Fire Door Compliance Solicitation 36C26219B0001
RFI Questions and Answers #1-6
1. Many of the doors noted on the Attachment 1 Correction List have a “Recommended Action” stating “Obtain test result that door and frame are XX-minute rated – replace if necessary”.
Does the VA have a testing agency, or the qualifications required for the testing agency that would be approved to perform this testing?
GOVERNMENT RESPONSE: The VAMC Loma Linda has no specific testing agency required to conduct the door certifications/re-certifications. The expectation is to have a vendor who can certify and properly label the doors for their applicable fire rating as some of the fire doors do not have a visible stamp or tag to visually show the door is rated i.e. for 90 minutes, 60 minutes, etc. There are numerous fire door certification re-cert companies to achieve this to the applicable doors.
2. Many of the doors noted on the Attachment 1 Correction List have a “Recommended Action” stating “Obtain test result that door and frame are XX-minute rated – replace if necessary”.
How are the Contractors to bid this action? It will not be known if the door needs replacing until the testing is performed. Should the Contractor include the full cost of replacing every door/frame/hardware set for all of the doors that require this action or will doors requiring replacement be considered a differing condition that will be handled with a contract modification?
GOVERNMENT RESPONSE: The doors not having proper fire rating nomenclature will need to be re-certified. If the door is however rated for a specific rating and the door should be another rated door it will need to be replaced. For example, if a door gets recertified and it is a one hour rated door, but a two-hour rated door is required then the VA will need to be made aware of this and a modification list would need to be provided. However, the documentation of the door deficiencies provided by the VA should be referenced as many of these have already been identified.
3. Will all of the doors require new paint? If only some will require repainting, how will this be determined prior to the bid?
GOVERNMENT RESPONSE: The request of door painting was not covered in the scope of work.
4. Will lead-based paint be expected to be encountered during the course of work for this project?
GOVERNMENT RESPONSE: There is no expectation to find any lead-based paint in the doors for this project.
5. The Attachment 1 Door Deficiencies List appears to have been converted from an Excel file into a PDF file and there are numerous blank pages at the end and also several of the cells have been cut off and cannot be read. Will the VA provide a clear copy of this list that is not cut off or missing information?
GOVERNMENT RESPONSE: The Government has attached the Excel file to this Amendment.
6. Many doors have actions required such as “adjust self-closing latch”. How will the VA be handling the contract when it is evident after adjusting, the door will require new parts and new work? Will this be a contract modification?

GOVERNMENT RESPONSE: The deficiency list states which doors need adjusting and which doors require new hardware replacements. In the event that a door adjustment does not fix the deficiency and a hardware replacement is required the expectation is that the vendor provides this information to the VA so it can be determined what will need to be done to address the issue, but this will require proper communication between the contractor and the VA.
