About this file

This document is an Amendment to Solicitation/Modification of Contract for a renovation project at the Veterans Affairs Medical Center (VAMC) in Cincinnati, Ohio. The project involves renovating the Medical Intensive Care Unit (MICU) and Surgical Intensive Care Unit (SICU), with project number 539-20-104 and solicitation number 36C25026B0001. The amendment includes numerous Request for Information (RFI) responses covering critical project details such as work hours, parking, on-site utilities, safety requirements, and specific technical specifications.

Key details include: the project requires a full-time superintendent dedicated solely to this project, contractors cannot dual-hat roles like SSHO or QC Manager, and work will primarily occur during normal business hours with some tasks potentially requiring off-hours coordination. The project involves complex renovation work with specific requirements for infection control, temporary walls, and coordination with existing building systems. Contractors must adhere to tuberculosis screening protocols, comply with VA specifications, and coordinate with various existing system vendors like Johnson Controls (JCI) and Honeywell. The VA will provide a tax-exempt certificate, and the project involves careful management of existing medical infrastructure, including potential relocation of systems like pneumatic tubes and nurse call systems.

“The CQC system Manager is required to be a graduate Engineer, graduate architect, or a graduate of construction management, with a minimum of PM or SRE to determine qualifications based on project complexity at construction review 5 years construction experience on construction similar to the scope of this Contract”.

Answer: CQC System Manager must be a separate individual from the superintendent/SSHO but does not need a graduate degree.

2. RFI #2 Question: Lead paint spec states door frames painted beige is lead paint. We are not removing door frames. Do these door frames need to be stripped of lead paint or can they be painted over?

Answer: Yes, lead paint must be removed entirely and abated properly;

encapsulation is not sufficient.

3. RFI #3 Question: Is the roof identified in the drawings under a warranty contract and with who?

Answer: Since the pre-bid site visit, another project has applied a rolled on

Tremco roof product to the SICU roof. Any work done under the MICU project must uphold the Tremco roof warranty. The POC for Tremco (roof system manufacturer who holds the roof system warranty) is David Hart

513- 489-1125 and email: dhart@tremcoinc.com. The sub-contractor who installed the roof and who has installer warranty obligations to both VA and

Answer: QC manager with 20 plus years’ experience is acceptable; no graduate degree is required. Must be a separate individual from the superintendent/SSHO but does not need a graduate degree.

7. RFI #7 Question: Will a copy of the pre-bid site visit sign in be posted as an amendment in the near future?

Answer: Publishing the site visit sign in sheet is at the discretion of the

Contracting Officer.

8. RFI #8 Question: Due to the timing of this project, the refrigerant will change from R410 to either R32 or R454b. The new refrigerant is classified as an A2L which changes the components inside of the units.

Will AHU-5 also need to be re-rated due to the shift in refrigerant used, if so, is this reflected in the bid documents? If not, is the plan to use an R410 condensing unit and coil?

We expect the onsite construction portion of this project to be 10 months long, and the bid is expected to increase by

($360,000). Please confirm a dedicated QCM is still required.

51. RFI #51 Question: If the Super can’t be the QCM and the QCM is required to be onsite full-time, should they be assigned to this project only, or can they be assigned to another project as well on the same property?

Answer: Dedicated to this project only.

52. RFI #52 Question: If the Super can’t be the QCM, can a subcontractor (e.g., Terracon or a similar testing firm) fulfill the QCM role?

Answer: Single doors 3’0 min. Double doors 6’0 min. Refer to ICRA for requirements. Locations are shown on the drawings.

69. RFI #69 Question: Please provide complete Infection Control Risk Assessment forms for each area which require different levels of infection control.

Answer: ICRA form provided in Safety Specifications.

70. RFI #70 Question: Will the VA allow a Temp Wall System (i.e., Starc Wall, Edge Guard, etc) instead of a rigid wall ICRA system? This usually provides substantial cost savings to the VA.

Answer: Yes.

71. RFI #71 Question: Will the VA allow the use of Zip Wall (plastic sheathing with support poles) for barriers and containment on this project? If so, where? If so, can it be used instead of a Temp Wall System such as Starc Wall/Edge Guard?

72. RFI #72 Question: If fire-rated walls are required, can we use one-hour-rated temporary walls, which are ASTM-certified?

73. RFI #73 Question: Will the government accept ICRA Walls / Fire Rated Walls to the drop ceiling and fire-retardant plastic from the drop ceiling to the deck above? This is usually allowed to work the plastic around piping, ducts, racks, and other obstacles in the space between the drop ceiling and the deck above in a scenario when the barriers need to go to the deck above.

Answer: Refer to ICRA.

75. RFI #75 Question: Will ICRA carts be allowed? If so, is there a limit to how many ICRA carts can be used at one time? If so, are there any areas where

ICRA carts will not be allowed?

Answer: Refer to ICRA. Coordinate with COR to maintain fire egress pathways.

76. RFI #76 Question: Is any scope of work for this project required to be performed outside of regular work hours? If so, what trades or scopes will be required to be performed outside of regular work hours? If so, what will the work hours and days be for scopes required to be performed outside of regular work hours?

Answer: See RFI 35

77. RFI #77 Question: Will the VA provide space for the Prime Contractor’s

Superintendent to set up, or should we add costs to our bid for a mobile office? Where can the mobile office be located? Is space available for a 8’ x

40’ temporary ground-level office? Are contractors required to set a pole and meter for electric usage in the mobile office? Where is the electrical connection for power to the mobile office? What is the distance between the electrical connection and the proposed location of the mobile office? Is a 208V, 125A breaker available for connection to the mobile office? If a breaker isn't available, is a spare available? Would contractors be expected to supply the needed breaker? Will the feeder between the electrical connection and the mobile office need to be underground? Will this feeder need to run across any asphalt or concrete roads or parking lots?

Answer: See RFI 13

78. RFI #78 Question: Where are the designated contractors' and subcontractors' parking area?

Answer: Offsite parking. Parking onsite is not permitted.

79. RFI #79 Question: Is parking available for 2-3 vehicles for the prime contractor and each subcontractor for a total of 6-9 vehicles? Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs for a total of 6-9 vehicles?

Answer: See RFI 78

80. RFI #80 Question: Will the VA allow contractors to use VA indoor restrooms? If required, can Porta Johns be placed within a 100’ radius of the job site / work area?

81. RFI #81 Question: Is temporary construction fencing required anywhere on the project or at the laydown/dumpster area? If required, please confirm that 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing.

82. RFI #82 Question: Can contractors perform crane lifts during regular hours?

Answer: Coordinate crane location with COR and time.

83. RFI #83 Question: Can utility tie-ins be performed during regular hours?

Answer: See RFI 34.

84. RFI #84 Question: Can system commissioning activities be performed during regular hours?
