About this file
This is a Questions and Answers document for Amendment 0002 of a VA air testing, adjusting, and balancing (TAB) service solicitation, along with supporting reference TAB reports from 2018 and 2025.
The Q&A clarifies key contract requirements for ongoing TAB services at the VA Fresno facility. The scope includes adjusting HVAC systems to meet VA Design Manual criteria for air exchange rates and pressure differentials, with a separate $40,000 annual funding allocation for repairs only—adjustments are included in base service costs. TAB work must be performed outside normal business hours (M-F 7am-5pm), with special considerations for sensitive clinical areas (Operating Rooms, ICU, PACU, isolation rooms, morgue) where no work may occur during surgical cases. A VA escort will be provided for all work, and infection control standards must be strictly enforced in high-risk areas, including use of personal protective equipment and containment measures. The contractor must engage controls contractors if BAS adjustments are needed. Reports must include formal structure (title page, table of contents, executive summary, deficiency listings, summary tables with minimum and actual values, and technician/equipment certifications). Pricing should be quoted for annual services, though invoicing may be broken into quarterly intervals paid in arrears. Service deficiencies unrelated to physical HVAC system issues (such as unprofessional conduct or workmanship issues) must be resolved the same business day identified. The VA cannot guarantee accuracy of mechanical drawings provided and has no register counts available; contractors should assume systems may be significantly out of balance and require full corrective adjustments. The attached 2018 TAB report (Systems Service Mechanical, NEBB Cert. No. 2938) and 2025 recertification report (Equal Air Balance Company, NEBB Cert. No. 2910) document baseline conditions and current deficiencies across multiple hospital rooms, including insufficient airflow in various clinical spaces, pressure differential issues, and equipment concerns such as capped exhaust registers and disconnected ductwork.

Questions and Answers – Amendment 0002
1. Baseline System Conditions - Are current airflow, ACH, and pressure readings available for the listed spaces, or should contractors assume systems are significantly out of balance and require full corrective adjustments?
The most recent previous TAB report is attached (Amendment 0002 - Attachments 1, 2, and 3); however, it is not inclusive of all spaces included in the PWS as additional rooms have been added under this requirement. A limited number of additional balance reports, generated at the conclusion of construction for rooms in newer buildings, have also been provided for reference. For spaces not included in the most recent TAB, the government cannot assure the current balance condition.
1. Extent of TAB Responsibilities - Is the contractor’s responsibility limited to testing and reporting, or does the scope require full corrective balancing, including damper adjustments, VAV recalibration, and diffuser modifications where required to meet design criteria?
The scope includes adjusting the air conveyance system as necessary to meet the VA HVAC Design Manual criteria for air exchange rate and pressure criteria. A separate funding line-item allocation of $40,000 per year is included to address repairs that may be required to meet the criteria. Refer to Section 5 of the PWS. This allocation is for repairs only, not adjustments which are to be included in the base service cost.
1. System Deficiencies Outside TAB Control - In cases where deficiencies are related to controls issues, failed actuators, or mechanical limitations beyond TAB scope, should these conditions be documented only, or is corrective action expected under this contract?
A separate funding line-item allocation of $40,000 per year is included to address repairs that may be required to meet the air balancing criteria. Refer to Section 5 of the PWS. This allocation is for repairs only, not adjustments which are to be included in the base service cost.
1. Access, Scheduling, and Infection Control Requirements - For sensitive clinical areas such as Operating Rooms, Isolation Rooms, ICU, PACU, Decontamination Areas, and the Morgue, are there defined work windows (after-hours/weekends), escort requirements, or Infection Control Risk Assessment (ICRA) protocols that contractors must account for?
Per section 8.12 “The services of this contract will be performed outside of normal business hours” Business hours being defined as M-F 7am to 5pm. The Operating Room typically concludes weekday cases prior to 5pm, however emergency cases or extended surgeries may require a deferred start time in the OR specifically if TAB work is attempted during the week. The OR currently does not schedule surgical cases on the weekend. Unplanned emergency cases are occasionally conducted on the weekend. No work may be performed in the OR during a surgical case.
A VA escort will be provided for work being performed in all areas of the hospital. Limited unescorted activity will be permitted when vendor personnel have obtained full background clearance and have been issued an identification badge. Badge information is specified in Section 17 of the PWS.
Infection Control Standards will be strictly enforced in high-risk areas of the hospital such as the OR, PACU, ICU and other clinical or sensitive areas. Infection Control requirements will include but not be limited to use of covered tool carts, personal protective attire (bunny suites, shoe covers, beard covers, hair bonnets, masks, etc), containments (if necessary for repair work), and similar prevention strategies. Refer to sections aa of the PWS.
1. Controls and BAS Coordination - Will Building Automation System (BAS) support be provided by the VA during TAB activities, or is the TAB contractor expected to coordinate and troubleshoot controls-related issues to stabilize systems for testing?
If BAS system adjustments are required as part of the balancing adjustments, the TAB contractor will need to engage a controls contractor as necessary to make system adjustments to meet balancing criteria.
1. Reporting Format and Deliverables - Are there specific VA-required TAB report templates, electronic submission standards, or documentation formats that must be used beyond the general requirement for accurate and complete reporting?
The report must have a formal report structure inclusive of a Title page, Table of Contents, and well-organized data sheets, complete with legends, definitions. The report shall include an executive summary and consolidated listing of any deficiencies identified and associated repairs required. Summary Tables depicting minimum and actual values shall be included. The report shall include the certifications of the contractor and each technician performing services under the contract as well as the active calibration certificates for each piece of equipment used in the TAB service.
1. Service Frequency and Pricing Structure - Should pricing be annualized to account for Quarterly, Semi-Annual, and Annual testing frequencies, and may rooms with differing frequencies be grouped within the same mobilization where feasible?
For the purpose of the quote in response to this solicitation, please complete the prices for annual services. For the purpose of invoicing /billing, payments may be broken down to quarterly intervals, with payment made for work performed in arrears. Yes, rooms may be grouped by frequency and performed in the same mobilization.
1. Acceptance Criteria and Allowable Tolerances - Are there defined numerical tolerances for airflow and pressure compliance, and what constitutes acceptable variance prior to requiring corrective action or re-testing?
The VA HVAC Design Manual specifies minimum and maximum criteria for ACH and pressure differential. These are to be achieved along with the 20% buffer for ACH stated in Section 3.6 of the PWS, when possible.
1. Deficiency Resolution Requirements - The QASP requires discrepancies to be resolved on the same business day. Does this requirement apply solely to TAB-related deficiencies, or does it extend to system issues outside the contractor’s direct control?
The deficiencies noted in the QASP are specific to quality-of-service issues identified, not physical deficiencies found with the HVAC system. Service deficiencies may be professional conduct issues, or workmanship issues. For example, if ceiling tiles or access panels are left open when a technician leaves an area or a technician is unprofessional with a VA staff member. These are considered quality of service deficiencies and are expected to be resolved by the awarded contractor the same business day they are identified.
1. Register count/Mechanical drawings - The schedule lacks register counts and mechanical plans.
The VA does not have a register count. Mechanical drawings have been provided for the offeror’s use, however the VA cannot guarantee the accuracy of these drawings, and they shall be used for general reference only.

GENERAL NOTES
All VAV boxes were calibrated via EMS program for their maximum / minimum setpoints, distribution after the box was proportionally balanced. Once all boxes calibrated they were forced to cooling max and AH fan speed adjusted to satisfy all zones cooling setpoint, with only two or three boxes damper at 100% open. Duct static pressure set to control VFD.
Outside air damper opened to allow Phase I minimum OSA and ductwork above unit was measured via pitot tube traverse. Return fan tracking speed set when supply fan at operating speed. Return duct distribution proportionally balanced. Supply air and return air totals derived from flowhood tabulation, OSA will not typically equal exactly the difference between SA & RA & OSA reading
EF 2 serving general exhaust was ran and ductwork balanced to the required flows.
Heating pumps serving boilers were reduced down to the design flows from the triple duty valve at inlet to boiler. VFD operating speed remained at 60hz.
Secondary heating pumps were tested per NEBB procedures at full speed and throttling valve was used to verify pumps requirement. Throttling reopen and VFD ran to deliver the required flows to phase I requirement, 36hz
Reheat coils balancing valves were proportionally balanced. Due to seasonal condition boiler was not ran and no heating water and heating air temperatures available.
