Correct Building 5, 6, & 8 Water Infiltration Project #549-17-104

VA North Texas Health Care System (VANTHCS) - Dallas

Contractor shall provide all labor, materials, tools, equipment and supervision necessary to design and build (Design/Build) the corrections for the water infiltration systems in Buildings 5, 6, and 8 at the Dallas VANTHCS, Dallas, TX (4500 S Lancaster Rd). The Contractor will investigate water infiltration into buildings 5, 6 and 8 to correct any deficiencies and repair water damage to buildings and adjacent grounds. The Contractor shall comply with the CFM/TIL specifications.

1. GENERAL: The contractor will walk the site and document findings and conditions of interior wall surfaces, as well as exterior surfaces of structures. The contractor will inspect the entire basement envelope and investigate all possible avenues of water intrusion into the basement; this will include walls, windows, window wells, exterior doors, elevator shafts, stairwells, and other possible avenues of entry. The contractor will develop a schedule phasing to accomplish tasks. The purpose of this project is to seal all penetrations to the building’s basement and divert water from the exteriors and annex buildings to existing storm drains. The contractor will commission a firm to inspect (with a camera device) and repair/correct all drains are all to be tested to ensure that they are open to mains.

Secure/replace all loose down spouts/leaders, replace missing down spouts/leaders, and clear all subsurface drains, including at the stairwells. Clean and re-seal all wall penetrations inside and outside of buildings. Install waterproofing materials as appropriate on exterior walls at the subsurface levels.

Building 6 & 8 will require remediation of all interior sheetrock from furred out walls, ceiling tiles and floor tile. Encapsulate area where mold is present. Provide all labor, materials, tools and equipment necessary to install and apply products and or equipment as outlined to complete tasks for this SOW.

2. DESIGN & CONSTRUCTION:

Remediation will be required and build back may be required on some buildings due to water damage. During the remediation period the contractor shall be responsible for the protection of affected areas of building(s). The contractor will use negative air machines and maintain a negative air environment to ensure no contaminants spread throughout active areas. A/C units will be protected as well to ensure no mold or other growth affects upper floors. The contractor shall take measures to keep employees, visitors and veterans from injury while performing any abatement or cleanup work.

The contractor shall cordon off areas and post signage where work will be performed and will coordinate with the COR on all activities. The contractor will take all precautions so that noise and construction dust or debris is not released into the areas where guest are located. If this does occur the contractor shall immediately clean up the area so that debris is not disbursed to the other areas. The contractor shall comply with all OSHA, ICRA, and fire and safety regulations during the performance of work.

The contractor will provide a work schedule and will notify the COR when moving to new work areas. A final work schedule on the Microsoft Projects or equivalent software must be submitted and approved by the CO/COR prior to the starting of construction. All work will be performed per OSHA 1910 and 1926 and workers must be trained in proper mold remediation. Supervisors must have Certified Mold Remediator Certification (CMR).

Contractors will wear proper PPE required to perform interior work.

The contractor will be provided Asbestos surveys for each building (See SOW Attachment 3 – Asbestos Inspection Bldg 5,6,8). However, if storm water excavation is required, there are old steam lines abandoned to the north of each building that have asbestos containing pipe wrappings. The contractor will provide information on their drawings to advise the construction team of previously noted ACM and newly discovered ACM.

The construction team may encounter leaded paint structural and finishes items (See SOW Attachment 4 – Lead Paint Survey Bldg 5,6,8). The construction contractor needs to adhere to VA specifications concerning the proper disposal, testing and safety practices in dealing with lead painted surfaces.

3. CONSTRUCTION PROJECT ACTIVITIES:

Contractor will provide one week’s notice to the COR prior to any work beginning.

Notification will be given when specific areas will need to be closed off to through traffic.

The contractor will use an approved work schedule of anticipated tasks to be performed.

Contract will start with a kick-off-meeting, at which time the notice to proceed (NTP) will be issued. The contractor shall keep a project log of daily activities, and submittal log. The contractor will follow all work place safety training/practices per OSHA standards. The contractor will obtain an approved ICRA form prior to commencing any work on site. The contractor is responsible for storage of materials and work tools off-site in approved location by the COR.

The contractor shall submit samples of waterproofing material that may be used to permanently seal all voids in the walls at the subsurface levels. Samples must be submitted for window well covers to be used to provide water shedding over subsurface windows.

Window well covers must be of a strong polycarbonate material and have an extended life warranty. All areas where water is leaving the building structure will be diverted to provide correct drainage away from building.

The contractor will warranty all workmanship and labor for a period of 1 year from the time contract is complete. In addition, the contractor will provide equipment or material warranties from the manufacturers as provided.

The contractor will use fill dirt to bring surface level to maintain slope to drain away runoff where possible. Where this is not feasible the contractor will consider various methods to include but not limited to berms, dry wells, grading, swells, and French drain systems to divert water away from buildings.

Contractor will install mold and moisture resistant sheetrock in basement wherever old damage material is removed for the build back.

All existing drains both interior and exterior will be inspected and tested to ensure that water will flow to main storm drains.

The contractor shall install landscape drain grates as necessary to provide removal of surface water around the buildings. The contractor will provide a proposed drawing configuration where system will be connected to remove water away from building structure. The contractor shall provide submittal sample of materials that may be used e.g. perforated pipe, geotextile fabrics, grates, gravel, grasses, and concrete.

Where landscape is redone to correct slope, drainage or otherwise damaged areas, the areas will be repaired with a drought resistant sod such as Bermuda, St. Augustine or Zoysia. The contractor will temporarily remove shrubs and replace after moisture proofing methods are done. If the shrubs cannot be saved, the shrubs will be replaced with 10-gallon replacements.

If trees are removed, 4” diameter trees of the same species will be planted. Before excavation, the irrigation will be located. Excavation pipes, valves and wires will be mainly located. The pipe will be capped, and wires cut to avoid just pulling wires and piping with an excavator. The de-installing and re-installing of the irrigation system will be done by a Texas licensed irrigator.

The contractor will inspect any interior water sources to assure that any potential flooding from equipment or water tanks are identified and remediated.

The contractor will re-seal and caulk all windows and expansion joints of buildings.

The contractor will paint all surfaces during build back and submit color samples for approval.

The contractor will prepare and clean all floor space to stain and seal floor. Color TBD.

The contractor shall install new stair treads in main interior stairwell leading to basement.

The contractor shall inspect/repair any door thresholds or sweeps to prevent water from entering the building.

The contractor shall remove fire exit stairs currently located on the southwest end of building 8 and dispose of offsite. Fire exit stairwell and concrete landing shall be demolished and re-set, French drains will be set in areas that would allow the best possible scenario for water to be diverted away from building. The contractor shall install a new a fire emergency exit stairwell at building 8 west 2nd floor entry. Contractor shall install Redd Team (Aluminum Products) or equal, made of aluminum with a landing at the exit door and a landing midway. Dimension for stair shall be at minimum 4’x4 landing on all levels. The contractor will ensure that all basement exits are functional. Install larger exterior drains for these exit landings and a sensor system to provide early to warning the Energy Center of clogged basement landing area drains.
