About this file
This document is a Method of Approach proposal from WSP Inc. for the Arizona Department of Transportation (ADOT) On-Call Diamond Grinding project, with the solicitation number BPM006648. The document outlines WSP's comprehensive approach to performing micro-milling and diamond grinding services for pavement surface restoration and maintenance.
The proposal details a five-stage process for executing diamond grinding and micro-milling projects, including project planning and preparation, execution, safety and environmental measures, final inspection and quality control, and maintenance and follow-up. Key elements include site assessment, equipment selection, depth control, material removal, traffic management, surface texture optimization, and post-project evaluation. The approach emphasizes thorough planning, precise technical execution, worker and public safety, environmental considerations, and quality assurance through detailed inspection protocols. While no specific pricing or contract terms are explicitly stated, the document serves as a technical methodology for performing road surface grinding and milling services for ADOT.

ADOT On-Call Diamond Grinding
Solicitation Number BPM006648
METHOD OF APPROACH
Offeror shall include a complete response to the Solicitation's Scope of Work requirements, including a detailed description of the method of approach to perform and complete a diamond grinding project.
WSP Inc.’s business model is that success on a project is determined prior to work beginning. With proper planning, thorough preparation, and communicating before work begins ensures that obstacles along the way have been thought out and solved. As it relates to Micro-Milling and Grinding projects we use the following approach.
1. Project Planning and Preparation
a. Define Scope & Objectives: Clearly define the goals of the project, including the desired surface profile, final appearance, and material specifications.
b. Site Assessment: Conduct a site survey to identify existing conditions such as the pavement structure, surface conditions, joint layout, traffic patterns, check any local events
c. Timeline & Budget: Develop a project schedule with milestones, factoring in working hours, weather, and potential delays, along with a budget allocation.
d. Determine the Equipment: Select the appropriate micro-milling and diamond grinding equipment. Assess the necessary quantity of milling machines and diamond grinders, required for the proposed schedule.
e. Environmental and Safety Considerations:
i. Dust control: Evaluate dust control measures during diamond grinding and micro-milling. Locate water and estimate demand
ii. Traffic management: Based on project schedule, prepare lane/full closures, submit traffic control plans to ensure public safety and traffic flows.
iii. Noise and vibration control: Consider measures for minimizing disturbance to the surrounding areas.
f. Materials & Resources Planning:
i. Tooling: Once TCP’s are approved, coordinate with milling and grinding superintendents to determine the quantity of machines necessary to meet project schedule.
ii. Consumables: Ensure that necessary consumables like coolant, lubricants, and wear parts are available.
iii. Skilled Labor: Match the necessary operators, laborers and supervisors needed to accomplish the schedule of activites
2. Execution Phase
Micro-Milling
a. Setup: Stage micro-milling equipment on-site, including verifying the proper alignment and functionality of the machinery, verify that the micro-milling machines are equipped with the correct cutters for the desired depth and width.
b. Micro-Milling Process:
i. Depth Control: Ensure that milling machines can operate at the correct depth to remove the Asphalt while minimizing damage to the existing PCCP. Maintain at least 1 ground man for each miller to verify depth control.
ii. Material Removal: Begin micro-milling, removing the surface material progressively while ensuring minimal disruption to the underlying structure. The depth of milling may vary based on project requirements.
iii. Material Handling: As the micro-milling process generates loose asphalt efficiently collect and dispose of those millings by loading into trucks and removing them from the project.
iv. Traffic Control: Follow closely the requirements in the TCP to maintain the necessary flaggers, signage, or detours, ensuring the safety of both the workforce and the public. Make sure the traffic control subcontractor is staffed to maintain equipment and or possibly open work zone up to traffic earlier than expected.
Diamond Grinding
c. Preparation: Before diamond grinding, ensure that the surface has been properly milled and any cracks, spalls or imperfections are addressed. Sweep and clean the surface to remove debris.
d. Grinding Process:
i. Tool Selection: Choose the correct type of diamond grinding blade depending on the size of the work area, desired texture and surface smoothness (eg; profile grinding or shoulder and ramp grinding).
ii. Depth and Profile: Set the machine to the required depth, ensuring an even cut across the entire surface. The diamond grinding machine should maintain a constant speed and pressure to produce a uniform texture.
iii. Grinding Pattern: Use the proper pattern (longitudinal or transverse) based on the surface requirements. Achieve taper on outside pass of ground area.
iv. Surface Texture: Achieve the required surface finish, operate a 10-15’ test section to ensure skid resistance is achieved.
Post-Grinding Inspection
a. Smoothness and Profile Check: Perform a smoothness test using a straight edge, profilograph, or IRI vehicle to ensure the surface is within tolerance limits.
b. Surface Cleaning: Once the grinding is complete, thoroughly clean the surface to remove any dust, debris, and slurry that may have accumulated during the process.
c. Final Quality Check: Inspect the surface for uniformity, smoothness, and any visible defects (e.g., gouges, uneven textures). Also, check for loose debris or areas of excess dust.
3. Safety and Environmental Measures
a. PPE (Personal Protective Equipment): Ensure all workers are equipped with the necessary PPE, such as helmets, hearing protection, eye protection, dust masks, and gloves.
b. Dust and Emission Control: Implement dust suppression methods such as water spraying or vacuums on milling/grinding equipment to minimize airborne particles.
c. Noise Management: Limit operations during off-peak hours if necessary to reduce noise impact. Use noise barriers or mufflers on machines.
d. Traffic Safety: Set up proper signage and barriers to protect workers and the public. Use flaggers for guiding traffic around work zones.
4. Final Inspection and Quality Control
a. Surface Evaluation: Once milling and diamond grinding are complete, evaluate the surface texture and smoothness, making sure it meets the design specifications and standards.
b. Documentation: Document all processes, including surface measurements, machinery settings, and material disposal records, for final project reporting.
c. Client Review: Perform a final review with ADOT to ensure the work meets expectations.
d. Housekeeping: Housekeep the entire work area to ensure when public drives through the project site it looks professional
5. Maintenance and Follow-up
a. Post-Project Review: After the milling and grinding work, monitor the surface condition for any issues such as early wear or distress.
b. Feedback: Provide feedback from the field crew to improve methods for future projects.
