About this file

This document package includes an amendment to a solicitation and the related federal contract opportunity. The amendment provides additional answers to questions from offerors and revises the closing date for proposals to June 22, 2020 by 2:00 PM CDT.

The federal contract opportunity is for replacement of roofs on Buildings 1 and 23 at the Harry S. Truman Memorial Veterans Hospital in Columbia, Missouri. The contractor shall completely prepare the site and furnish labor and materials to replace existing roofs and a skylight system. For Building 1, this includes safely removing and replacing Kalwall skylight panels. For Building 23, work involves removing an existing roof and roofing insulation down to the concrete deck, preparing the surface, and installing a new EPDM roofing system with related flashings. The project cost range is $1,000,000 to $2,000,000. The NAICS code is 236220 and it is set aside for SDVOSBs. The estimated completion period is 180 days. Proposals are due by the revised date of June 22, 2020 by 2:00 PM CDT. Award will be made using LPTA and the government will award without discussions.

Question 1 Just for clarification, detail 7 on A1.0 of the plans list the material specs. TFP-01 and TFP-02 are dramatically different, and then there is a note for both as the third item down. Does that mean that ALL translucent product should be 16% light transmittance and U factor of 0.30, etc.

as listed in that 3rd portion? (nullifying specs in 01 and 02?).

Answer 1:

Spec TFP-1 (kalwall or Equal) and TFP-2 (kalwall or Equal) apply as noted on drawing.

Spec TFP-1 and TFP-2 only apply as an “or equal” overall averaged assemble between different possible panels that could be bid. There is always two different panels used as noted on the drawings.

Question 2 2.a They understand that there is steel angle called out on that detail 4 A1.2a yet it is not sized.

Since it is not sized we will need to include a structural engineer design in our bid.

Answer 2.a:

The design to bases of design is Kalwall, Structures Unlimited, Inc. (SUI) will provide the steel sizing. If bidding an “or equal” product the minimum steel size is noted in Addendum No. 4 write up.

All angle steel as noted on drawings to be priced 3” x 3” x 1/4” min.

continuous across skylight framing. All steel plates as noted on drawings to be priced 6” wide x 3/8” min. continuous across skylight framing.

Question 2 Cont.

2.b For the next part, bolting or welding?

It would help to get clarification of attachment.

Attachment of skylight to angle and attachment of angle to building?

Addendum No.: Date: 06/12/20 Page: 4 of 6

If this is to be welded, we have concerns on the angle to building portion as there is wood blocking on the other side of that MC13 that may cause a fire hazard.

We could include removing and patching portion of the roofing and that blocking during installation (if a welded connection), but this roofing and blocking was not part of the scope of work.

This portion of the project was to be a skylight replacement only no roofing.

Answer 2.b:

It is noted on the drawings “THE EXTENT OF EXISTING IS DENOTED FOR REFERENCE ONLY THE GC TO PROVIDE NEW AS REQUIRED” All of the above questions for 2.b are a means and method per the manufacture’s recommendations. However, in all cases Unless Otherwise Noted bolting will meet design loads. In cases were welding is indicated this would not impact the roof assemble but GWB would need to be removed and replaced as indicated on the drawings.

Question 3 RFI#3 Roof project added scope area.

Looking at the new drawings for the added area, 11/A1.0 scaled at ¼” is showing 28’ long.

7/A1.0 Plan view does not show total length with segmented lines.

That seamed short, and since we cannot get up there and measure I checked google earth below, it is showing 52’ Can we get a verification on length and or square foot quantity of vertical translucent panels replacement for everyone to bid the same quantities?

Answer 3:

The overall bridge length is 55’ as noted below:

Answer 3:

The overall bridge length is 55’ as noted below:

Question 4 Per our conversation regarding the new steel reinforcing, note the following which MUST be provided and are missing:

All required information to weld steel to steel is missing. We cannot decide this as it is an engineering issue.

Page: 6 of 6

What is method of attachment of steel angle to steel angle per details which in detail 4 looks like 2 bolts? Bolting will eventually work loose. This should be welded.

Steel angle which shows being bolted to 4 x 8 aluminum mullion needs the following information:

Is there a similar steel angle on the other side of the aluminum tube? It does not call this out or show it?

What size are the bolts (shows 5 in detail 4) into the aluminum tube? This is again something which both us as GC’s and the skylight manufacturer (Kalwall) will not be responsible for

Answer 4:

The answer to question 4 is the same as answer 2a and 2b noted above.
