It says that the contractor shall modify the existing pad to accommodate the larger footprint of the new generator. The replacement generator has the same capacity as the existing and the current housekeeping pad is just about as big as the room will accommodate.

1. If the new generator is the same size footprint as the existing can the existing pad be reused?

The existing pad can be re-used but the contractor will provide vibration spring isolators in accordance with seismic codes and manufacturers specifications. Springs will be mounted no closer than 4” from any side of the concrete pad.

The new RFP will not require an Architectural Engineer. There will be a 60-day design phase, 14-day review, and an extra 14-day period for corrective action. The project needs to be completed within 90-days.

Existing sprayed-on fireproofing

DESCRIPTION OF PROBLEM OR INFORMATION BEING REQUESTED

During the Site Visit, it was noted that existing sprayed-on fireproofing is present in this building. Are there any asbestos containing materials expected to be encountered during this project? Does the VA have a current HazMat Survey completed for this area that can be made available for bidding purposes? If not, should the Contractor assume that they will need to complete HazMat Testing as part of this scope of work and that any discovered HazMat material would be considered a differing condition? Will the contractor be required to repair any fireproofing disturbed during this scope of work?

PROJECT MANAGER’S RESPONSE

The VA will provide the current Hazmat Safety Reports upon request. The building was built in 1992 and there are no asbestos containing materials. Any additional hazards will be addressed in a modification. All fireproofing will be done in accordance with NFPA 70 and

NFPA 703 guidelines.

How much fuel is present in the existing day tank? For bidding purposes, what is the requested disposition of any existing fuel? Will the Contractor be required to supply fuel for testing? Will the Contractor also be required to fill the new 200-gallon day tank?

There is currently less than 200 gallons of fuel in the day tank and it will be the contractor’s responsibility to dispose of it appropriately in accordance with EPA, OSHA, and DOT regulations. The VA will provide fuel for testing.

Our assumption is that the new 200-gallon day tank will be fed from an existing UST bulk storage tank. Can the government confirm if there is an existing underground fuel tank that feeds this generator and that we have to reconnect it? Is the existing generator connected to an existing Veeder Root system? If there is it fully functioning and will we be required to connect it to the new generator?

There is an existing underground fuel tank that feeds this generator, as well as a fully functioning Veeder-Root system. No modifications to the existing fuel system and its buried fuel lines will be required, but it will require full duplex pumps on the day tank that are sized correctly.

It was observed that the VA has an existing temporary generator currently on-site. The RFP states that the contractor will have to provide a Temp Generator. Will it be acceptable for the Contractor to take over the lease of this temp. generator for the period time the contractor is working on site, or is the VA going to remove this Temp Generator once the contractor comes on board? If the contractor can assume the lease, will the VA supply the rental company name, so that we can establish the cost to assume the lease?

The VA will be responsible for maintaining the temporary generator for the duration of this project.

Any work that will require a power outage will be planned and conducted after hours or on weekends. Every outage will be coordinated through the VA Electric Shop. Planned outages will be completed within 4-6 hours and the goal is to minimize the duration as much as possible.

Specifically we don’t see where the RFP is requiring arc flash testing, coordination study, power load study, etc. If it is established after award and during the design phase that the size of the generator specified is not sufficient, will the size increase be handled as a changed condition, or is the contractor to assume the risk for the size of the generator in their bid?

The ATS and disconnect will require an arc flash study to be conducted in accordance with

NFPA 70E. Equipment must be labeled appropriately and contain the required elements of the study.

10. Page 8 of Bid Solicitation states Emergency Power Generator needs to be 100% operable at all times, but this is not possible. We anticipate that 3 shutdowns will be required. Can the Emergency Power be shut down for 3 hours to transfer existing power over to new power systems?

Yes, it will need to be shut down to accomplish this task and will be planned and coordinated through the Electric Shop to occur during off duty hours. The goal is to minimize the duration of the outage as much as possible.

1. If design is required please specify design/engineering?

2. What overhead positions we need to include in the bid regarding Superintendent, Construction Quality Control Manger (CQCM) and Site Safety and Health Officer (SSHO) positions? Do we need independent positions or can we combine the positions into one or two? Please specify?

3. What is the path and method that the VA envisages as a path to remove older generator and deliver/place the new generator inside the building in the generator room? i.e., Can VA provide a direction as to which doors and which walls require to be used to remove the existing generator and place the new generator? This is important for contractors to provide apples to apple comparison of the scope/bid, if there are any walls or doors to be removed and replaced? Also, it is important to note, if there are any load bearing walls will be disturbed during the generators replacement.

4. Is there any asbestos or lead paint involved in this project? If so, what is the abatement extent required to undertake as part of this project?

5. Can we use any of the existing conduits/penetrations as a part of the new system, especially for connecting the new ATS to the existing building electrical main or does all conduits required to be new?

6. Does the existing generator has South Coast Air Quality Management District (SCAQMD) air pollution permit? If so, can you provide a copy?

7. Does VA has any special requirements from the SCAQMD to meet due to the increased generator size?

8. Does the VA require any special hazardous material management plans update or any other documents/permits update based on the installation of the new generator?

1. All work will be performed according to the SOW. Refer to the updated solicitation for details.

2. The Superintendent must be one person, the CQCM and SSHO role can be combined.

3. Refer to the updated SOW for details.

4. The VA has current Hazardous Material Surveys for the building and they will be provided upon request. There is no asbestos containing materials in the building. It was built in 1992.

5. All new conduit is required and the ATS is going to be relocated to a different location.

6. Yes, the VA has a current (SCAQMD) stand-alone permit for the existing generator and a copy will be provided upon request.

7. The generator is not increasing in size it is currently 600KW and will be replaced with a 600KW.
