DESCRIPTION OF PROBLEM OR INFORMATION BEING REQUESTED
Will the VA require any testing or special studies not specified in the RFP? Specifically we don’t see where the RFP is requiring arc flash studies, coordination study, power load study, etc. If it is established after award and during the design phase that the size and ratings of the generator specified and the current electrical system is not sufficient or meeting current/updated code requirements, will the size increase be handled as a changed condition, or is the contractor to assume the risk for the size of the generator in their bid? Please verify that currently the generator provides critical care transfer but not life safety transfer requirements and that rating can remain.
PROJECT MANAGER’S RESPONSE
An Arc Flash Study will need to be conducted for the ATS and the Disconnect in accordance with NFPA 70E: Standard for Electrical Safety in the Workplace and a completed Arc Flash
Label must be placed on the equipment and contain all criteria required by the guidelines.
Documentation of the study must be provided to the COR upon completion. The 600kW rating is sufficient and the current generator provides critical care transfer.
