About this file
This is a Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity Time and Materials (IDIQ/T&M) pricing schedule for George Mason University's comprehensive landscape maintenance services contract (RFP# GMU-KS0811-26). The contract encompasses six campuses and facilities located across Virginia: Fairfax Campus, Arlington Campus, Science and Technology Campus in Prince William County, Point of View Facility in Lorton, Potomac Science Center in Woodbridge, and Smithsonian Mason School of Conservation in Front Royal. The Fairfax Campus comprises multiple distinct areas including the Johnson Center, Recreation facilities, Eagle Bank Arena, housing areas, and several named houses and townhouses. Contractors must submit complete pricing proposals for entire campuses without partial submissions, though they may bid on one, some, or all available sites. The base contract term runs from March 1, 2027 through February 29, 2028 (12 months), with the Potomac Science Center and Smithsonian Mason School of Conservation campuses operating on nine-month periods within that timeframe. Contractors must complete both Tab 1 (FFP pricing) and Tab 2 (IDIQ/T&M rates), with Tab 3 (snow removal services) offered as optional.
The pricing structure requires monthly firm fixed prices for base landscape maintenance services, with yearly costs calculating automatically. The IDIQ/T&M component covers additional services billed on a time and materials basis, including labor categories such as landscape maintenance technicians, certified arborists, landscape designers, and specialized equipment operators, with material and equipment costs billed at actual contractor cost requiring invoice substantiation. The optional snow removal services (Tab 3) include equipment pricing on an hourly basis with operator costs, covering items such as plows, loaders, snow blowers, and materials like bulk rock salt and ice melt products, with a minimum two-hour billing requirement. All additional services require written estimates and University purchase orders prior to performance except in emergencies. Contractors must comply with Virginia Code 40.1-28.10 regarding minimum wage increases, and all pricing figures must be rounded to the nearest penny.
