About this file
This Statement of Work (SOW) details bulk sodium sampling and analysis services for the Central Plateau Cleanup Company (CPCCo), a prime Department of Energy (DOE) contractor. The work involves sampling and analyzing three drums of solid bulk sodium originally received at the Hanford Site in 1975, as well as supporting sampling efforts for two sodium storage tanks. Key tasks include developing a drum handling and sampling plan, creating a waste management plan, conducting analytical testing for specific elemental impurities per a DOE Nuclear Energy specification, and providing feasibility assessment for tank sampling.
The SOW requires the contractor to have demonstrated experience working with metallic sodium, provide specialized technical personnel, and follow strict environmental, safety, and health requirements. The work will be performed primarily at the contractor's facility, with a field walkdown of the Sodium Storage Facility in Hanford's 400 Area. Deliverables include draft and final analytical results documents and a tank sampling feasibility assessment. The project involves precise elemental analysis of sodium with specific impurity limits, including elements like calcium, potassium, chlorides, uranium, sulfur, and others, with the potential end-use being commercial reactor applications.

STATEMENT OF WORK – MANAGED TASK
TITLE: Bulk Sodium Sampling and Analysis
Revision 0 August 25, 2025
Prepared by: J. Luey
1.0 INTRODUCTION / BACKGROUND
This Statement of Work (SOW) is issued for the performance of Bulk Sodium Sampling and Analysis services in support of Central Plateau Cleanup Company (CPCCo) work scope. CPCCo (Buyer) is a prime contractor to the Department of Energy (DOE) and all work on this SOW will be performed in support of the CPCCo prime contract with DOE.
Drums (three total) that will be transported by the Buyer to a Contractor facility for sampling were originally received at Hanford in 1975. There are a total of 158 208-Liter (55-gallon) drums (inerted and sealed), each overpacked in a 321-Liter (85-gallon) drum. Each inner drum was originally inerted with a nitrogen blanket prior to sealing and transport to the Hanford Site. The drums are stored within the South Alkali Metal Storage Modules in the Hanford 200 West Area.
2.0 DESCRIPTION OF WORK – GENERAL
Contractor employee(s) shall be responsible for independently planning, organizing, and performing a wide variety of specialized technical duties in support of the successful completion of goals and deliverables in accordance with all provisions of the Contract.
The Hanford Site has solid bulk sodium stored in drums and tanks. To support the development of processing and disposition options, sampling and analysis of the solid bulk sodium is needed.
3.0 DESCRIPTION OF WORK – SPECIFIC
The work scope for this activity includes the resources, material and/or equipment necessary to accomplish the following activities:
A. Contractor shall sample and analyze three (3) drums provided by the Buyer. Each drum contains solid bulk sodium and needs to be sampled and analyzed for constituents described in Table 1.
B. After sampling, each drum shall be resealed as part of preparation for CPCCo to pick up the drums and return to Hanford. Any unused samples are to be disposed by Contractor in accordance with applicable regulatory requirements.
C. Contractor shall provide resources and equipment to support training and field observation/support of CPCCo resources to enable CPCCo to obtain a sample from two
(2) tanks on the Hanford Site that contain solid bulk sodium. Recovered samples will subsequently be transported by CPCCo to a Contractor named facility for analysis by Contractor for constituents described in Section 3.1. Any unused samples to be disposed by Contractor in accordance with applicable regulatory requirements.
The DOE Hanford Field Office, through discussions with the DOE Office of Nuclear Energy, has identified a potential use for Hanford’s bulk sodium for commercial reactors that are currently in various stages of development. Information shown in Table 1 was extracted from a bulk sodium specification provided by the DOE Office of Nuclear Energy. The specification is for bulk sodium intended for use in new commercial reactors. As shown in Table 1, there are not a specified limit for silicon and cesium; data for these elements are for information (as indicated by “Report for Information” in the table).
Table 1. Maximum Permissible Sodium Impurity Level* (wppm)
Element Limit in Received Sodium, wppm
Calcium (Ca) <10
Potassium (K) <300

*These specified levels (weight parts per million, wppm) include the analytical uncertainty, and hence, the measure value for an impurity plus its respective uncertainties must not exceed the specified levels.
3.1.1 Task A Sampling and Analysis of Drums
Records at the time of filling indicate the drums contain slightly radioactive sodium (4 mR/h at the surface of each drum of sodium). The estimated radiological content (based on review of 1976 data) was:
Na-22: 3.29E-2 Ci Sr-90: 2.85E-5 Ci Cs-137: 4.55E-2 Ci Pu-239: <5.06E-6 Ci
Radiological survey performed in March 2025 measured 0.2 and 0.3 mR/hr at the surface of the drum overpack (background measurements were 0.01 to 0.02 mR/hr). Values represent the maximum measured for a drum within an Alkali Metal Storage Module. At least one drum from each of the eight storage modules was measured, specific number is not stated in the radiological survey report.
A. Contractor shall provide a Drum Handling and Sampling Plan Development - The plan shall address the following at a minimum: industrial health and safety elements associated with receipt of the drums, sampling strategy to obtain a representative sample, opening of drums, collection of sample, protocols to be followed for handling of samples for analysis, performance of analysis (with methodology/specification, blanks, duplicates, quality assurance, spikes, etc. defined), and resealing of drums.
B. Contractor shall provide a Waste Management Plan Development – This plan is to provide the specifics for how secondary waste generated from activities will be handled and dispositioned. As applicable, the plan shall also indicate how unused samples will be dispositioned.
C. Contractor shall provide an Analytical Results Reporting – The report shall contain at a minimum, the raw analytical results with a cover sheet that summarizes:
Results for the specific elements in Table 1.
Analytical method(s) and associated measurement uncertainty.
Concerns the analytical lab noted during handling of sodium sample.

The Sodium Storage Facility (Building 402) is located in Hanford’s 400 Area. There are four (4) tanks within the facility (T-3001 through T-3004). Tanks T-3001 (196,800 liters) and T-3004 (302,800 liters) are of interest because they contain sodium that is anticipated to be free of radionuclides given the source of the sodium from FFTF.
Drawings associated with the facility are provided as attachment to this SOW. An argon cover gas is maintained within the tanks as indicated on the Process Piping drawings in the attachment.
Due to the presence of measurable radiation dose within the facility, and the unknown condition of the heating systems and access points into the tanks, this task is divided into an initial effort and an optional effort.
Contractor shall provide an Initial Feasibility Assessment: This Contractor activity is comprised of the following elements.
A. Review of Sodium Storage information package to determine potential sampling points, identification of systems required to be operational to enable sampling, and identification of elements for which a field walkdown would be beneficial to support the feasibility assessment.
B. Provide input to CPCCo work planning package for safe implementation of the field walkdown and identification of walkdown objectives. The CPCCo work planning package will identify known hazards in Building 402 and provide the requirements for entry into the building for the non-intrusive walkdown.
C. Participate in the CPCCo led field walkdown. Contractor will be in the presence of CPCCo personnel at all times during the field walkdown.
D. Provide report that documents the feasibility to collect sample from tanks T-3001 and T-3004, outlines the sampling activities, identifies equipment that would be provided by the Contractor, and recommended systems for which CPCCo would need to bring online to enable sampling.
3.1.3 Optional Task: Tank Sampling (based on previous sampling results)
