No. 1 Reference amendment 0001 as issued on FBO. On the actual SF-30 form in block 2 it shows 0003 as the amendment number. Please clarify. Are there amendments 0001 and 0002 that have not been issued?
The amendment is issued as A0003 because it is dependent off the sources sought which was amended twice so A0001 and A0002 are amendments of the sources sought.
No. 2 Demolition Can you please advise the extent of damage to the collapsed tunnel and broken steam pipes located in the demolition drawings and what are the methods for repair work?
During a site investigation that took place in January 2018 ACELA noticed a sinkholelike depression in the ground that was covered. ACELA was notified this was due to a collapsed steam tunnel. The picture below was taken during the site visit that shows the depression that was covered. It is assumed that the concrete steam tunnel cover has collapsed. It is unknown if there is damage to the pipe. The extent of damage to the tunnel and/or pipe will need to be verified by bidders during a site visit. Detail #1 on sheet CS193 is for precast roof slabs for steam tunnel covers. Dimensions will need to be verified and match actual site conditions.
No. 3 Concrete Post Barricades Please advise on drawing CS193 for detail 3 no spec was included for 32 02 23 “concrete post barricades”
Detail #3 contains an error in reference to the detail. Contractors shall refer to VA Standard Detail 32 05 23 – Concrete Post Barricades, which is included on sheet CS193 as Detail #4.
No. 4 Tripping Hazards Can you please advise and clarify what is considered to be a tripping hazard identified in the drawings.
All trip hazards identified on sheets CS102-CS113 correlate to the concrete repairs identified on sheets CS205-CS222. The identifying number of each trip hazard is included on both the Existing Features & Demolitions Plans (CS102-CS113) as well as the Concrete Repair Plans (CS205-CS222). Below is an example of Trip Hazard 40, identified on Existing Features & Demolition Plan CS107, located near Building #25, and the associated improvement of this trip hazard, shown on Concrete Repair Plan CS209.
No. 5 Please confirm if the Attachments that were listed on FBO are the appropriate scale size? Some of the attachments are coming through as 11 x 8.5 scale. Please submit full size drawings for the pages highlighted.
All drawings, specs, and reports necessary for this project have been uploaded with this amendment and are according to scale.
No. 6 Site Visit Roster Can you please send out who attended the scheduled site visit?
The site visit roster has been uploaded as an attachment with this amendment.
No. 7 Please advise if posted wage rates should be Heavy Highway and not Building.
Wage rates should be Heavy and Highway.
No. 8 Will the VA remove the miscellaneous furnishings in the buildings to be demolished or will the items be considered part of the demolition?
VA will remove all miscellaneous items it needs to keep prior to an agreed upon date between the contractor and the VAMC. Everything remaining will be part of the demolition.
No. 9 Concerning the buildings to be demolished, do they contain any hazardous materials that we need to be made aware of? Do you have a hazardous materials survey indicating the locations, quantities, and types of hazardous materials to be abated?
A hazardous material inspection report has been completed for buildings 27, 42, T7, T13 and T15. The report is dated December 15, 2017 and has been provided to the VA on December 22, 2017. The inspection report documents the results of the sampling of suspect asbestos-containing building materials (ACMs), polychlorinated biphenyl (PCB) sampling and Lead-Based Paint (LBP) as well as soil sampling at the above-mentioned buildings.
No. 10 Will the VA provide temporary construction water and power for the contractors use during construction or is the contractor responsible for paying these use charges? If the contractor is responsible, what are the applicable rates?
Temporary water and electricity is available to the contractor where it already exists. The requirements and costs of each can be found in the project specifications. Please refer to the Specifications manual, Section 01 00 00 – General Requirements, pages 16 & 17.
No. 11 During the site visit it was noted that there is debris in areas of this scope of work that are not indicated on the drawings. Will others remove this prior to this contract starting? During the site walk on Front Hill Road heading toward the M lot, it was noticed that there is tree clearing, stumps, brush etc that is not shown on the drawings to be removed. Please confirm if all this material is to be removed and disposed of as part of the project?
The contractor shall be responsible for the removal and lawful disposal of all waste, debris, unsuitable and excess material. The VA shall reserve the right to remain in ownership of any materials to be removed.
No. 12 Is this project sales tax exempt? Please confirm if taxes should be carried in proposals?
Sales Tax exemption will be provided to the successful contractor upon award; therefore, taxes need not be carried in proposals.
No. 13 How will the VA handle weather delays?
Weather delays will be handled on a case-by-case basis.
No. 14 Will there need to be more than one superintendent while performing on multiple areas?
Refer to 52.236-6 Superintendence by the Contractor Clause in the solicitation.
This may depend on situation and ability of superintendent to provide adequate oversight but an OSHA competent person should be at every site. VA does not require a superintendent at every work location at every moment but must be on the job site at all times.
No.15 Is one SSHO enough if multiple crews are working on site?
The SSHO needs to ensure safety and adherence to requirements – there is not a VA requirement dictating how many personnel are required for multiple job sites. Contractor is required to monitor Safety and adhere to protocol.
No. 16 Will GC need to cap all lines (Water, Sewer, storm drainage, Electrical)?
Lines that are to be abandoned but are not required to be entirely removed shall be sealed, capped or plugged at the main, branch or panel they originate from, per the specifications.

NTP will be given shortly after the award of the project.
No. 18 Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
Yes.
No.19 Has the work area been checked for asbestos?
A hazardous material inspection report has been completed for buildings 27, 42, T7, T13 and T15. The report is dated December 15, 2017 and has been provided to the VA on December 22, 2017. The inspection report documents the results of the sampling of suspect asbestos-containing building materials (ACMs), polychlorinated biphenyl (PCB) sampling and Lead-Based Paint (LBP) as well as soil sampling at the above-mentioned buildings.
No. 20 What is the Governments’ policy if asbestos products are encountered during construction?
The Contractor shall notify the COR immediately if materials uncovered during any part of the work appear to be contaminated. All local, state and federal laws shall apply. Asbestos abatement shall be completed per the specifications, unless local, state and federal laws are more stringent.
No. 21 Will GC need to hire a surveyor and utility locator?
As stated in the Specifications Manual, Section 01 00 00 General Requirements, page 12, “A registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor shall perform services specified herein and in other specification sections. The Contractor shall certify that the land surveyor or civil engineer is not one who is a regular employee of the Contractor, and that the land surveyor or civil engineer has no financial interest in this contract.”
No. 22 Will VA require a third-party industrial hygienist to be on site during any asbestos removal and not only to take samples?
The Contractor shall have a Professional Industrial Hygienist and shall be on-site, as required in the Specification Manual, Section 02 83 13.41. Additionally, the VAMC will provide a VPIH on site at all times of asbestos work.
No. 23 Is there an asbestos report of those buildings to be demolishes per Amd 1?

No. 25 Will GC need to test compaction on fill brought in for all site work and building pads that are to be demolished?
Compaction testing shall be completed per the requirements of the associated specifications.
No.26 Please confirm if any state, local, and/or Federal permits will be required on this project?
This project will require submission of a Notice of Intent (NOI) to the U.S. EPA for coverage under the NPDES Stormwater Construction General Permit. This includes the preparation of a Stormwater Pollution Prevent Plan (SWPPP). As a condition of the Stormwater Management Permit Application by the Northampton Department of Public Works (DPW), a copy of the NOI and SWPPP shall be submitted to the DPW for approval prior to the start of construction.
No. 27 Please confirm if there are any known hazardous materials?
A hazardous material inspection report has been completed for buildings 27, 42, T7, T13 and T15. The report is dated December 15, 2017 and has been provided to the VA on December 22, 2017. A stormwater permit, subject to the conditions of the approval letter, was issued by the Northampton Department of Public Works (DPW) on August 7, 2018.
No. 30 Will ground penetrating radar (GPR) be required at areas of excavation?
Ground penetrating radar shall be completed when performing trenching work. Per note #2 of the Existing Conditions Notes on plan sheet GI002, “Only those items visible on the ground at the time of survey were located and shown on this plan. Contractors and other users of this plan are responsible for verification and location of all utilities prior to construction work at locations shown hereon. Acela Engineering assumes no liability to damage to any existing utility during construction. The Contractor shall be responsible to repair any damage that may occur during construction.”
No. 31 Can the government provide the test pit and boring reports?
Test pit logs and permeability test results are included in the Stormwater Drainage Report and Management Plan.
No. 32 Drawings CS 193 (page 95 of 140) Detail 3 states / note 1 states that decorative covers should be utilized where requested by the VA. For accurate pricing, please confirm where and what type of bollard covers should be used?
Decorative covers are not required at this time.
No. 33 he drawings show 12 different phases. Please confirm if one phase needs to be completed prior to starting another phase or if multiple phases will be allowed to take place at the same time?

All drawings, specs, and reports necessary for this project have been uploaded with this amendment and are according to scale.
No. 39 Refer to Details 1, 2, 3 & 4 / Sheet CS-191: What is the detail for binder with geotextile? Is the binder being placed over a layer of geotextile placed on the gravel base?
Geotextile fabric shall be placed on the gravel base. The binder course shall be placed over the layer of geotextile.
No. 40 Refer to Detail 4 / Sheet CS-191: What is an I-5 surface course? This term is unfamiliar and not explained or shown in the specs or details.
The label I-5 surface course shall be replaced with hot mix asphalt (HMA) surface course.
No. 41 Refer to Pavement Notes, #4 / CS-191: Please explain what a 12” wide asphalt sealant is? Do they mean asphalt emulsion tack coat? There is a hot-applied sealant that is typically an inch or two wide and generally applied at the saw-cut joint where the new paving edge abuts the existing work.
The Contractor shall use a PG 64-22 liquid asphalt, or equivalent, for joint sealing.
No. 42 Refer to Drawings CS-115 through CS-125: Looking at the light gray colored areas – see symbol for “Full-Depth Pavement – Restoration of Existing”: Various areas on the plan appear to interchangeable use the terms: “Full-Depth Reconstruction” and “Pavement Repair Area (A, B, C, D, etc).” What’s the difference between Pavement Repair areas and Full-Depth Reconstruction areas?
Areas that are labeled as Pavement Repair Area ‘A’, ‘B’, ‘C’, etc were done so as an identifier during the planning process. All hatched areas are included within the pavement areas. Areas that are hatched with a lighter gray are areas of existing pavement that are proposed to receive full-depth reconstruction. Areas that are hatched with a darker gray are areas where pavement does not exist and will receive proposed full-depth pavement.
No.43 Refer to the specification 32 12 16 / page 4: Para. 3.5 B mentions prime coat and tack coat where required. Prime coat is typically applied to the gravel base course in FAA airport work only. Tack coat is generally applied between succeeding courses of bituminous paving to facilitate an improved bond between the binder, intermediate and surface or top course. Will this job require a prime coat on the gravel base before the binder course is applied?
The Contractor is not required to use a prime coat. A tack coat shall be utilized.
No. 44 Refer to A. Construction Experience on pg. 12. Under “Experience with previous large exterior site construction,” there is a bulleted list of information that should be provided for the 3 projects submitted for Factor A, and there is no mention of using the Past Performance Information Sheet for Contractors provided on pg. 56. This Past Performance Information Sheet has much more information requested than the bulleted list in Factor A on pg. 12 and does not efficiently use space. Therefore:
a. Are we required to use the Past Performance Information Sheet under Factor A or should we just provide the information requested in the bulleted list on pg. 7?
Provide the information requested in the bulleted list. The past performance information sheet for contractors was provided for your convenience.
b. If we are required to use the Past Performance Information Sheet, can we recreate the sheet with all the same information in order to efficiently use space within the proposal given there is a page limit?
The past performance information sheet for contractors is not required.
No. 45 Refer to A. Construction Experience on pg. 12. The directions state to submit three (3) projects “completed within the past 5 years of the date of issuance of this RFP.” Can the projects be ongoing, or do they need to be 100% complete?
The projects need to be 100% completed.
No. 46 Please confirm we should submit both the A.3 Price/Cost Schedule on pg. 5 and the Statement of Items on pg. 53.
Both and include the itemized cost breakdown.
No. 47 The SF 1442 indicates a Bid Bond is required but the directions do not tell in which Volume to include a scanned copy. Can we include a scanned copy of the Bid Bond in Vol. II Price?
Yes.
No. 48 Should we mail in the original copy of the Bid Bond or will the scanned copy submitted electronically suffice?
The scanned copy submitted electronically will suffice.
No.49 If a CPARS is being submitted for a project under Factor 2: Past Performance, instead of a PPQ, can it be excluded from counting against the 50-page limit for Volume I? We believe this is fair as any PPQs are to be mailed directly to the Government and would thus not be included in the 50-page limit. Counting CPARS against the 50-page limit unfairly penalizes any offeror using CPARS over PPQs in their submission by eating up space that could be used otherwise.
Yes it can be excluded.
No.50 Am I preparing 1 original binder and 1 CD for each volume for delivery on 9/16 or is this to be electronically sent via email? Page 17 says : “Offerors shall provide 1 electronic copy of Volume 1..” and the same for Volume 2. Page 18 says : “Proposal Volumes and the electronic copy are due by the date and time ….”
Volume I-Technical Evaluation of Experience and Past Performance and Volume II-Price shall be broken out into two separate files and sent via email.
