About this file
This document contains a solicitation for a design-build contract opportunity to correct water infiltration issues at three buildings at the Dallas VA Medical Center. The Department of Veterans Affairs seeks to investigate water infiltration into buildings 5, 6 and 8 to seal all basement wall and window penetrations, install waterproofing, remediate sheetrock and other interior materials where needed, and divert water from building exteriors and annexes to existing storm drains. The solicitation will be issued as a Request for Proposal and evaluated using Lowest Price Technically Acceptable procedures, with a set-aside for Service-Disabled Veteran-Owned Small Businesses. The estimated value is between $1-2 million. Questions are due by July 23rd, with responses provided by August 5th. The period of performance is approximately 270 days from notice to proceed.

3. 7/23/2019 8/5/2019 Under 2.7 Proposal Requirements, B. Phase I Proposal Format and Evaluation, number 1, the RFP states that there is a twenty (20) page maximum for the entire proposal. Please confirm we can exclude from the page count the administrative items below as we feel 20 pages is not enough to include all these items and still have space to meet the requirements for Factors 1 and
a. Cover/Title page (1 page)
b. Table of Contents (1 page)
c. Preface (1 page)
d. SF 1442 (2 pages)
e. Any future amendments (none as of now)
f. Reps and Certs (7 pages)
g. Contractor Safety and Environmental
Record Evaluation Form (1 page)
Together, items a - f take up 13 of the 20-page maximum. This leaves only 7 pages in which to discuss Factor 1 and Factor 2. If there are any amendments released, the number of pages allocable for Factor 1 and Factor 2 would decrease again.
For Phase I proposals:
- Cover/Title and TOC do not count toward page count
- See response #1 regarding Preface
- SF 1442 is not submitted with Phase I
- Amendments shall be acknowledged on the Title Page for Phase I; they will be further acknowledged and included in Phase II with the SF 1442 (See response #4)
- Reps and Certs are not submitted with Phase I
- See response #2 regarding Contractor Safety and Environmental Record Evaluation Form
4. 7/23/2019 8/5/2019 For any future amendments should we return a signed copy of the SF 30, or just acknowledge the amendment on the SF 1442?
Phase I: SF1442 is not submitted with Phase I proposals, please acknowledge on the Title Page.
(Example Language: Amendment 0002 8-6-2019 Acknowledged). You may include signed SF30s if you want, but it is not required.
Phase II: Please acknowledge all amendments on the SF1442.
