About this file
This document is a clarification response letter from Tetra Tech, Inc. to the Arizona Department of Environmental Quality (ADEQ), specifically addressed to Patricia Lorenzen, Senior Procurement Specialist. The letter is in response to a clarification request related to Solicitation Number BPM003500 for "Water Quality Sampling and Monitoring" and is dated August 2, 2021.
The letter demonstrates Tetra Tech's capability to directly load water quality data to EPA's Water Quality Exchange (WQX), bypassing ADEQ's Water Quality Database. The company highlights its experience with data submission, including understanding complex metadata requirements like "Domain Values" and creating import configuration templates for projects, monitoring locations, results, and activities. Tetra Tech has a WQX account and can successfully upload water chemistry and biological sampling data (such as benthic macroinvertebrates and fish data) that is publicly available through the Water Quality Data Portal. The level of effort for data loading varies depending on the completeness and accuracy of the submitted data, with all metadata fields requiring valid domain values specific to the data type.

Subject: Clarification Request - Solicitation Number: BPM003500 “Water Quality Sampling and Monitoring”
Dear Mrs. Lorenzen:
Tetra Tech, Inc. is submitting this letter at the request of the Arizona Department of Environmental Quality in response to the following clarification request:
Item # 1: Does your company have the ability to directly load water quality data to EPA's Water Quality Exchange (rather than through ADEQ's Water Quality Database)? Can you provide an example of data you loaded to the water quality exchange that is available on the water quality portal at www.waterqualitydata.us.
Tetra Tech, Inc. currently has a Water Quality Exchange (WQX) account and has directly loaded data to EPA’s WQX that is available through the Water Quality Data Portal. This task requires general knowledge of the data being uploaded and what metadata is required, known as “Domain Values” (figure 1). The domain values provided must match (validate) and be availble in WQX or that particula record will not load. We have experience resolving these issues. We are experienced with devloping relational databases therefore we have a good understanding of how WQX and CDX works.

Import configuration templates are also created for Projects, Monitoring locations, Results and Activities (Figure 2).

Below is a screen shot of successfully loading data to CDX (Figure 3). Data are first loaded to a staging database where the user can resolve data issues. Once all the data issues are resolved data are loaded to CDX and will become publicly available.
Figure 3 Screen shot of data successful submitted to CDX that can be downloaded from the portal.
Data loaded by Tetra Tech can be retrieved from the Water Quality Portal by entering “TETRATECH” in the Organization ID field (Figure 4 -5). This is data loaded for EPA Region IV.

Level of effort for loading data can vary and is determined by the completeness of the data.
Data submission requires all fields with meta-data be complete with valid domain values (dependent on the type of data). Examples would include analytical methods and data qualifiers. We have experience with both water chemistry data and biological sampling data (e.g., benthic macroinvertebrates and fish).
If you have any questions, please feel free to contact us at your convenience.
Sincerely, Tetra Tech, Inc.
