About this file
This is a Vehicle Pricing Information attachment for RFP RM27-1 issued by the State of Utah Division of Purchasing to establish a vehicle supply contract. The RFP seeks to contract with vehicle manufacturers and dealerships to provide vehicles to eligible government entities, political subdivisions, and county and city municipalities. The contract has a five-year term. Respondents must submit detailed pricing for model year 2027 vehicles, including MSRP, discounts, credits, and final costs with destination charges included. Vendors are required to guarantee pricing for 12 months and maintain percentage discounts for the life of the contract. Annually, typically in August for September 1st implementation, vendors must submit updated pricing in the same format for new model year vehicles.
Pricing submissions must clearly identify the price type used by the manufacturer for specification sheets, chosen from invoice, net dealer invoice, or VQ1 pricing as listed in Carbook Pro. No administrative fees or state fees may be charged to eligible users as separate line items. Respondents must also address scope of work requirements regarding preventative maintenance and repair services, providing detailed pricing for all maintenance-related products and services offered, which can be structured as percentage discounts off published prices, maximum markups on parts, or discounts off published hourly rates. The RFP may result in multiple awards based on vendors passing both technical score and total score thresholds. An administrative fee of 0.50% is specified in the contract terms.
