Background

HGS Engineering, Inc was contracted by the Department of Veterans Affairs Medical Center contracting office to conduct the lead paint inspection for the Grand Junction, Colorado location. There was a pre inspection briefing at the Medical Center on 21 July 2008. Attendees to the meeting were Mark Fossett, Facility Management Chief; Don Dodson, Engineering Department Representative; and Tim Thompson, HGS Engineering, Inc.

It was decided that all painted areas that had not been completely remodeled since 1982 would be tested. Don Dodson gave remodeled dates for all building to be surveyed.

AHERA RE-INSPECTION SURVEY – Executive Summary

HGS Engineering, Inc. conducted a lead paint inspection for the DVAMC at Grand Junction, Colorado. The buildings inspected were buildings 1, 5, 6, 7, 8, 9, And 12. The inspection started on 21 July 2008 and concluded on 24 July 2008. The summary of the tests are as follows, by buildings, starting with the main medical center and working through the smaller campus buildings.

Testing was accomplished using a Niton Portable XRF Analyzer, Serial Number 7704. This piece of equipment has a Leak Test Analysis Report dated 12 Jun 2008 attached to this report. The detectable level set for this report was 1.0 milligrams per centimeter squared Building 1. The first floor had a remodel date of 1988 except for the South section which had a remodeled date of 1976; in this area no lead paint was detected. The second floor had a remodel date of 1988; no testing was done on this floor. The third floor had a remodel date of 1984 except for the South section which was remodeled in 1980; lead paint was found on the locker room doors and the beige tile used throughout most of the kitchen. The fourth floor had a remodel date of 1984 through 1990 except for the area around the elevators; the only lead paint found was in the stairwell next to the service elevator. The fifth floor had a remodel date of 1980; lead paint was found in the handrails in both Stairwell 2 and 3. The sixth floor did not have a remodel date; lead paint was found in Stairwell 2 and also in the Green tile in the surgical suite dressing areas. The seventh floor also did not have a remodel date; lead paint was found on the handrail going up from the sixth floor, on the frames around some of the windows and on the larger pipes that were painted white.

Building 5. This building did not have a remodel date for any floor and therefore all floors were checked. The crawlspace doors in the basement tested positive for lead paint as did one door frame. On the first and second floor the only lead based paint was found on the window sill and frame on the window near the stairs located next to the elevator.

Building 6. This building did not have a remodel date for any floor and therefore all floors were checked. The crawlspace door in the basement tested positive for lead paint. On the first floor lead paint was found near the rear exit on the door frame, door, and the railing.

Building 7. This building was checked and no lead based paint found inside but was found in the yellow paint near the loading dock.

Building 8. This building did not have a remodel date and was inspected. Lead paint was found on all doors in the near the mechanics break area.

Building 9. This building did not have a remodel date and was inspected. Lead paint was found on pipes and a storage locker that were painted yellow.

Building 12. . This building was checked and no lead based paint found.

There was very little lead based paint found on this site using an approved XRF as suggested by the Department of Housing and Urban Development testing protocol for occupied paces. Paint scrapings were not because of the possibility of lead escaping into the air. A copy of the Performance Characteristic Sheet accompanies this report.
