1. See attached continuation pages (37 pages).
3. All other terms and conditions of the solicitation remain the same.
Donald J. Kalivoda Contracting Officer Amendment A00003 Continuation page:
1. Originally issued drawings “503-15-205 – 100 PERCENT BID DRAWINGS” are hereby replaced with the attached, revised drawings “17028_Retro_Commissioning_100%_with_RFI_Responses_2018-08-30”.
2. Request For Information (RFI) Questions and Answers:
RFI 004: On sheet A002 it’s giving locations to set temporary AHU’s. There’s no mention of temporary equipment on the mechanical or electrical drawings, please advise.
Answer 004: Mechanical A002 - Temporary AHU information is included under "GENERAL DEMOLITION AND PHASING NOTES" on Drawings 01-HD100, 01-HD101, and 01-HD102.
RFI 005: Are the Dunnage listed on Drawing 01-S100 considered structural or misc.
Answer 005: General 01-S100 Structural.
RFI 006: on sheet 01-A002 states that, "Temporary AHUs may be set on roof….". Please verify that this can be done.
Answer 006: Architectural 01-A002 - Temporary AHUs for this project scope of work SHALL NOT be set on roof. They shall be located on the ground near the building. Contractor to confirm location with VA's COR during construction.
RFI 007: Several staging areas are shown on 01-A003. Please verify the authenticity of those specific areas.
Answer 007: Architectural 01-A003 - Potential staging areas are shown on Drawing 01-A003. However, Contractor shall verify if those staging areas are still viable at the time of construction and receive approval of location from VA's COR during construction.
RFI 008: Will 'heat trace' be required for any of the temporary units shown on sheet 01-ED101?
Answer 008: Electrical 01-ED101 - No, heat trace is not required for temporary units.
RFI 009: Who is to design the 'Temporary Power' as shown on sheet 01-E001?
Answer 009: Electrical 01-E001 - The Contractor shall provide all temporary electrical provisions. The Contractor shall coordinate with the temporary HVAC unit provider to obtain the electrical characteristics and installation requirements and provide all required electrical connections. The existing power panels, distribution panels and/or motor control centers currently feeding the existing mechanical equipment may be used for power to the temporary mechanical equipment only after the existing units have been fully disconnected and a 30-day meter reading has been performed. The meter reading shall be reviewed and approved by the COR and A/E prior to connecting the temporary unit. The Contractor shall verify the voltage and circuit breaker requirements of the temporary units and provide power from the appropriate electrical distribution equipment. The Contractor shall provide any new circuit breakers or motor control protectors required for the temporary unit connections. Wire sizes and installation methods shall comply with NEC.
RFI 010: If temporary units were not full design CFM units and were actually several smaller units added together, is there enough room in the electrical panel?
Answer 010: Electrical 01-E101 - There will not be multiple units. Refer to there is no Demolition Note 'E' on the HVAC Drawings 01-HD100, 01-HD101, and 01-HD102.
RFI 011: What are the feeders for the temporary units and how will they be phased?
Answer 011: Electrical 01-E101 - See response for RFI #9. Phasing shall be as per 'HVAC PHASING NOTES' on Drawing 00-H001.
RFI 012: Power Key Note #4 states, "to extend circuit from the nearest receptacle……" Should a new circuit be run for this?
Answer 012: Electrical 01-E101 - Since the lighting and receptacle loads inside the HVAC units are small, a connection from the nearest receptacle circuit will suffice.
RFI 013: If heat trace is indeed required by Pre-bid RFI question #008, where will the heat trace circuit come from?
Answer 013: Electrical 01-E101 - No, heat trace is not required for temporary units.
RFI 014: On sheet 01-E701, what is the numbered note to be on the bottom left of the "Existing Panel ESP-3H?
Answer 014: Electrical 01-E701 Note 1.
RFI 015: On sheet 01-E701, what does the abbreviation 'MCP' stand for in the "Equipment Connection Schedule".
Answer 015: Electrical 01-E701 Motor Circuit Protector.
RFI 016: On sheet 01-E701, will the A/E be listing the panel brand/model/types?
Answer 016: Electrical 01-E701 - No, it is the Contractor's responsibility to investigate this on site. Basic manufacturer information will be provided on the drawing.
RFI 017: On sheet 01-HD100, General Demolition and Phasing Notes, number "H" states that "All service interruptions….shall occur after hours and on weekends". Is there any maximum time for any one switch over?
Answer 017: Mechanical 01-HD100 - A note stating that "A maximum of four (4) hours of service interruption is allowed for any switchover." will be added to Drawings 01-HD100, 01-HD101, and 01-HD102. Per Specification Section 01 00 00 Contractor shall submit a request to interrupt any such services to COR, in writing, 7 days n advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
RFI 018: On sheet 01-HD100, General Demolition and Phasing Notes dealing with powering temporary AHUs, will there be enough power supply by the utility companies to power those temporary units?
Answer 018: Mechanical 01-HD100 - Yes, because the existing AHUs will be disconnected before the temporary units are connected and powered up. Old and temporary units will not be operating at the same time.
RFI 019: On sheet 01-HD101, General Demolition and Phasing Notes, number "H" states that "All service interruptions….shall occur after hours and on weekends". Is there any maximum time for any one switch over?
Answer 019: Mechanical 01-HD101 - A maximum of four hours is allowed for any switchover. The VA must also be notified prior to and agree to the date and time of each switchover per Specification Section 01 00 00.
RFI 020: On sheet 01-HD101, General Demolition and Phasing Notes dealing with powering temporary AHUs, will there be enough power supply by the utility companies to power those temporary units?
Answer 020: Mechanical 01-HD101 - Yes, because the existing AHUs will be disconnected before the temporary units are connected and powered up.
RFI 021: Detail #3 on sheet 01-H601 does not show piping. Is it to be piped or is it a packaged DX unit?
Answer 021: Mechanical 01-H601 - No piping required, as it will be a DX unit.
RFI 022: Electrical drawings states that the Mechanical Contractor is supplying starter/VFDs. Where is that stated for the Mechanical Contractor to provide?
Answer 022: Mechanical 01-H700 - Refer to schedule footnotes. The Contractor is responsible for providing all VFDs with disconnect switch as called out on the electrical drawings.
RFI 023: On sheet 04-H100, which contractor is responsible for this work? How is it to be tied in?
Answer 023: Mechanical 04-H100 - The existing electrical connection currently supplying power to the boiler igniter shall be reused for the replacement boiler. The Contractor shall provide the required modifications and extend circuit to the connection point of the new boiler.
RFI 024: On sheet 05-H100, which contractor is responsible for this work? How is it to be tied in?
Answer 024: Mechanical 05-H100 - The existing electrical connection currently supplying power to the boiler igniter shall be reused for the replacement boiler. The Contractor shall provide the required modifications and extend circuit to the connection point of the new boiler.
