X X X ** HOUR & DATE for Receipt of Offers is EXTENDED to:
07/25/2019 at 10:00 AM X Renovate Mechnical Rooms, Project No. 542-18-105
Solicitation No. 36C24419B0040 is hereby amended as follows:
1. To provide responses to contractor questions and site visit sign-in sheet.
Elizabeth Morin Contracting Officer
1. Contractor questions and VA Responses.
2. Contractor Site Visit Sign-In Sheet dated June 18, 2019
3. New Bid Opening Date: July 25, 2019 at 10:00 AM
Pre-Bid Questions:
1. RE: ICRA Plan: Drawing G-101 Key Note 9 will a 2-hour rated door be required in the temporary wall opening to maintain 2-hour rating during the construction period?
Answer: No. The ICRA barrier provides the 2-hour separation. As further clarification to Key Note 9, the new wall infill must be of masonry construction. The existing wall is 6-inch terra cotta with plaster layering on stairwell side. Infill may be 6-inch CMU, plastered on the stairwell side to match adjacent, and blended together for consistent surface and finish. All masonry joints must be properly grouted for complete 2-hour separation. Please note that the mechanical room floor is 15 inches higher than the stairwell floor.
2. RE: Temporary access to Building 9 Mechanical Room: Is the stairwell part of the dedicated construction zone?
Answer: No. The stairwell must remain available for use by the medical center.
3. Please supply the environmental report for the asbestos abatement scope of work.
Answer: An environmental report is not available. Clarification needs to be made for the environmental scope. This clarification will follow.
4. Will another walk-thru be scheduled?
Answer: No, we do not anticipate another site visit. Please refer to FBO.gov, if this should change an amendment will be posted.
5. On this door #B07J, we are unclear as to the function you’re trying to achieve with the hardware set #2. It looks like a card read will activate the electric strike and the storeroom lock will be able to be opened. The power supply is for the electric strike. That part is clear. However, for the continuous hinge, why are they asking for the thruwire transfer and in hinge access panel? Please clarify why the electric to the hinge is needed. What would that power?
Answer: There will not be an electric strike to this door. All references to electric will be removed from the door hardware. The fire exit bar which is to be used is Von Duprin 99EO US 260-3 US19 PBT- US Trim or equal.
6. Clarification RE: Door #B07J (Reference Dwg. AE-101, Part Plan 2):
Answer: This door (only) must have 4”x25” tempered glass glazing. A separate door type will be added to Drawing AE-101 to reflect this.
7. Specification 02 82 11 Asbestos Abatement was issued with the specifications, however on 028211.1.1.2.B there are no quantities listed. Furthermore, on drawing MD102, Sheet Note 7, states to “abate all asbestos containing materials in the work area” but there is no asbestos drawing showing extent of work. There are no quantities listed in spec, and no drawing showing extent of asbestos. Please provide quantities and an asbestos drawing so we may accurately estimate the cost of this scope of work with our bid.
Answer: It is generally thought that there are currently no asbestos containing materials which will be encountered in the project area. The bulk of the pipes and equipment in the mechanical rooms were installed in 1980 and abatement was done subsequent to that construction as well, although complete records are not available. The most likely location for potential ACM is in the steam pit at the east end of Building 4. Allow for the following assumptions:
· 300sf of VCT and mastic with ACM content on the floors of existing Building 4 stairwell.
· Provide a unit cost per lineal foot for removal of pipe insulation with ACM, with an allowance for 5 lineal feet of pipe insulation with ACM around 4-inch pipe and 20 lineal feet of pipe insulation with ACM around 2-inch pipe, located in steam pit or in remote corner of mechanical room.
· Include $5000 allowance for environmental investigative service to evaluate the area of work and to process samples.
8. We are very interested in preparing a proposal for this project, however we were not able to attend the site visit, Additionally we have had several contractors requested site visits as well. Thank you in advance for your time a consideration in this matter.
Answer: We do not anticipate another site visit. Please refer to FBO.gov, if this should change an amendment will be posted.
9. In my review of the above Solicitation, in Block 8 it references the “delivery schedule” for the bid address. I do not see a delivery schedule in the documents. We will be in attendance for the bid opening, therefore can you confirm that the bid location is as follows:
| Answer: | Department of Veterans Affairs | |
| VA Medical Center | ||
| 1400 Blackhorse Hill Road |
Building 70 Coatesville, PA 19320
10. Please issue the site visit sign in sheet & minutes.
Answer: Please see attached sign-in sheet.
11. We would like the opportunity to bid Florock Resinous Flooring as an equal to the products specified for the above named project (see Subject).
SECTION 09 67 23.60
RESINOUS URETHANE AND EPOXY MORTAR FLOORING (RES-6A AND RES-6B)
Please advise where and to whom I can send a submittal packet for approval.
Answer: To bid on this project, please refer to www.FBO.gov. We are only accepting bid packages for the entire project from Prime Contractors. Please refer to the Interested Bidders list for a listing of contractors interested in bidding this project and/or the sign in sheet, once published, for those contractors who attended the site visit.
