WORK
Statement of Work LB - Remove & Replace Emergency Generator
- Construction - Long Beach, California VA Health Care System (600)
600-19-1-5667-0007
B.1 INTRODUCTION:
This requirement is for construction services to provide the labor and materials to
Remove & Replace existing Emergency Generator, Day Tank, Exhaust Fan and ATS
(Automatic Transfer Switch) and Wall Mounted Disconnect, Bldg-5A. This project is referred to as: “LB - Remove & Replace Emergency Generator” in the Long Beach, California, VA Health Care System (LBVAHCS). The project number is: 600-19-104.
B.2 BACKGROUND / DESCRIPTION OF WORK:
The Veterans Affairs Healthcare System located in Long Beach, California (600) requires construction services to: Remove & Replace existing Emergency Generator, Day Tank, Exhaust Fan, ATS (Automatic Transfer Switch), Wall Mounted Disconnect, Battery
Charger, and install Remote Annunciator Module Bldg-5A. This project has no design documents. Shop drawings are attached.
The emergency generator for Bldg-5A is currently non-operational due to the windings melting causing the generator to be dead lined. This generator serves as emergency power for the Chiller Plant and Boiler Plant, which is a critical component of the Medical Center and needs to be 100% operable at all times. Without this Generator, the Medical Center is unable to produce Steam for Hot Water, Sterilization and Heating.
Also, without this generator, the Medical center is unable to chill the water to cool the
Medical Center.
B.3 CONSTRUCTION DOCUMENT:
Contractor shall furnish all labor, equipment, certification, supervision, materials, and services (Engineering and Construction) necessary to perform all operations in connections with this order. Contractor shall perform work in strict accordance with the
General Specifications, Statement of Work, schedule, and all other supporting documents for this contract.
a. All work shall conform to all applicable building codes, ordinances, and regulations as adopted by the Department of Veterans Affairs, Long Beach, CA.
b. Provide appropriate and/or edited sections of the following VA documents, if included in the Package and if so directed by the VA COR:
1) VA Master Construction Specifications (PG-18-1);
2) VA Design and Construction Procedures (PG-18-3)
3) VA National CAD Standards Details (PG-18-4);
4) VA Seismic Requirements (H-18-8);
5) VA Room Finishes, Door, and Hardware Schedule (PG-18-14).
6) VHA National CAD Standard Application Guide
c. Provide design criteria from the following VA Design Manuals where appropriate and as provided to the Package:
1) CPM Design Manual;
2) Electrical Design Manual;
3) Site Development Design Manual; and
4) Structural Design Manual.

d. Upon receipt of the contract, the contractor(s) shall fully investigate the site. This includes but not limited to a physically walk through the site. If there are any questions or concerns, please contact the Contracting Officer immediately.
e. The contractor shall provide Engineering and Construction service including shop drawings and specification after physically surveying the existing location. Shop
Drawings and Specification shall be signed, dated, and stamped by California
Professional Engineers. All submittals shall be reviewed and stamped by
California Professional Engineers exclude none.
f. Contractor shall submit work plan prior construction commence.
g. Contractor shall provide As-Built drawings including (3) full size hard copies, (3) half size hard copies, and (2) CDs (Auto-CAD AND PDF).

B.5 SPECIFIC REQUIREMENTS
1. Contractor shall provide all labor, parts, materials, equipment, and services
(Engineering and Construction) required to implement complete removal and replacement of the 600kW Generator and its associated systems, located in Building-
5A.
2. Contractor shall provide a Structural, Mechanical, Architectural and Electrical
Engineer to ensure modifications and installation are performed correctly.
3. Contractor shall comply with: (1) NEC 2017, (1) NFPA 37: Standard for the
Installation and Use of Stationary Combustion Engines and Gas Turbines (2) NFPA
70: National Electric Code, (3) NFPA 70E: Standard for Electrical Safety in the Work
Place, (4) NFPA 99 Healthcare Facilities, (5) NFPA 101 Life Safety, (6) NFPA 110:
Standard for Emergency and Standby Power Systems, (7) South Coast Air Quality
Management District (SCAQMD), (8) United States Environmental Protection
Agency (US EPA), (9) Federal Emergency Management Agency (FEMA) (10)
Hospital Accreditation Standard, IBC, VA Directives.
4. Contractor shall provide all State, City, County, Federal, OHPOD, and AQMD permits as required.
5. Contractor shall provide a turn key system upon handing over to the VA. This contract shall be performed as a turn key contract.
6. Contractor and Employees shall report to the COR, Liam Boccia, for the issuing of
Temporary ID Badges from the VA Police Department, that shall be worn at all times while on VA Property. Contractor shall provide the COR with a complete list of all names of the workers who will be on-site at any time throughout the duration of the project. A digital list will be sent to liam.boccia@va.gov upon award of the contract.
7. Contractor shall obtain from the COR and submit all ICRA’S and ILSM’S.
8. OSHA Certifications shall be provided.
9. Supervisor Competent person shall have: 30 Hour OSHA Construction Safety
Training.
10. Personnel Contractor and subcontractor personnel shall have: 10 Hour OSHA
Construction Safety Training.
11. Contractor and all Employees shall attend a 30-minute VA Safety briefing provided by the Safety Department prior to starting any work.
12. Contractor shall Fence-off all working areas that are in Pedestrian Pathways, set-up
Safety Barriers in all other work areas with Delineators and Caution Tape to ensure the Safety of Staff and Patients.
13. Contractor shall remove Air Intake Louver (91” H x 108.5” W), Door Casing (91” H x 49.5” W), and all associated components of the door in front of the Building-5A
Generator Room. The Air Intake Louver and Door Casing are connected and when mailto:liam.boccia@va.gov removed will provide as the access entrance for the New Generator (91” H x 158”
W).
14. Contractor shall dismantle, remove and properly dispose of the existing Generator, Exhaust System, ATS, Day Tank, Batteries, Battery Charger, and all materials associated with the existing equipment no longer being used.
15. Contractor shall modify and re-use existing Concrete Pad (104” W x 84” H) that the
Generator is sitting on to accommodate the footprint of the New Generator.
Contractor will install Vibration Spring Isolators (SIZED CORRECTLY FOR THE
NEW GENERATOR) no closer than 4” in any direction from the outside of the concrete pad. Vibration Springs will be installed according to the manufacturers specifications and Federal Emergency Management Agency (FEMA) Seismic Codes.
16. Contractor shall provide and install One (1) New Cummins/Onan 600 kW, 277/480-
Volt, 3-Phase, 800-AMP, 60Hz Standby Emergency Generator (BRAND NAME OR
EQUAL) and will secure it to the Vibration Spring Isolators according to the manufacturers specifications. New Generator shall comply with Tier 4 EPA Emission
Standards, must be UL listed and encompass (but not limited to): 800-AMP
Generator Circuit Breaker, Control Panel (WITH EMERGENCY STOP BUTTON), Local and Remote Annunciator Modules, 24V Batteries (BRAND NAME OR
EQUAL), Battery Charger with dedicated circuit (EXISTING CIRCUIT CAN BE
RE-USED), (2) Block Heaters with a dedicated circuit (EXISTING CIRCUIT CAN
BE RE-USED), and Generator must include UL 2200 Certification. A Kirk Key
Interlock System, with Two (2) keys for maintenance bypass shall be installed with the 800-AMP Circuit Breaker. Contractor will be responsible for supplying all labor, equipment, and materials required to accomplish desired operational functioning while maintaining the manufacturers specifications and ensuring preservation of the equipment’s warranty. Contractor will be responsible for installing all auto start wires and integrating them into the requisite system to allow generator to start in less than
10 seconds. System will be grounded and new wire and materials will be used for all electrical terminations and sized correctly according to NFPA 70: National Electric
Code Specifications (new wire will be the same size and quality of the existing wire or greater). The New Generator and all associated components must comply with:
NFPA 37: Standard for the Installation and Use of Stationary Combustion Engines and Gas Turbines, NFPA 70: National Electric Code, NFPA 110: Standard for
Emergency and Standby Power Systems, South Coast Air Quality Management
District (SCAQMD), United States Environmental Protection Agency (US EPA).
This Generator shall be able to start and provide proper voltage in less than 10 seconds. Contractor shall facilitate and acquire a South Coast Air Quality
Management (SCAQMD) Permit to Operate for the New Generator.
17. Contractor will install a Tier 4 EPA regulated exhaust system endorsed by the manufacturer as compatible with the New 600kW Generator and the system must be
South Coast Air Quality Management District (SCAQMD) compliant. Contractor shall provide all parts, materials, labor, and equipment to install every component of the exhaust system including (but not limited to): compressors, air filters, silencers
(SECURED WITH VIBRATION ISOLATORS), exhaust outlets, drains, pipes, and pipe supports. All components and emission standards must comply with South Coast
Air Quality Management District (SCAQMD) and United States Environmental
Protection Agency (US EPA) regulations. Contractor will be responsible for securing exhaust system to existing building frame-work, tying the system into the New
600kW Generator, and making any modifications needed to support the weight of the system according to seismic codes and the manufacturer’s criteria.
18. Contractor shall provide and install One (1) 200 Gallon Day Tank. Day Tank must implement a duplex system that is sized correctly. All fuel supply, return, overflow, and ventilation lines will be re-used and modified to accommodate the new Day
Tank. Contractor will be responsible for supplying all labor and materials required to accomplish desired operational functioning while maintaining the manufacturers specifications and ensuring preservation of the equipment’s warranty. Contractor will be solely responsible for disposing of all excess fuel from the preceding Day Tank and any additional components associated. New Day Tank must comply with all
South Coast Air Quality Management District (SCAQMD) and United States
Environmental Protection Agency (US EPA) regulations.
19. Contractor shall provide and install One (1) 1200-AMP Siemens HF368NR
Disconnect with 800-AMP Fuses (BRAND NAME OR EQUAL), to include a Kirk
Key Interlock System and shall provide Two (2) keys for maintenance bypass.
Contractor shall supply all parts, labor, equipment, and materials required to tie the
Disconnect into the New 600kW Generator and all work shall be done in accordance with NFPA 70: National Electric Code regulations. Disconnect shall be installed at the location designated by the COR. An Arc Flash Analysis Study must be completed on the Disconnect in accordance with NFPA 70E: Standard for Electrical Safety in the Work Place, and a completed Arc Flash Label must be placed on the equipment and contain all criteria required by the guidelines. Documentation of the study must be provided to the COR upon completion.
20. Contractor shall provide and install One (1) Nema 800-AMP Zenith ATS Automatic
Transfer Switch, Model: ZBTS00B00F with Entelli-Switch 250 Controller (BRAND
NAME OR EQUAL). The ATS shall be integrated into the 800-AMP (MCC) Circuit
Breaker, 800-AMP (Normal Power) Circuit Breaker, and 1200-AMP Siemens
HF368NR Disconnect with 800-AMP Fuses. All modifications to existing VA equipment shall be approved by COR prior to commencement. Terminations requiring shutdowns will only be made with prior approval from the COR and any outages will be scheduled through the VA Electric Shop and will be accomplished with a qualified VA Technician present. All wire, conduit, supports, and connectors ran, and any integration to VA equipment shall comply with NFPA 70: National
Electric Code regulations. All penetrations containing conduit to the building will be fire caulked and any damages incurred to the building during installation will be repaired up to the same quality as before or better. Contractor will be responsible for all tools, labor, and material needed to integrate the ATS into the system. ATS shall be installed at a location designated by the COR. An Arc Flash Analysis Study must be completed on the ATS in accordance with NFPA 70E: Standard for Electrical
Safety in the Work Place, and a completed Arc Flash Label must be placed on the equipment and contain all criteria required by the guidelines. Documentation of the study must be provided to the COR upon completion.
21. Contractor shall replace existing wall mounted wall mounted exhaust fan to include the complete enclosure and tie it into the New Generator and 120V wall mounted switch. Contractor will be responsible for all labor and materials needed to modify existing wire, conduit, mounting hardware, connectors, and terminations to encompass the new exhaust fan.
22. Contractor shall install a Remote Annunciator Module in Building-5 Room-18C, Boiler Shop at a location specified by the COR. Annunciator Module shall encompass all requirements contained in NFPA 110: Standard for Emergency and Standby
Power Systems and NFPA 99: Healthcare Facilities and must operate and communicate in accordance with these guidelines and the manufacturers specifications. Contractor will provide and install all conduit, boxes, fittings, straps, connectors, wire, and all other parts and materials needed to facilitate the attachment of the New Generator to the Remote Annunciator Module in accordance with NFPA
70: National Electric Code guidelines. All penetrations containing conduit will be fire caulked and any damages incurred during installation shall be repaired by the contractor at no cost to the VA. The conduit run will be approximately 320’ from the
Generator to Building-5 Room-18C, Boiler Shop
23. Any work performed requiring power outages shall be conducted Monday-Friday on evenings between the hours of 5:00PM-4:00AM, on Saturday and Sunday all-inclusive, and will be accomplished with a qualified VA Technician present, contingent on approval from the Electric Shop Supervisor. The duration of the shutdowns shall be limited to (4) to (8) hour periods and shall be minimized as much as possible and must not interfere with normal VA Hospital operations.
24. Contractor shall perform startup of all equipment to include a 4-Hour Load Bank Test
(ONE (1) HOUR AT 30% LOAD EFFICIENCY, ONE (1) HOUR AT 50% LOAD
EFFICIENCY, and TWO (2) HOURS AT 80% LOAD EFFICIENCY). A qualified
VA Technician shall be present during testing and the Load Bank Test shall be performed at a time and date specified and approved by the COR.
25. Contractor shall provide Temp Generator and ATS from beginning of on-site work until working product is turned over to the VA.
26. With approval from the COR Contractor shall replace Air Intake Louver, Filter, Door
Casing, Door Jamb, Hinges, Exit Device, Pivots, Door Closer, Push Plates, Flush
Bolts, Door Handle, Cylinders, Door, and all other associated hardware. All components shall be replaced up to same rigorous standards as before or better.
27. Contactor shall submit the VA with stamped, signed, and dated drawings and digital copies including (3) half size, (3) full size, and (2) cd’s including: Floor Plans, Electrical Drawings, and As-Built Drawings.
28. Contractor shall remove all debris, provide dust control, and keep entire area clean and orderly each day.
29. Any damage caused by the contractor personnel shall be repaired or replaced up to the same quality it was before or better by the contractor at no cost to the VA.
B.6 CONFORMANCE STANDARDS:
All design and construction accomplished pursuant to this contract shall comply with the latest edition of the following documents unless the contractor is directed otherwise by the Contracting Officer. Any exceptions must be approved in writing by the Contracting
Officer prior to construction startup.

B.7 HOURS OF COVERAGE:
Normal hours of operation are Monday through Friday from 7:30 am to 4:00 pm
California time (no daylight savings). All work is expected to be performed generally during normal hours of coverage unless requested or approved by the COR or his/her designee.
Before commencement of work, the Contractor shall confer with the VA COR and
Contracting Office to agree on a sequence of procedures; means of access to premises and building. All work performed, to include delivery of materials and equipment, shall be made with minimal interference to Government operations and personnel.
Work performed outside the normal hours of coverage must be approved by the COR or his/her designee.
Federal Holidays observed by LBVAHCS are:

B.8 IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS:
The Contractor's FSEs shall wear visible identification issued by LBVAHCS Police
Section at all times while on the premises of LBVAHCS. It is the responsibility of the
Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section. LBVAHCS shall not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at LBVAHCS. Possession of weapons is prohibited.
Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court.
B.9 INFORMATION SECURITY:
In accordance with Appendix A, Handbook 6500.6 Checklist blocks 7, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required. The nature of this requirement is technical; however, there is no information to be protected.
B.10 OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS:

B.11 PERIOD OF PERFORMANCE:
Commencement of work shall begin within 10 calendar days after receipt of written
Notice to Proceed (NTP), and should last no longer than a duration of 365 calendar days after date NTP is issued. This 365 calendar day period-of-performance INCLUDES
PRODUCT LEAD TIME.
B.12 SUBMITTALS:
1. Contractor shall submit all required material/shop drawing submittals to the
Contracting Officer within 10 calendar days of NTP, or as agreed to by the
Contracting Officer for approval. No materials shall be installed prior to approval.
2. All material submittals and shop drawings shall contain, and have the Project Title, Project Number, and Contract number clearly indicated.
3. Material submittals and shop drawings shall be checked and signed by the
Contractors Quality Control Manager prior to submission to the Government.
4. Submittals shall be legible, and shall include all technical data needed to verify that the item meets requirements of listed specifications, and applicable codes.
B.13 COMMENCEMENT, COMPLETION, AND PAYMENT FOR WORK:
1. The Contractor shall be required to commence work required at the time specified on the Notice to Proceed (NTP), execute the work, and complete the entire work not later than the completion time specified on the NTP. The time stated for completion shall include final cleanup of the premises.
2. Before commencement of work, the Contractor shall confer with the VA COR and
Contracting Office to agree on a sequence of procedures; means of access to premises and building; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; location of partitions, eating spaces, and restrooms for the
Contractor employees; and the like. Delivery of materials and equipment shall be made with minimal interference to Government operations and personnel.
3. The Contractor will be paid monthly upon submission of proper invoices for work completed. If the performance period exceeds 30 days and a progress schedule
(approved by the Government) has been submitted, partial payment(s) may be authorized. Final payment will be withheld until all discrepancies are corrected and as-built drawings are approved by the Government. No payments will be made until products are installed and accepted by the Government as agreed upon in the approved progress schedule.
B.14 MODIFICATIONS:
Modifications for this project after award will utilize the modification table and will be filled out when submitting a request. All requests must shall be submitted to the assigned
COR who will then submit a formal request to the Contracting Officer (CO). New work is not allowed to commence unless it is signed by both parties via a Standard Form (SF)
30 modification.
