committed to providing ADOT and traveling public the successful projects they deserve.
DSI – WSP has worked side by side with DSI on numerous diamond grinding projects throughout the state.
DSI has the largest capacity of any Diamond Grinding Company in the United States. They have provided as few as 2 grinding operations and as many as 12. Not only are they capable from a capacity standpoint they have accomplished the highest quality ride and surface in the state. Al Adamek has over 30 years of diamond grinding experience and has been attentive to WSP’s needs and changes to make the projects more efficient. DSI can account for as much as 35% of a project or as low as 20%
A-CORE – A-Core has been a very reliable strategic partner on these types of projects. A-Core can grind, cut, drill, epoxy and joint repair on any project on the shortest notice. On a typical project A-Core would normally account for less than 15% of the work.
Paveco – Paveco will play an important role in helping maintain the functionality of the joints in order to maintain the longevity of the PCCP. Paveco is an essential partner who we have worked hand in hand on many ADOT jobs over the years. They will account for roughly 5% of the project.
Quail Construction – Quail Construction has also become a critical component of the WSP team. The combined experience of our two companies allows for a smoother traffic experience for the public, ADOT and those working within the project. Spending extra time on the TCP’s to ensure safety and efficiency ultimately makes the set up on the projects run smoother. SWB accounts for less than 10% of each project.
Roadway Electric – RE handles the loop replacements and any other electrical issues that arise on a project. So far, those repairs have been minimal because the milling operations have been refined not to damage existing electrical lines. RE accounts for less than 2% of projects costs historically.
