About this file
This is a Technical Criteria document for the Utah Division of Purchasing's RM27-1 Vehicles Request for Proposal, a competitive procurement vehicle that may result in multiple awards. The RFP seeks vendors to provide vehicles under a 5-year contract term. Award determinations will be based on vendors meeting both a technical score threshold and a total score threshold, with the potential for multiple vendors to be selected. Specific details regarding response dates, due dates, site visits, and bidder's meetings are not detailed in this technical criteria document.
Pricing terms require vendors to guarantee pricing for 12 months and maintain percentage discounts throughout the life of the contract, with an administrative fee of 0.50% (one-half of one percent) applicable to all transactions. The document serves as a framework for evaluating vendor qualifications and technical capabilities as part of the competitive selection process. Additional procurement details regarding specific vehicle quantities, specifications, funding sources, and any incumbent considerations would be contained in other RFP documents.

Technical Criteria Attachment D RM27-1 Vehicles
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.
Possible technical evaluation points: 1000 Minimum technical evaluation points to advance to the cost evaluation stage: 600
VENDOR INSTRUCTIONS:
1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.
2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.
3. Do not include any pricing information in any response to these questions.
4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
